HomeMy WebLinkAboutMN-BPW-2006-08-02BOARD OF PUBLIC WORKS PROCEEDINGS CITY OF ITHACA, NEW YORK Committee of the Whole Meeting 4:45 p.m. August 2, 2006 PRESENT: Mayor Peterson Commissioners (6) - Chapman, Dotson, Jenkins, Romanoff, Schlather, Wykstra OTHERS PRESENT: Superintendent of Public Works - Gray Deputy City Controller - Andrew Assistant Superintendent of Streets and Facilities - Ferrel Assistant Superintendent of Water and Sewer –Whitney Common Council Liaison – Coles DAC Liaison – Roberts Executive Assistant - Grunder CITY CEMETERY PRESENTATION OF PROPOSED THREE-YEAR PLAN BY PETER HOUGHTON Mr. Houghton, a retired New York State Public Works Professional Engineer, presented a 3-year, low cost plan for cleaning up the City Cemetery. The plan also includes a maintenance plan. He reinforced that the 17-acre Cemetery needs to be maintained regularly. Supt. Gray stated that he found the cost and time estimates in the proposed plan to be reasonable. GENERAL FUND BUDGET SUBMISSION - REPORT AND DISCUSSION Assistant Superintendent of Streets and Facilities Ferrel reported on the proposed 2007 budget submission for the Streets and Facilities division of the Public Works department. STAFF REPORTS: Report on the Dryden Road Garage Supt. Gray reported on the status of the Dryden Road Garage Project. He stated the contractors have agreed to the postponement of the project with a modest cost increase. He further stated if the Board agrees, the contract, with a Summer 2007 start date can be signed. Commissioners Chapman and Wykstra stated that they disagree with delaying the project until 2007. Report on the Green Street Garage Supt. Gray reported that bids for the Green Street Garage project came in over budget. The vote to approve the contracts will be done by Common Council. Each individual change to the project will be done by separate resolutions. Assistant Superintendent of Water and Sewer Erik Whitney – Sewer Crossing on Seneca Street Assistant Superintendent of Water and Sewer Whitney reported that this project is complete and they were able to avoid crossing utilities. DOGS AND FESTIVAL LANDS Supt. Gray stated that the Parks Commission adopted a resolution concerning the TCDog request for the City to allow dogs to be off leash on the Festival Lands. He further stated the Mayor’s Task Force on the Dog Park had reviewed and discussed this option. Discussion followed on the floor regarding possible safety measures and alternative options. Board of Public Works – August 2, 2006- Page 2 FLORAL AVENUE (ROUTE 13A) STATE STREET, AND ELM STREET INTERSECTIONS A subcommittee consisting of Commissioners Wykstra, Schlather, and Dotson, as well as Alderpersons Coles and Seger, Traffic Systems Engineer Logue, and Deputy Director of Community Development Kittel has been created to review the issue.
