HomeMy WebLinkAbout04-07-2014 STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD April 7, 2014 The Town Board of the Town of Harford met for a regular monthly meeting at the Harford Town Hall on April 7, 2014 at 7:30 pm. Present at the meeting were Michelle Morse; Supervisor, Dave Stoner, Daryl Cross and Charles Rowland; and Todd Loope: Councilmen, Shane Merriman; Highway Superintendent, Jennifer Fox; Town Clerk, Sandy Price; County Legislator, David Canfield, Gerald and Shirley Smith, Joan Portzline, Dan and Bill Armitage, Ron Cornell and other town residents. The minutes of the March 3, 2014 regular meeting were read for information and corrections. RES #35: BE IT RESOLVED to approve the minutes as read. Dave Stoner made a motion to adopt Resolution #35. Todd Loope seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Abstained Charles Rowland – Aye Todd Loope - Aye Bills listed on General Abstract #4, vouchers #48-67, Highway Abstract #4, vouchers #53-68, and Harford Mills Water District #1 Abstract #4, vouchers #5-6 were read by the clerk and submitted to the Board for review. RES #36: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Daryl Cross made a motion to adopt Resolution #36. Todd Loope seconded the motion. Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye Donald Lawson from Dryden Ambulance spoke to the Board about getting the ambulance contracts up to date. He stated that he is unable to find the town’s current contract. The Harford Town Clerk also could not find a copy. The Board made a motion to sign a copy of the 2013 contract at a cost of $6500.00. The motion was withdrawn because the amount of money between the 2013 and 2014 contracts were incorrect. Mr. Lawson will join the meeting next month with updated figures. David Alexander: Attorney for Richard Tillotson spoke to the Board about sub dividing a piece of his farm land on the corner of Bleck Rd and Schutt Rd to deed to his sister. . RES #37: BE IT RESOLVED; that the Town Board approves the sub division. Daryl Cross made a motion to adopt Res# 37 and Charles Rowland seconded the motion Michelle Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye __Bill Pokop____________ From Dairy 8 gave a presentation about the cow comfort facilities, there accomplishments and future plans. Daryl Cross asked him about the fire safety with the building and asked him to come up with a way to distinguish what building the fire dept should report to when they called. Daryl also asked that there be adequate communication. ________ donated a check in the amount of $1500.00 to the Harford Fire Department. Sandy Price, Cortland County Legislator,. her report to the Board. A copy of her report is on file in the Town Clerk’s office. She talked about the Ash for Trash program, Amnesty Day and eating pancakes to raise money for the Big Pink program. Shane Merriman, Highway Superintendent, submitted his report, which is on file in the Town Clerk’s Office. He reported on the tasked completed last month. And the work being done on Hillsinger Rd. Gerald Smith asked Shane how much money has been spent on Hillsinger Rd so far? Shane told him about $25,000 and probably would take $10,000 more to finish it. Michelle Morse; Town Supervisor: opened the meeting for visitor’s comments. Denise Wakula asked the Board what was happening with the camper people on Rte 221. And why are they not being evicted? There is trash everywhere and they are running there car late at night for several hours. She would like Kevin McMahon Code Enforcement Officer to look at this from a zoning perspective. Joan Portzline asked to see the Harford Zoning regulations which were not on file at the Town Clerks Office. The Harford Town Board agreed to speak to Kevin and to find a copy of the zoning regulations for the next meeting. Gerald Smith asked Dave Stoner what he found out about the grants for the creek. Dave had spoken to Brenda Russo and she had told him that even if they did fill out the paper work there was no money to give out and she will let us know if and when there is any money. David Canfield spoke to the Board about replacing some broken chairs at the Town hall before someone gets hurt. Daryl Cross said he would get some prices on chairs for the next meeting. Michelle Morse: Town Supervisor opened the cemetery bids. An ad was placed in the Cortland Standard, at the Harford Post Office and in front of the Harford Town Hall. Only two bids were received. RES #38: BE IT RESOLVED that the Harford Town Board will accept the bid from David Canfield for $3,400.00 for the 2014 mowing season. FURTHER RESOLVED that the Harford Town Board will only accept the bid for the 2014 season. Daryl Cross made a motion to adopt Resolution #38. Dave Stoner seconded the motion. Michelle Morse – Abstained Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye Councilmen Todd Loope left the meeting at 10:00 pm. Michelle Morse; Town Supervisor reported on the following correspondence. A check in the amount of $ 439.00 from the Town Clerk for March fees. The Town Supervisor‘s report was not available this month. RES #39: BE IT RESOLVED to adjourn the meeting at 10:05 p.m. Dave Stoner made a motion to adopt Resolution #39.
