TOWN OF DANBY
TOWN BOARD MINUTES
• February 3 , 1966
•
The regular meeting of the Town Board of the Town of Danby
was held at the Town Hall , Thursday , February 3 , 1966 at 8 : 00 p . m .
Present : James H . Cortright , Supervisor ; Donald Makie ,
Councilman and Moses Peter and Henry Makarainen , Justices .
Absent : Councilman Donald Barber
Also Present : Zoning Officer Hatfield , Gould Colman , Gordon
Roberts , Ralph Wilbur , Reg Nelson and Planning Board Chairman
Fred Thayer . -
Supervisor Cortright called the meeting to order . Minutes
of the January meeting were read and approved .
COMMUNICATIONS
1 . Votihg Machine Service
2 . FHA County Supervisor Bruce Osadchey to Supervisor requesting
information regarding West Danby Water District .
3 . Thaler to Osadchey with photocopies of Resolution #6 and #12
concerning West Danby Water District .
4 . Thaler to Supervisor - trial in March re . Danby vs . Bartholf .
5 . Thaler to Supervisor attaching 4 copies of a Real Estate
Option , 2 copies to be used on Clarence French property and
2 copies on Richard Swartwood property .
6 . Standard Engineering Corporation - recommendations for
consideration in the terms of the options as discussed with
Thaler .
7 . - Ithaca Junior Chamber of Commerce - questionnaire - Uniform
Traffic Control Devices .
$ . Ithaca School District - urging a single equalization rate
for all units of Tompkins County .
PRIVILEGE OF FLOOR
Ralph Wilbur asked about letter on equalization rate - Does
Danby stand to gain or lose ? Supervisor answered Danby does stand
to gain .
Reginald Nelson asked where to apply for building permits and
what is needed . Hatfield answered " just a floor plan " .
Wendell Bryce questioned progress on Jennings Pond . Peter
objected to the way he criticized the Town Board . Discussion
followed , with Supervisor Cortright reporting the progress .

Fred Thayer , Chairman of the Planning Board presented to the
Town Board , Copies of the General Plan for the Town of Danby as
prepared by the Greater Ithaca Regional Planning Board along with
the proposed zoning ordinance . Mr . Niederkorn suggested a joint
meeting such as with the Community Council prior to presenting this
plan at a public meeting .
REPORTS OF COMMITTEES
Highway - Peter commended highway men on fine job during recent
blizzard .
Zoning - Makie said he had talked with Thomas Sinn , Assistant
Planner , on progress of zoning ordinance .
Insurance - Peter reported that Bill Scott of Ithaca Agency is
interested in presenting a proposal for a retirement
plan for town highway employees .
Fire - Barber absent .
Youth - - Barber absent .

OLD BUSINESS
Highway - Superintendent absent .
Zoning - Hatfield questioned nothing on Junkyards in proposed
zoning ordinance .
Planning Board - report under Privilege of Floor .
Appeals Board - Chairman absent . Gordon Roberts reported no meetings
had been held
Assessors - Chairman absent .
Town Hall Study - No report .
Jennings Pond Supervisor reported the followings
1 . Prepare the specifications to conclude total construction . g
2 . Information to all bidders on what has been done so far .
3 . Putting in the pipe . ( Pipe to be furnished ) it
4 . Completing dike .
5 . Level out extracted material .
6 . Haul and place bottom gravel for beach and boat
launching area .
9 . Haul and place grit .
Troy Road Junkyard - under communications .
West Danby Water - drilled one well , no water .
Town Office . Building - Town Board visited Vestal Office building .
Peter made the motion to appoint Mr . Bagnardi as architect
to meet with the Town Board and discuss needs for a town office
building . Seconded by Makarainen . 4 ayes , 0 noes , carried .

Danby a Deputy Town Clerk for the sale of
hunting and fishing licenses . Seconded by
Makarainen . 4 ayes , 0 noes , carried .
Constable - Peter moved to appoint Harold Bernhardt constable .
Seconded by Makarainen . 4 ayes , 0 noes ,
carried . Peter said it is advisable to
appoint a second constable from West Danby .
Retirement Program for Highway Employees - Peter made the motion
that the County Personnel Officer meet with
the Town Board and Highway Employees to con-
sider all options for a Retirement Program .

Resolution #2 - Transfer of Funds - General Fund to Highway Item 3
and Highway Item I . Moved by Peter . Seconded
by Makie . 4 ayes , 0 noes , carried .
Executive Meeting - February. 24 at 8 : 00 P . M . , Town Hall .
Uniform Traffic Control Deviees - Peter moved to table until � '
executive meeting . Seconded by Makarainen .

inspected . Seconded by Makie . 4 ayes ,

Makarainen moved to pay General Fund Bills #9 through #22

Peter moved to pay Highway Fund Bills #13 through #20 totalling
$620 . 20 . Seconded by Makie . 4 ayes , 0 noes , carried .
Makie moved to accept the Supervisor ' s Report . Seconded by
Makarainen . 3 ayes , 0 noes , carried .
Peter moved to adjourn at 10 : 38 P . M .
