HomeMy WebLinkAbout05-06-2014 STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD May 6, 2014 The Town Board of the Town of Harford met for a regular monthly meeting at the Harford Town Hall on May 5, 2014 at 7:30 pm. Present at the meeting were Michelle Morse; Town Supervisor, Dave Stoner, Daryl Cross, Charles Rowland and Todd Loope; Councilmen, Jennifer Fox; Town Clerk, Sandy Price; County Legislator, Jon Troy and Tom Hartnett with the Ash for Trash Program Ron Walsh : Town Attorney, and many other town residents. The minutes of the April 7, 2014 regular meeting were read for information and corrections. RES #40: BE IT RESOLVED to approve the minutes as read. Daryl Cross made a motion to adopt Resolution #40. Charles Rowland seconded the motion. Daryl Cross –Aye Todd Loope -Aye Michelle Morse -Aye Charles Rowland -Aye Dave Stoner –Aye Bills listed on General Abstract #5, vouchers #68-79, Highway Abstract #5, vouchers #69-79, and Harford Mills Water District #1 Abstract #5, vouchers #7-8 were read by the clerk and submitted to the Board for review. RES #41: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Charles Rowland made a motion to adopt Resolution #41. Daryl Cross seconded the motion. Daryl Cross -Aye Todd Loope -Aye Michelle Morse -Aye Charles Rowland -Aye Dave Stoner –Aye Michele Morse opened the meeting for visitor’s comments. Tom Hartnett and Jon Troy talked about the Ash for Trash Program. They explained that the Cortland County is losing about $450,000.00 per year. With this program all of the trash will be stored in a transfer station. Onondaga County will take the trash and the Cortland landfill will take the ash. They explained that the ash is tested twice a year and is very clean. They are hoping to start this program in May of 2015. Sandy Price, Cortland County Legislator, presented her report to the Board. A copy of her report is on file in the Town Clerk’s office. Gerald Smith told the Board that Senator Seward looked at the creek and he is looking into funding to get the creek fixed. Mike Price asked the Board about the progress with water district. Michelle Morse Town Supervisor explained that there has been progress and that was all she could say. Michelle Morse Town Supervisor spoke briefly to Nancy and Larry Hawks about the letter that they had sent to the board. She asked that the topic be tabled until the Board could get together with the Code Enforcement Officer and the Town Lawyer to discuss there options and make sense of the laws. RES #42: BE IT RESOLVED that the Harford Town Board move the discussion with Nancy and Larry Hawks to the next meeting. Dave Stoner made a motion to adopt Resolution #42. Daryl Cross seconded the motion. Daryl Cross -Aye Todd Loope -Aye Michelle Morse -Aye Charles Rowland -Aye Dave Stoner –Aye RES #43: BE IT RESOLVED that the Harford Town Board authorize the purchase of 24 chairs for the Town Hall at an approximate price of $ 425.00 from Sams Club. Daryl Cross made a motion to adopt Resolution #43. Todd Loope seconded the motion. Daryl Cross -Aye Todd Loope -Aye Michelle Morse -Aye Charles Rowland -Aye Dave Stoner –Aye Michelle Morse reported on the following correspondence. She received a letter of resignation from Karen Marsh from the Board of Assessment. A check for $ 37,850.26 for sales tax. A check for $ 14,003.83 for snow plowing. A check for $ 484.00 for April fees. The Supervisors report for March was read. RES #44: BE IT RESOLVED that the Supervisor’s monthly report be approved as presented and read. Dave Stoner made a motion to adopt Resolution #44. Daryl Cross seconded the motion. Daryl Cross -Aye Todd Loope -Aye Michelle Morse -Aye Charles Rowland -Aye Dave Stoner –Aye RES #45: BE IT RESOLVED that the Harford Town Board entered into Executive Session with Ron Walsh ; Town Attorney at 9:35 pm to discuss litigation for possible contractual negotiations. Dave Stoner made a motion to adopt Resolution #45. Daryl Cross seconded the motion. Daryl Cross -Aye Todd Loope -Aye Michelle Morse -Aye Charles Rowland -Aye Dave Stoner –Aye RES #46: BE IT RESOLVED that the Harford Town Board ended the executive session at 9:48 pm. Daryl Cross made a motion to adopt Resolution #46. Charles Rowland seconded the motion. Daryl Cross -Aye Todd Loope -Aye Michelle Morse -Aye Charles Rowland -Aye Dave Stoner –Aye RES #47: BE IT RESOLVED to adjourn the meeting at 9:50 p.m. Dave Stoner made a motion to adopt Resolution #41.
