Committee of the Whole Meeting 4:55 p.m. October 18, 2006

Mayor Peterson requested that the discussion and request for the Board to grant itself
Power to Act on the Plumbing Code changes be postponed until the next meeting of the
Board. She further stated that due to time constraints and the number of time sensitive
items on the agenda for this meeting that discussion on the request from the Circle of
Recovery to rename State Street be limited to 40 minutes. She further stated that
discussion of the Dog Park would be limited to 10 minutes, and that discussion on the
2007 Budget would be limited to 50 minutes.
CIRCLE OF RECOVERY REQUEST TO RENAME CITY STREET WITH POWER TO
ACT
Supt. Gray reported that the Board has received extensive input on the request to
rename State Street. He stated that the Board needs to discuss the request and decide
how to proceed in order to provide a decision on the matter.
Extensive discussion followed on the floor that resulted in 5 different options for
responding to the request as follows:
1. Approve It
2. Deny It
3. Follow the established precedent of dual naming as was done with renaming
College Avenue/ Dino’s Way
4. Request that Common Council make the decision
5. Direct a sub-committee to review the request that would also include discussion
about race relations in the City of Ithaca.
The Board agreed not to make a decision on the issue at this meeting. They would like
to discuss the matter further in the hope of finding a solution that would meet the Circle
of Recovery’s interests without causing undue hardship to local businesses, and citizens
who would be affected by the name change.
COMMON COUNCIL DIRECTIVE – DOG PARK
City Attorney Hoffman reported that the Common Council has established the
boundaries of the temporary off leash dog area and has directed the Board of Public
works to create regulations governing the use of the area on or before December 1,
2006. He suggested that there should be some method of registration for dogs that
would include the owner’s contact information should it be needed.
The Board directed that a subcommittee be formed to include two board members, City
Staff members, individuals from TCDog, as well as City Attorney Hoffman.

Supt. Gray reported to the Board on the proposed 2007 Budget for the Department of
Public Works.
Discussion followed on the floor regarding the feasibility of establishing an in-house
sidewalk crew, rather than establishing a capital project for sidewalk work.
VEHICLE AND TRAFFIC CODE CHANGES - POWER-TO-ACT

WHEREAS, the Board of Public Works is authorized by Section 346-4 of the City Code
to adopt and to amend a system of Schedules in order to administrate the Vehicle and
Traffic Law, and
WHEREAS, the City Transportation Engineer has made a number of recommendations
to amend the Schedules, and
WHEREAS, the Board of Public Works is in agreement with these recommendations,
now, therefore be it
RESOLVED, That Schedule XXV, Handicap Parking, be amended to include one new
handicapped parking space on the north side of West Seneca Street near North Plain
Street; and be it further
RESOLVED, That Schedule XXI, Curbline Parking, be amended to include parallel
curbline parking on the south side of West Spencer Street in front of 213 and 215-221
West Spencer Street, and be it further
RESOLVED, That Schedule XVIII, Time Limit Parking, be amended to change the time
limit on parking on the east side of Corn Street from Green Street to Seneca Street from
1 hour parking to 2 hour parking, and be it further
RESOLVED, That Schedule XII, Parking Prohibited At All Times, be amended to add
Willard Way Loop on both sides of the street from Willard Way to the end.
