HomeMy WebLinkAbout07-07-2014.2 STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD July 7, 2014 The Town Board of the Town of Harford met for a regular monthly meeting at the Harford Town Hall on July 7, 2014 at 7:30 pm. Present at the meeting were Michelle Morse; Supervisor, Dave Stoner, Daryl Cross, and Todd Loope; Councilmen, Jennifer Fox; Town Clerk, Sandy Price; County Legislator, Shane Merriman; Highway Superintendent, Joel Cook; Water Superintendent; and many town residents. . The minutes of the June 2, 2013 regular meeting were read for information and corrections. RES #55: BE IT RESOLVED to approve the minutes as read. Daryl Cross made a motion to adopt Resolution #55. Dave Stoner seconded the motion. Daryl Cross –Aye Michelle Morse -Aye Todd Loope -Abstained Dave Stoner –Aye Bills listed on General Abstract #7, vouchers #96-112, Highway Abstract #7, vouchers #79-95, and Harford Mills Water District #1 Abstract #7, vouchers #21-22 were read by the clerk and submitted to the Board for review. RES #56: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Dave Stoner made a motion to adopt Resolution #56. Todd Loope seconded the motion. Daryl Cross -Aye Michelle Morse -Aye Todd Loope -Aye Dave Stoner –Aye Sandy Price ,County Legislator, gave her monthly report. A copy of her report is on file at the Town Clerks office. Michelle Morse, Town Supervisor, opened the meeting for visitor’s comments. George Chevalier talked about James Rumer from Ohio wanting to donate money for clean up of the cemetery at Lake Rd. Gerald Smith asked the Board to call Terry Deuel about the creek. He would also like the Board to consider updating the Zoning Ordinance book. Michelle Morse stated that she would contact the Cortland County Planning Department to help get it updated. explained to the board members that Creamery Hills was listed in Section 1 of the tax roll as exempt, but because their pilot agreement had ran out in 2012, their status was now changing. He and Ron Walsh went over the process with the board and answered several questions explaining different scenarios of possibilities. Daryl Cross asked Lawrence Fitts when the next revaluation should be done. Lawrence Fitts said one wasn’t needed currently because since property values had flat lined the town assessment rate is at 100%.; He said it would probably be at least three years before a revaluation would be needed. Daryl also asked him if he planned on continuing with his assessor duties for another six years. He said that was his plan; his son could fill in for him if something came up on a temporary basis. David Canfield thanked Lawrence Fitts and Ron Walsh for coming to the meeting and going over the Creamery Hills issue with them. Ron Walsh reported to the Board that he’d received a letter from Bill Pomeroy regarding the issue of the highway department’s work (encroachment) on the Daniel Armitage/Joan Portzline property on Hilsinger Road. They’d be willing to convey the piece of property to the Town. Daryl Cross gave some background information to the Board as to what had happened previously. Ron Walsh said that Pomeroy’s letter led him to believe that the Town was having the land in question surveyed. None of the board members knew anything about the survey. Ron Walsh asked the Board what they thought about the land being conveyed to the Town. They agreed that for road maintenance this would be great. Ron said he’d relay the information to Bill Pomeroy. Sandy Price, Cortland County Legislator, presented her report to the Board. A copy of her report is on file in the Town Clerk’s office. She reported that the Harford Senior picnic will be held on the lawn at Creamery Hills this year on July 17th starting at 5:00 pm. She also said that the Spoonies had been scheduled to be there, but unfortunately couldn’t come so she was trying to figure out Plan B. She also reported that Larry Cornell had announced he would be resigning from his position as County Legislator at the end of the month; he hadn’t planned on running for reelection, anyway. It was reported that the playground surfacing project had been completed. Daryl Cross said that Shane Merriman, Derek Cross, Gary Tennant and he had spent the previous Saturday getting the playground surface done and the swings on the equipment. The clerk said had she known they were working on the project she’d have gotten food and drinks for them, but she said thank you to them all. David Canfield suggested giving a monetary gift to each for taking the time out to do this. Daryl Cross said that would be a very nice gesture, but it wasn’t necessary for a check to be issued to him. RES #53: BE IT RESOLVED that the Harford Town Board authorize a check be cut for each of the above individuals for $50.00 in appreciation of their work in getting the playground equipment project completed. Dave Stoner made a motion to adopt Resolution #53. Charles Rowland seconded the motion. Daryl Cross -Abstained David Canfield -Aye Charles Rowland -Aye Dave Stoner –Aye The clerk asked if any decision had been made on the Harford Mills Cemetery fencing; specifically were there any changes that needed to be incorporated into the quote submitted by Creative Yard Designs Fence Co. David Canfield said that he probably should meet with a representative from the company to go over his proposal and see what the cost would be. Dave Stoner said he’d like to be there when they meet. David Canfield asked the clerk to set up an appointment with Creative Yard Designs to meet them at the Harford Mills Cemetery sometime after 3:00 pm. RES #54: BE IT RESOLVED that the Harford Town Board approve the bid received from Creative Yard Designs for up to $6800.00 for fencing at the Harford Mills Cemetery after designee meets with the Town representatives to clarify costs for the proposed change. Charles Rowland made a motion to adopt Resolution #54. Dave Stoner seconded the motion. Daryl Cross -Aye David Canfield -Aye Charles Rowland -Aye Dave Stoner –Aye Dave Stoner asked if the permit for the speed sign had been received yet. The clerk reported it hadn’t been received, but hopefully soon. David Canfield reported that ADT Securities will be submitting a new proposal/estimate for the security systems. He also updated the Board on Water District issues. Dave Stoner read aloud a thank you card from the family of Robert L. Fredenburg. The Board reviewed the Code Enforcement Officer’s report. A copy of the report is on file in the Town Clerk’s office. Daryl Cross reported that the Fire Department had received a request from a homeowner in Harford Mills requesting the abandoned building on their property be burned down; the house has been boarded up for the last fifteen years. Daryl said he had to call and get this approved before anything could move forward. David Canfield reported on the following correspondence:  Checks from the clerk: 1. $131.54 – final interest/late letter fees from 2013 T & C taxes 2. $287.50 –fees collected during June  From the Cornell Agricultural School - as of September 30, 2014 they will be terminating their local roads program seminars. There is a committee looking to overturn this decision, but as of today that hasn’t happened . The Board reviewed Shane Merriman’s monthly report for the Highway Department which is on file in the Town Clerk’s Office. The next monthly meeting will be held on August 5, 2013 at 7:30 pm. RES #55: BE IT RESOLVED to adjourn the meeting at 9:55 p.m. David Canfield made a motion to adopt Resolution #55. Daryl Cross seconded the motion.
