HomeMy WebLinkAbout05-06-2013 STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD May 6, 2013 The Town Board of the Town of Harford met for a regular monthly meeting at the Harford Town Hall on May 6, 2013 at 7:30 pm. Present at the meeting were David Canfield; Supervisor, Dave Stoner, Daryl Cross, Charles Rowland and Todd Loope; Councilmen, Shane Merriman; Highway Superintendent, Diane Michaud; Town Clerk, Sandy Price; County Legislator, Mike Fahey; Tyco Integrated Security representative, Gary Tennant, Mike Price, Jennifer Fox and Bob Kilts; town residents. The minutes of the April 1, 2013 regular meeting were read for information and corrections. RES #34: BE IT RESOLVED to approve the minutes as read. Dave Stoner made a motion to adopt Resolution #34. Charles Rowland seconded the motion. Daryl Cross –Not present during the reading Todd Loope -Abstained David Canfield -Aye Charles Rowland -Aye Dave Stoner –Aye Bills listed on General Abstract #5, vouchers #68-84, Highway Abstract #5, vouchers #51-65, and Harford Mills Water District #1 Abstract #5, vouchers #14-17 were read by the clerk and submitted to the Board for review. RES #35: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Daryl Cross made a motion to adopt Resolution #35. Dave Stoner seconded the motion. Daryl Cross -Aye Todd Loope -Aye David Canfield -Aye Charles Rowland -Aye Dave Stoner –Aye Sandy Price, Cortland County Legislator, presented her report to the Board. A copy of her report is on file in the Town Clerk’s office. She reported that there will be a CCSTBS meeting on May 21 regarding the new requirements for municipalities. She gave the information to David Canfield. Sandy also gave the clerk the County Dental plan information so that it can be distributed to anyone that wants it. Mike Fahey from Tyco Integrated Security presented proposed plans to the Board for a security system at the Town Hall and at the Highway garage. He said this is a NYS approved contract quote. There is a one year warranty on parts and labor. He included a maintenance agreement in his proposal. He stated that vandalism or someone accidently damaging the system is not covered under the maintenance agreement. David Canfield said that NYMIR will give a 15% discount if a security system is installed. Daryl Cross suggested that the Board review the documents and discuss the issue at a later time. Jennifer Fox presented the Board with documentation on her billable hours for completing the interior Town Hall painting. She’d patched some of the walls, painted the walls and trim, and had the register covers sandblasted and repainted. She also presented the Board with a list of supplies needed and said that the park needs mulch and flowers. David Canfield told her that they have mulch for her. Jennifer also said that the Harford Mills Park needs a new trash can and another table; the existing tables and benches in both parks need to be sanded down and repainted. She said it would be nice to get some volunteers, perhaps some of the teenagers in town, to help out with the project and she offered to supervise. Everyone thought that was a good idea. Daryl Cross told her she’s doing an excellent job. Gary Tennant thanked Jennifer for the wonderful job she’d done on the park flower beds. Mike Price brought in a gallon jug of water he’d drawn out of his faucet. It was very cloudy. He said he thinks that the reason his water is so bad is because the water system isn’t a loop system and he’s at the end of the line. He asked where the water samples were being drawn from and suggested that samples be gathered at the end of the system. Charles Rowland said that maybe the system should be flushed more often. At 9:00 pm the bids received for the 2013 Cemetery Lawn Maintenance position were opened and reviewed by the Board. There were a total of five bids received. Each bid was reviewed individually. RES #36: BE IT RESOLVED that the Harford Town Board accept the proposed bid offer received from Jennifer Fox for the 2013 Cemetery Lawn Maintenance, and FURTHER RESOLVED that Jennifer Fox will provide a current Certificate of Liability Insurance form. Daryl Cross made a motion to adopt Resolution #36. Dave Stoner seconded the motion. Daryl Cross -Aye Todd Loope -Aye David Canfield -Aye Charles Rowland -Aye Dave Stoner –Aye Jennifer Fox asked where she should put the brush that she’ll be clearing from the cemeteries. David Canfield said she could put it on a trailer; the brush will be disposed of for her. David also brought up the need for a fence around the currently unused section of the Harford Mills Cemetery. The clerk reported that she’d called Whitmore Fence Company to get an estimate. Daryl Cross suggested that Butler Fence in Syracuse be called and he thinks there’s a fence company in Homer that an estimate could be obtained from, also. Daryl also brought up getting some material to go underneath the new playground equipment so that the installation can be completed. David Canfield said he’s received a lot of information on this lately and had looked at Lowe’s to see what they have. He said they have 16’x16’ rubber mats costing $4.00 each. Measurement’s need to be taken to figure the amount needed to cover the area. The clerk will call some child care facilities to find out what they use and where they’ve purchased the material from. RES #37: BE IT RESOLVED that the Harford Town Board authorize the purchase of playground surface material up to a cost of $1200.00 Dave Stoner made a motion to adopt Resolution #37. Charles Rowland seconded the motion. Daryl Cross -Aye Todd Loope -Aye David Canfield -Aye Charles Rowland -Aye Dave Stoner –Aye David Canfield brought up the Water District manual. Mike Ryan from the Cortland County Health Department had brought a disc to the clerk that contained the manual. She printed it out and put in a binder. The disc will be kept with the Water District records at the Town Hall. David said he’d like to get an inexpensive file cabinet to put at the pump house to store the manual and other Water District related items in. Todd Loope suggested that another copy of the manual be made so that a copy could be kept here and at the pump house. The Board looked over the information from American Power & Gas regarding rebate checks on Town electric accounts. The clerk was asked to contact NYSEG to see what, if any, affiliation the company has with NYSEG. The Board reviewed the Code Enforcement Officer’s report. A copy is on file in the Town Clerk’s office. David Canfield mentioned two specific properties in Town that Kevin McMahon needs to have brought to his attention so that he can notify the owners of violations. Shane Merriman, Highway Superintendent, submitted his report, which is on file in the Town Clerk’s Office. He went over their activities during the month of April. He also informed the Board of an auction coming up soon in Palmyra that has two mowing tractors, one of them is a New Holland with a cab, that he’s interested in and wanted to know what the Board thought about the idea and if they’d approve the purchase up to a certain amount. RES #38: BE IT RESOLVED that the Harford Town Board authorizes Shane Merriman, Highway Superintendent, to purchase a mowing tractor costing up to a maximum amount of $18,000.00 Daryl Cross made a motion to adopt Resolution #38. Todd Loope seconded the motion. Daryl Cross -Aye Todd Loope -Aye David Canfield -Aye Charles Rowland -Aye Dave Stoner –Aye Dave Stoner asked about the speed control sign permit. The clerk stated that more paperwork was requested, so it’s still in progress. David Canfield reported on the following correspondence:  A certificate from the Association of Towns  A thank you note received from Barbara Drogo for the floral arrangement from the Town  Information on a free training seminar regarding drinking water systems that’s being held on May 14th  Quote from Window World to replace the windows at the Town Hall. The estimate was $5680.00. They discussed the quote and were unsure on some of the details. RES #39: BE IT RESOLVED that the Harford Town Board accept Window World’s bid for replacement windows at the Town Hall providing that the quote includes the exterior trim being aluminum wrapped. Daryl Cross made a motion to adopt Resolution #39. Dave Stoner seconded the motion. Daryl Cross -Aye Todd Loope -Aye David Canfield -Aye Charles Rowland -Abstained Dave Stoner –Aye Daryl Cross said that since the windows in the bathrooms weren’t included in the current quote another quote should be obtained and the bathroom windows replaced, also.  Checks from the clerk: 1. $847.00 – fees collected during April 2. $887.79 – interest collected from the 2013 T & C April tax payments  A $95.00 check from the Town Justice for fees collected by the Court during April  A CD statement showing a balance of $17,262.76 David Canfield submitted and read the Supervisor’s monthly report. RES #40: BE IT RESOLVED that the Supervisor’s monthly report be approved as presented and read. Todd Loope made a motion to adopt Resolution #40. Daryl Cross seconded the motion.
