HomeMy WebLinkAboutMN-BPW-2006-04-05Approved on May 9, 2007 Board of Public Works Regular Meeting BOARD OF PUBLIC WORKS PROCEEDINGS CITY OF ITHACA, NEW YORK Committee of the Whole Meeting 4:50 p.m. April 5, 2006 PRESENT: Mayor Peterson Commissioners (6) – Chapman, Dotson, Jenkins, Romanoff, Schlather, Wykstra OTHERS PRESENT: Assistant Superintendent of Streets and Facilities – Ferrel Assistant Superintendent of Water and Sewer – Whitney Common Council Liaison – Coles DAC Liaison – Roberts Executive Assistant – Grunder Bridge System Engineer – Gil Newman Golf Course Manager – Torrant Deputy City Controller – Andrew EXCUSED: Superintendent of Public Works - Gray 2006 NEWMAN GOLF COURES RATES Mayor Peterson explained that the Board must make a final decision on the rate structure for Newman Golf Course. She reported that her office has been able to organize a group of individuals led by Commissioners Romanoff and Chapman to review the rate structure. Newman Golf Course Manager Torrant reported to the Board on the current fee structure and his recommendations for future rate structures based upon rates at similar courses. Commissioner Chapman voiced his concern about City residents paying taxes to fund the course when it appeared to have considerable usage by non-city residents. Discussion followed on the floor regarding how to publicize the golf course and the addition of a driving range to the course. 2006 Newman Golf Course Rates – Power-to-Act – RESOLUTION By Commissioner Schlather: Seconded by Commissioner Wykstra WHEREAS, the Board of Public Works has reviewed previous year Newman Golf Course revenues and expenses, and WHEREAS, the Golf Course Manager has presented a proposal for 2006 rates believed to increase use of the facility along with more equitable use costs to the golf course members, now therefore be it RESOLVED, That the following rates for the 2006 season at Newman Golf Course are hereby established: 2005 Rates 2006 Rates Individual Resident 395.00 325.00 Individual Non-Resident 435.00 365.00 Sr. Individual Resident 355.00 285.00 Non-Resident 435.00 365.00 Domestic Couple Resident 545.00 445.00 Non-Resident 600.00 500.00 Board of Public Works – April 5, 2006 - Page 2 Family Resident 600.00 500.00 Non-Resident 660.00 560.00 Weekday Only Resident 255.00 185.00 Non-Resident 280.00 210.00 Weekday Domestic Couple Resident 380.00 280.00 Non-Resident 420.00 320.00 Senior Domestic Couple Resident 495.00 395.00 Non-Resident 600.00 500.00 Junior Resident 180.00 140.00 Non-Resident 200.00 160.00 2006 Daily Fees Weekday 18 holes 15.00 Weekday 9 holes 12.00 Weekend 18 holes 20.00 Weekend 9 holes 12.00 after 2 p.m. Member User Fee 2.00 daily League 12.00 daily Carried Unanimously TOMPKINS COUNTY COMMUNITY BEAUTIFICATION PROGRAM Mayor Peterson reported that Chrys Gardener, from Cornell Cooperative Extension, has asked the Board to approve an outline for the Tompkins County Community Beautification Program as it pertains to the Commons. The current project being drafted pertains to the planters on the Commons. She further reported that the program has taken criticism from various parties on the Commons, due to the contradictory goals of these groups, about the previous work on the Commons. The criticism may subside and goals of the parties may be aligned if the Board is able to agree and approve an outline Discussion followed on the floor regarding the placement and design of the planters as well as who would be responsible for the maintenance of the planters. The Board agreed to let the group begin work prior to a resolution approving the work. SOUTH AURORA STREET BRIDGE PROJECT Bridge System Engineer Gil reported to the Board on the Aurora Street Bridge Project. He stated that the project must go out for bid by the Fall of this year or funding will be lost. He further stated that the New York State Department of Transportation will pay for the standard four (4) box concrete railing, however, if the City decides to go with a different style railing, the City will be responsible for the difference in the cost. THURSTON AVENUE BRIDGE PROJECT Bridge System Engineer Gil updated the Board on the Thurston Avenue Bridge Project. He stated that the new project schedule is heavily loaded into 2006, rather than 2007. Board of Public Works – April 5, 2006 - Page 3 SURPLUS PROPERTY – ADJACENT TO THE ROTHCHILD’S BUILDING City Attorney Hoffman reported that the owner of the Rothschild’s building has requested that the City declare the adjacent property as surplus and available for possible sale. This property currently consists of a wide sidewalk and bus stop. Discussion followed on the floor regarding the utility lines, retaining walls, and the bus shelter that are all on that property.
