HomeMy WebLinkAboutMN-BPW-2006-05-03Approved on April 18, 2007 Board of Public Works Committee of the Whole Meeting BOARD OF PUBLIC WORKS PROCEEDINGS CITY OF ITHACA, NEW YORK Committee of the Whole Meeting 4:55 p.m. May 3, 2006 PRESENT: Mayor Peterson Commissioners (6) – Chapman, Dotson, Jenkins, Romanoff, Schlather, Wykstra OTHERS PRESENT: Superintendent of Public Works – Gray Assistant Superintendent of Streets and Facilities – Ferrel Common Council Liaison – Coles DAC Liaison – Roberts Executive Assistant – Grunder Deputy City Controller – Andrew Environmental Engineer – Gibson City Transportation Engineer – Logue EXCUSED: Assistant Superintendent of Water and Sewer – Whitney GREEN STREET GARAGE UPDATE Supt. Gray reported that the City would be closing the Green Street Garage on Wednesday, May 3, 2006 as a precautionary measure to remove the weight-bearing load from the bridges and the helix. This action is based upon the recommendation of the original Project Engineer, Stantec, due to recent events in Rochester, New York, involving the collapse of a parking garage that was designed by Stantec and built around the same time as the Green Street Garage. Assistant Superintendent of Streets and Facilities Ferrel reported that the parking lot next to the library, and the lot underneath the Green Street Garage would still be available for parking. He further reported that he is looking into the installation of a single pay station in the lot next to the library. CLIFF STREET UPDATE Supt. Gray stated that the Board expressed an interest in moving the shale cliff rather than encroaching further on the houses on lower Cliff Street. He reported that the current budget would not cover the evolving project, the staff time, and equipment it would require. He further reported that the project would be separated into two parts, the repaving of the outer 4,000 feet of Cliff Street and the reconstruction of the inner 1,000 feet of Cliff Street including the retaining wall. The work on the retaining wall would be completed this year and the repaving would be completed in 2007 year. STORMWATER REPORT – PUBLIC PRESENTATION Environmental Engineer Gibson reported to the Board on the City’s Stormwater Program. He reported that this is the third such report, which is mandated by the state. Supt. Gray explained that local laws would need to be changed by January of 2008 to accommodate this program. He further reported that Deputy Director of Planning and Development Cornish, Assistant City Engineer West, Geographic Information Systems & Quantitative Methods Planner Thompson, and Supervisor of Streets Benjamin are all working together on a draft for the local laws that would be sent to City Attorney Hoffman for review. He stated, that in the future, stormwater will have it’s own utility budget. WATERFRONT TRAIL Traffic Systems Engineer Logue reported to the Board on the status and future phases of the Waterfront Trail project. Board of Public Works – May 3, 2006 - Page 2 BENDERSON SIDEWALK EXTENSION REQUEST Supt. Gray reported to the Board that Benderson Development has requested an extension of the Board’s May 15th sidewalk deadline in order to complete the work following the recently approved site plan and building project. He further reported that the project is expected to start in June and that a new sidewalk could be damaged during the construction and landscaping for the new building. Supt. Gray stated that they have requested that September 30, 2006 be their deadline for completion of this project, which would include the sidewalk. The Board granted Benderson Development this request for an extension; with the deadline for the completion of the project being September 30, 2006 ADJOURNMENT: On a motion the meeting adjourned at 6:30 p.m. Deborah A.
