HomeMy WebLinkAboutMinutes 2013 - 2014 STATE OF NEW YORK COUNTY OF CORTLAND TOWN OF HARFORD December 1, 2014 The Town Board of the Town of Harford met for a regular monthly meeting at the Harford Town Hall on December 1, 2014 at 7:30 pm. Present at the meeting were Michelle Tottey-Morse; Supervisor, Dave Stoner, Daryl Cross, Charles Rowland and Todd Loope; Councilmen, Shane Merriman; Highway Superintendent, Jennifer Fox; Town Clerk, Ron Walsh; Town Attorney, Enterprise, Gary Tennant, Ron Cornell, Shirley Smith, Drekel & Christine McCutcheon; town residents. The minutes of the November 3, 2014 regular meeting were read for information and corrections. RES #93: BE IT RESOLVED to approve the minutes as read. Dave Stoner made a motion to adopt Resolution #93. Daryl Cross seconded the motion. Michelle Tottey-Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye Bills listed on General Abstract #12, vouchers #143-155, Highway Abstract #12, vouchers #138-149, and Harford Mills Water District #1, Abstract #12, voucher #19-20 were read by the clerk and submitted to the Board for review. RES #94: BE IT RESOLVED that the bills be approved as submitted and for the Supervisor to make the necessary payments. Dave Stoner made a motion to adopt Resolution #94. Daryl Cross seconded the motion. Michelle Tottey-Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope – Aye Michelle Tottey-Morse opened the meeting for visitor comments. Ron Cornell asked Shane Merriman, Highway Superintendent, is there a schedule for which roads will be black topped and when. Shane stated there will be a schedule in January when it is finalized. Shirley Smith asked do the highway employees get different rate in the summer than the winter. Shane explained no they do not. Shirley also asked if they get time and a half for late night plowing. Shane replied yes. Shane Merriman, Highway Superintendent, submitted his report, which is on file in the Town Clerk’s Office. Old business Ambulance contract for 2014 was signed by the Supervisor. RES #95: BE IT RESOLVED that the Harford Town Board adopt the ambulance contract for 2014: Charles Rowland made a motion to adopt Resolution #95. Todd Loope seconded the motion. Michelle Tottey-Morse – Aye Dave Stoner – Aye Daryl Cross – Aye Charles Rowland – Aye Todd Loope- Aye Code enforcement officers contract was signed by the Supervisor. RES #96: BE IT RESOLVED that the Harford Town Board adopt the code enforcement contract for 2015: Daryl Cross made a motion to adopt Resolution #96. Charles Rowland seconded the motion. Daryl Cross -Aye Michelle Tottey-Morse -Aye Charles Rowland -Aye Dave Stoner –Aye Todd Loope - Aye New Business: The Town Board accepted the resignation of Jennifer Fox from Harford Town Clerk, effective 12/31/2014. RES #97: BE IT RESOLVED that the Harford Town Board accepts the resignation of Jennifer Fox from Harford Town Clerk, effective 12/31/2014. Dave Stoner made a motion to adopt Resolution #97. Todd Loope seconded the motion. Daryl Cross -Aye Michelle Tottey-Morse -Aye Charles Rowland -Aye Dave Stoner –Aye Todd Loope – Aye RES #98: BE IT RESOLVED that the Harford Town Board approves Carrie Merriman to finish Jennifer Fox’s term, as Harford Town Clerk, effective 01/01/2015. Dave Stoner made a motion to adopt Resolution #98. Todd Loope seconded the motion. Daryl Cross -Aye Michelle Tottey-Morse -Aye Charles Rowland -Aye Dave Stoner –Aye Todd Loope – Aye Ron Walsh spoke to the Town Board about the Water District Assessment Review. The Town Board asked Ron to change the name of the project changed from “Town of Harford Water Supply” to “Harford Mills Water District”. RES #99: BE IT RESOLVED that the Harford Town Board approves the Environmental Assessment Review as follows: Charles Rowland made a motion to adopt Resolution #99. Dave Stoner seconded the motion. Daryl Cross -Aye Michelle Tottey-Morse -Aye Charles Rowland -Aye Dave Stoner –Aye Todd Loope – Aye Michelle Morse, Town Supervisor read the following correspondence  A check for Cortland County Snow Removal for $7,141.96  A check from the Town Clerk for November fees for $230.00 The Town Supervisor report was read. RES #100: BE IT RESOLVED that the Supervisor’s monthly report be approved as presented and read. David Stoner made a motion to adopt Resolution #100. Todd Loope seconded the motion. Dave Stoner made a motion to adopt Resolution #101. Michelle Morse seconded the motion.
