Special Meeting 5:05 p.m. August 20, 2008

Release of Draft Environmental Impact Statement (DEIS) for Water Supply -
Discussion
Acting Planning Director Cornish explained that the City is currently at the point of
reviewing the draft document. She further explained that the Board must be
comfortable with what is included in the Draft Environmental Impact Statement (DEIS)
prior to obtaining public input, which will assist in creating the final EIS. City Attorney
Hoffman stated that as lead agency, the City is obligated to ensure the EIS includes all
the elements listed in Section 176.9 of the City of Ithaca Municipal Code entitled
Environmental Quality Review – Preparation Content of Environmental Impact
Statements. Discussion followed on the floor and the Board agreed to thoroughly
review the DEIS to ensure its completeness before it is released for public review and
input.
The Board, along with Steve Eckler and Rick Gell from O’Brien & Gere, proceeded to
review the DEIS. Discussion followed each suggested correction or change in the
summary of the DEIS. The Board scheduled a special meeting for Tuesday, September
2, 2008, at 5:00 p.m. in Council Chambers to continue review of the DEIS.
