HomeMy WebLinkAboutApril 16 2014 CP Minutes.pdfTown of Enfield Comprehensive Plan Committee Minutes April 16, 2014 - Enfield Community Building 1 PRESENT: Poney Carpenter, Judy Hyman, Marnie Kirchgessner, Mary Jo Lovelace, Beth McGee, Becky Sims, Dan Walker ABSENT: Lori Elrod, Vera Howe-Strait Beth McGee called the meeting to order at 7:08 p.m. There was discussion of the April 8 meeting regarding who will use the Comprehensive Plan (CP). Judy Hyman stated that she knows people who read the CP before moving/buying a home in a town. This could be defined as residents and potential residents of the town. There was discussion on the level that the CP is written in. Becky Sims referred to the fact that the State and Federal government funding is also part of the audience for the CP. Marnie Kirchgessner stated she thought the draft of the CP was adequate but liked Newfield CP. The document is for all representatives of the town – a vision for the town. Judy Hyman stated that it should be noted there is no effort to create zoning in the town via the CP. Committee members agreed on this point. Beth McGee pointed out that there are certain things the town can do to address issues such as Fracking. Dan Walker stated that zoning restricts areas to certain areas – residential and business. Beth McGee said she would like community members to come to the CP Committee meetings. There will be a public hearing for the community before the CP can be approved. The committee needs to promote community participation. It was decided that Beth McGee will put together a short survey for the May 10 Country Faire at the Enfield Elementary School. There will be 3 questions: In Enfield what is your favorite things, your least favorite things and what would make Enfield a better place. Beth McGee will also put the minutes on the Enfield Website. It was decided that items for the next agenda should be sent to Poney Carpenter. Beth McGee said she had not heard from George Frantz. She will contact George Frantz again and if does not get an answer she will contact Randy Brown of Newfield to come to the next meeting. If neither can come to the next meeting Poney Carpenter will conduct the “Poster Board” session for recommendations for the CP. Dan Walker started the discussion on the different maps showing resources of Enfield. Public Facilities Map: Shows roads, which are the highest expense for the town . Two state highways no responsibility of the town, roads: unimproved (dirt), county, town, town split – Sheffield and Buckhill. Treman State Park and Private recreation: Hillendale golf course, Pine Creek Camping, Newharts lodge, Connecticut Hill. The map shows all tax parcels and Town of Enfield government owned land. There was discussion that Cornell Students might be able to help produce map s regarding public facilities. Dan Walker will produce the final version of the maps for the CP. Natural Features: Watershed areas, most of the town water drainage goes in the Cayuga Lake Watershed at the Inlet. Town of Enfield Comprehensive Plan Committee Minutes April 16, 2014 - Enfield Community Building 2 Development Constraints: soils, archeology areas, prime farmland, wet land areas, steeper slopes. Most of the town is based on the agriculture district. There was discussion on the Genex farming area and Wind Farm area. Enfield Possible Future Land Use: Based on development constraints, no line i s needed for “no fracking” due to ban in town, current oil and gas activity. Harvey Hill well is now plugged, no other wells are active. Identify prime farm land, hamlet area (Enfield Center). There is a need for public water and sewage systems for higher density areas. Private and public waste systems are now in some areas such as Sandy Creek Mobile Park. There was a suggestion to shift hamlet area to go to the State Park. Free residential use of the State Park should be researched. Marnie Kirchgessner referred to grants the town could apply for to receive funding for different development programs. Historic designation could be used to connect to the State Park as the Mill is under historical designation with the state. Town Budget Discussion: Beth McGee and Dan Walker explained the town budget. Poney Carpenter wondered what monies were coming into the town to benefit residents under the school, State Park, Community Council, USGS Aquifer study, Agriculture - viable vs non-viable farming subsidies and entitlements. Poney Carpenter thought this information could be used as a reference in the economic section of the CP. Agenda – Sessions for next meetings: George Frantz, Cornell University Randy Brown, Newfield Poster Board Session – suggestions for the CP The Poster Board session will be next if George Frantz or Randy Brown can not attend. Marnie Kirchgessner volunteered to go to different community groups to get their input on the CP. Poney Carpenter suggested the committee have one meeting on how to gather information from different community groups. The focus should be gathering information in written form.
