HomeMy WebLinkAbout20140203.doc feb minutes STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD February 4, 2014 The Town Board of the Town of Harford met for a regular monthly meeting at the Harford Town Hall on February 3, 2014 at 7:30 pm. Present at the meeting were Michelle Morse; Supervisor, Dave Stoner, Daryl Cross, Charles Rowland, and Todd Loope; Councilmen, Shane Merriman; Highway Superintendent, Jennifer Fox; Town Clerk, Sandy Price; County Legislator, George Chevalier; Town Historian, and Sharon Canfield; Town Justice, Lindsay Andersen; Dog Control Officer, Gary Tennant, David Canfield, Diane Michaud, Patty Blackman, Ron Cornell, Bill Armitage and Joan Portzline town residents. The minutes of the January 6, 2014 regular meeting were read for information and corrections. RES #13: BE IT RESOLVED to approve the minutes as read and corrected. Dave Stoner made a motion to adopt Resolution #13. Daryl Cross seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye Bills listed on General Abstract #2, vouchers #21- 36, Highway Abstract #2, vouchers #19-40, and Harford Mills Water District #1 Abstract #2, vouchers #2-3 were read by the clerk and submitted to the Board for review. RES #14: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Charles Rowland made a motion to adopt Resolution #14. Dave Stoner seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye Michelle Morse opened the meeting up for visitors’ comments. Patty Blackman asked the Board if the town wanted to buy her fathers lot. And if not can she get a variance to put a trailer in there. Patty asked that the town get back to her within the month of February. Joan Portzline thanked Shane Merriman for his Hillsinger Road Repair Proposal. Sandy Price, Cortland County Legislator, presented her repo rt to the Board. A copy of her report is on file in the Town Clerk’s office. She gave Cortland County Prescription discount cards and Cortland County Dental Card Program brochures to the clerk so any resident can pick one up at the clerk’s office. She talked about the Trail Grant Opportunities that she found. Shane Merriman, Highway Superintendent, gave his report. A copy of his report is on file in the Town Clerk’s office. Shane talked about tasked that were completed and he went over the Hillsinger Rd Repair Proposal. Lindsay Andersen, Dog Control Officer, spoke to the Board about her ideas to work with the town clerk and get more dogs licensed in Harford. Sharon Canfield went over the Town Hall rental report for 2013. Also Sharon Canfield, Town Justice, presented her Court files for annual audit. The Board looked over the statistics compiled on court case loads and the comparison with prior years. They also reviewed the books, reports and monthly bank statements for the Town Justice. RES #15: BE IT RESOLVED that the Harford Town Board approves the Justice’s financial books as presented. Dave Stoner made a motion to adopt Resolution #15. Charles Rowland seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye The Town Supervisor and the Town Clerk/Tax Collector presented their books to the Board for audit. They reviewed the books, reports and monthly bank statements for the Town Supervisor and the Town Clerk/Tax Collector. RES #16: BE IT RESOLVED that the Harford Town Board approved the Town Supervisor and the Town Clerk/Tax Collector’s financial books as presented. Dave Stoner made a motion to adopt Resolution #16. Todd Loope seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye Michelle Morse reported on the following correspondence: - Water District samples report. - State Comptroller invoice. - Marathon School Transportation letter. - $142.00 check from Town Clerk for January fees. A discussion took place about posting an ad for the purpose of hiring a Town Hall cleaner at the next meeting. RES #17: BE IT RESOLVED that the Harford Town Board approves an ad to be put in the Cortland Standard for a Town Hall cleaner. Charles Rowland made a motion to adopt Resolution #17. Todd Loope seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye The town board discussed the need for a tax extension. RES #18: BE IT RESOLVED that the Harford Town Board will file a Tax Collection Extension form Dave Stoner made a motion to adopt Resolution #18. Charles Rowland seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye Councilmen, Todd Loope, left the meeting 9:55 The town board discussed the town’s present credit card situations. RES #19: BE IT RESOLVED that the Harford Town Board authorize new credit cards for the Town Supervisor and Town Clerk. Daryl Cross made a motion to adopt Resolution #19. Dave Stoner seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye The town board decided that the cost of the new cemetery fence was taken from the wrong account. RES #20: BE IT RESOLVED that the Harford Town Board authorize that the $6,638.00 for the cemetery fence be moved from the CM2 Harford Mills Expendable account to the A8810.8 Cemeteries account. Pending conformation from the Bookkeeper. Charles Rowland made a motion to adopt Resolution #20. Daryl Cross seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Further discussion took place about the Bookkeepers recommendations to transfer the following amounts. - From General Fund to Building Reserve - $5000 - From General Fund to Sign Reserve - $3500 - From General Fund to Unemployment Reserve - $500 - From Highway Fund to Unemployment Reserve - $500 RES #21: BE IT RESOLVED that the Harford Town Board accepts these recommendation from the Bookkeeper. Charles Rowland made a motion to adopt Resolution #21. Daryl Cross seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Michelle Morse submitted and read the Supervisor’s monthly report. RES #22: BE IT RESOLVED that the Supervisor’s monthly report be approved as presented and read. Dave Stoner made a motion to adopt Resolution #22. Daryl Cross seconded the motion.
