BUDGET DISCUSSION
Mayor Peterson gave a brief overview of the 2007 budget process.
Assistant Superintendent of Streets and Facilities Ferrel distributed and discussed his
five-year maintenance plan for the department of Streets and Facilities.
Assistant Superintendent of Water and Sewer Whitney discussed the 2007 budget
needs for the Water and Sewer department.
Alderperson Coles reported that every City department is asking for additional funding
in their 2007 budget proposals. That will require equal consideration by Common
Council as they review requests and departments needs to know that all requests may
not be granted this budget time but could be considered for future budgets.
Discussion followed on the floor regarding the proposed budgets for the Water and
Sewer department and the Streets and Facilities department.
SEWER USE LAW
Supt. Gray reported that the Sewer Use Law needs to be updated due to changes in
procedures and new inter-municipal agreements. He stated that the section of city code
pertaining to the sewer use law falls under this Board’s purview. He reported briefly on
the required changes.
Associate City Attorney Sokoni reported that the Board must adopt the revised Sewer
Use law prior to Common Council voting on the updated legislation. She further stated
that since the Sewer Use Agreement is an intermunicipal agreement Common Council
has to adopt it because they have the authority to enter into such agreements.
The Board agreed to review the proposed changes to the law before taking any action.
SHARED LANE MARKINGS
Supt. Gray reported that Traffic Systems Engineer Logue has done research on the
installation of non-standard pavement markers to improve motorist and cyclist relations
without reducing parking or widening lanes. He further stated that these alternatives
could produce options and reduce conflicts with motorists and pedestrians as the City
moves forward in implementing its bike plan.
Traffic Systems Engineer Logue explained the proposed lane markings and their current
usage in San Francisco. He stated that if this plan were implemented here that Green
Board of Public Works – September 6, 2006 - Page 2
and Seneca Streets would be done first followed by Cayuga Street. He stated an
estimated time frame for completion of the project is not available yet.
Discussion followed on the floor regarding the pros and cons of implementation of this
system in the City.
