State Street (Center Ithaca) Requirement for Which Variance is Requested: Prohibition against flashing signs, prohibition against billboards, number and size of signs. Applicable Section of City Zoning Code: Section 272 -5 D., Flashing Signs; Section 272 -5 I., Billboards; Section 272 -6 B. (2), ordinance only permits 2 wall signs with a maximum of 50 SF each. Public H g g Hearing: A Public Hearin was held on September 1, 2015. No one spoke in favor of the proposal. No one spoke against the proposal. Motion: Moved to deny request by Marshall McCormick. Environmental Review: Planning and Development Board, Unlisted Action, Negative Declaration. p Planning & Development Board Recommendation- The Planning Board's primary concern is the interval that f the sign changes is too short. A secondary concern is with the graphic design. It should not be the image o g g 'c commercial graphics and should be specifically and thoughtfully designed. The Board urges the BZA genera g p to require that at the City receive formal written assurance from the applicant that the LED programming will address the Board's concerns. Factors Considered: 1. Size of seg . ' n The purpose for which the sign is erected and the distance from which the sign is intended p ur p to be read and the character of the adjacent streets shall be taken into consideration. In all cases, the smallest sign that will suit the purpose shall be the guide, taking into account legitimate business interests 5 g to be promoted g moted b the sign and the speed limits and traffic conditions on adjacent streets.
