Communications and hearings from persons before the Board Joseph Gaylord, City of Ithaca, addressed the Board regarding the flower planters at the Bernie Milton Pavilion. The following people addressed the Board regarding the parking validation program: Gary West, City of Ithaca Renee Williams, City of Ithaca Gary Ferguson, City of Ithaca Wastewater Pollution Insurance Supt. Carried Unanimously Public Art on Commons – Power to Act By Commissioner Dotson; Seconded by Commissioner Jenkins RESOLVED, That the Board of Public Works grants themselves power-to-act on Public Art on Commons at their April 19, 2006 committee of the whole meeting. Carried Unanimously Recycle Ithaca Bicycles (RIBS) – Use of 530 West Buffalo St. (Pump Station) Power to Act By Commissioner Schlather; Seconded by Commissioner Dotson RESOLVED, That the Board of Public Works grants themselves power-to-act on the RIBS use of the old pump station at their April 19, 2006 committee of the whole meeting. Carried Unanimously Flower Planters on 100 Block of West State Street – RESOLUTION By Commissioner Schlather: Seconded by Commissioner Dotson WHEREAS, the Ithaca Beautification Program has requested to place wood flower planters Board of Public Works Voting Meeting April 12, 2006 – Page 3 within the ground level tree pits on the 100 Block of West State Street, and WHEREAS, the Beautification Coordinator has presented a plan and design for the wooded flower planters, and WHEREAS, the Beautification Program will pay for the planter box construction and the plants to fill them, and WHEREAS, the Beautification Program has accepted responsibility for maintenance of the planter boxes and plantings, now therefore be it RESOLVED, The Board of Public Works authorizes the Beautification Program to install flower boxes on the 100 Block of West State Street within the area of the ground level tree pits, and be if further RESOLVED, That the flower box installations be approved by the City Forester using a tree work permit, and be it further RESOLVED, That the Beautification Program is responsible for maintenance of the planter boxes and the plantings. Carried Unanimously Southside Playground The Board heard a report of the needs of Southside Playground. Resolution By Commissioner Schlather; Seconded by Commissioner Jenkins RESOLVED, That the Board of Public Works grants themselves power-to-act on the Southside Playground at their April 19, 2006 committee of the whole meeting. Carried 6-0-1 Abstentions: There is no record of who abstained for the vote Validation Parking – Power to Act – April 19, 2006 Special Event Parking Report The Board heard a report on the special event parking. South Aurora Street Bridge Railing Design – RESOLUTION By Commissioner Dotson; Seconded by Commissioner Jenkins WHEREAS, the South Aurora Street Bridge, over Green Street and Six-Mile Creek, is scheduled for reconstruction during 2007. The bridge project is currently in the design phase. The reconstruction project is will be funded at ratios of 80% costs by Federal funds, 15% by New York State funds, and 5% by local share. The Federal and NYS funds allow for standard design features. Any amenities to the project representing increased construction costs become the responsibility of the City of Ithaca, and WHEREAS, public meetings have resulted in interest of incorporating decorative bridge rails and lighting fixtures as were installed on the Route 96 Bridge Project and on the Linn Street Bridge replacement, and WHEREAS, the Planning and Development Board passed a resolution to encourage the Board of Public Works to have the decorative bridge railing incorporated in the design along with additional lighting and pedestrian improvements, now therefore be it RESOLVED, That the Board of Public Works directs staff to incorporate the Texas-style railing and associated lighting pedestals detail into the bridge design, and be it further RESOLVED, The Board of Public Works requests Common Council to authorize funding of the increased costs of the Texas-style bridge rails and associated lighting pedestals similar to other City bridges recently renovated by amending the amount of the Capital Project funding Board of Public Works Voting Meeting April 12, 2006 – Page 4 the South Aurora Street Bridge Replacement Project.
