TOWN OF DANBY
PUBLIC HEARING ON PRELIMINARY BUDGET
and
TOWN BOARD MINUTES
November 4 , 1965
A Public Hearing on the Preliminary Budget of the Town
of Danby was held at the Town Hall at 7 : 30 P . M . , Thursday ,
November 4 , 1965 , followed by a Regular Meeting of the Town
• Board .
Board members present were : Councilmen Donald Makie and
D onald Barber , Justices Henry Makarainen and Moses Peter .
Absent : Supervisor James H . Cortright
Also present were : Highway Superintendent Chaffee , Zoning
Officer Hatfield , Paul Smith , Martha Makarainen , Wendell
Bryce , and Joe Short .
The clerk announced that an acting chairman was to be
appointed . Motion made by Barber that Peter be Acting Chairman .
Seconded by Makie . 3 ayes , 0 noes , carried .
Mr . Peter outlined items in the Preliminary Budget . Few
questions but no objections .
Peter thanked the people who came and invited anyone to
stay for the Town Board Meeting .
Appeared : Bob Doan and Gould Colman ( 8 : 00 P . M )
Mr . Peter called the regular meeting of the Town Board
to order , Minutes of the October meeting were read and
approved .
COMMUNICATIONS
1 . Association of Towns re : Annual dues and Annual Meeting
in New York .
2 . State Board of Equalization & Assessment - Use of per
capita state aid for highway , traffic and transportation
purposes .
3 . Certificate of Insurance for Permits on State Highways .
4 . Attorney Thaler to Judge Simpson re : Town of Danby vs .
Bartholf .
5 . Finger Lakes State Parks Commission re : Jennings Pond
Revocable Construction Permit .
6 . The Standard Engineering Corporation - Agreement Between
Client and Engineer .
7 . Office of County Attorney - Resolution # 234 - Transfer
of Workmen ' s Compensation from the County to Private
Carrier .
8 . Notice of Decision and Award - Neil Nelson and Town of Danby .

None from the Board .
Paul Smith expressed need of stop sign on Danby Road at
N elson Road intersection ( north end ) . Gould Colman questioned
the Town ' s membership in the Association of Towns .
REPORTS OF COMMITTEES
H ighway - none
Zoning - Makie gave Board members copies of the proposed zoning
ordinance . He reported that the Planning people would like to
have an invitation to schedule a meeting to present the 701 plan .
Fire - Barber asked if Firemen may use the Town Bulldozer .
Chaffee questioned whether legal .
Cemetery - none
Insurance - none
Youth - none

OLD BUSINESS
H ighway - Superintendent Chaffee reported the starting of last
road under the Erwin Projects .
Zoning - Hatfield reported a building permit has been issued
for house under construction on Brown Road trailer
park and the Health Department is dealing with the
sewage problem .
Planning Board - Chairman absent
Appeals Board - Chairman absent
B oard of Assessors - Chairman absent
Town Hall Study - Professor . Jacobs has not been out to study
Town Hall .
Jennings Pond - Makie present map and supplemental information d ' .
for Jennings Pond Recreational Area from
Soil Conservation Servide .
Councilman Donald Makie moved that the Town Board of the
Town of Danby adopt a resolution to present a revised plan for
the development of Jennings Pond to the Finger Lakes State
Parks Commission .
Unanimously seconded .
Ayes : Peter , Makarainen , Barber , Makie 4 Noes : 0 .
Absent : 1 Carried
Coddington Road Youth - No report . Barber moved to table .
Seconded by Makarainen .

Troy Road Junkyard - Attorney Thaler has asked for a meeting
with Judge Simpson and Mr . Wiggins .
West Danby Water District - November 5 , 1965 meeting scheduled
at 8 : 00 P . M .
Sanitary Land Fill - No report .
B ingo - No report .
N elson & Troy Road Traffic Control Sign - County Highway
Superintendent has been contacted and signs
have been installed .
Town Office Building - Meeting to visit Town Building in
✓ estal , and Cortlandville . Set date for
during the day on November 11th .
School Bus Sign on South Edge of Danby - State Highway
D epartment will put up the sign . Town
agreed to buy sign and has been ordered .
Junkyard Law - To be taken up in Zoning Ordinance .
Special Census - No report .
NEW BUSINESS
D og Enumerator - Makie moved to appoint Mrs . George Hornbrook
as dog enumerator for the Town of Danby to
be completed in December 1965 . Seconded by
Barber . 4 ayes , 0 noes , carried .
E xecutive Meeting - To be held at the Supervisor ' s Office
N ovember 5 , at 8 : 00 p . m . for the purpose
of adopting the Annual Budget after, analysis
of the Public Hearing and to cover some
proposals on the West Danby Water District .
Makarainen moved to pay General Fund Bills #89 through # 106
totalling $ 703 . 72 as listed on Warrant 11 . Seconded by Makie .

Makie moved to pay Highway Fund Bills # 105 through #112
totalling $ 540 . 54 as listed on Warrant 11 . Seconded by
B arber . 4 ayes , 0 noes , carried .
Makie moved to accept the Supervisor ' s Report . Seconded by
Makarainen . 4 ayes , 0 noes , carried .
Barber moved to adjourn at 10 : 05 P . M . Seconded by Makarainen .
