WATER & SEWER SERVICE FOR MR. AND MRS. FUNG
Supt. Gray reported that the City upgraded the water and sewer services on Monroe
Street. The residents were notified in advance, as per the standard procedure, and were
given the option to upgrade their services. Any addresses where the City discovered
that repairs were necessary, the repairs were done regardless of whether the owner
had opted to have them done or not. Mr. and Mrs. Fung of 115 Monroe Street, had
repairs made to their service and were sent two bills for water and sewer work. He
reported that the Fung’s found the issuance of two separate bills for the same project to
be very confusing.
Supt. Gray explained that both Assistant Superintendent of Water and Sewer Whitney
and City Clerk Holcomb researched the billing process and agreed that it was confusing
and should be handled differently in the future.
Discussion followed on the floor regarding proposed improvements to the billing
procedure for future repairs.
USE OF STEWART PARK PAVILION BY LUTHERAN CHURCH
Supt. Gray reported that Pastor Foote of the Trinity Lutheran Church is seeking
permission to reserve Stewart Park for a series of mid-week summer evenings for
events. Supt. Gray stated that the policy of not taking serial reservations was meant to
insure fair and equal access to the Park. After a review of the calendar, the event dates
did not appear to conflict with any other events. He further stated that Pastor Foote
would like to be able to plan and announce the events.
Discussion followed on the floor regarding the “one use” rule for reservations with the
pavilion and possible procedures that could be implemented to accommodate serial
reservation requests.
SOUTH AURORA STREET BRIDGE AT SIX-MILE CREEK – 2ND PUBLIC MEETING
MARCH 1, 2006
Supt. Gray reported to the Board that the City has received the draft design report for
the rehabilitation of the South Aurora Street Bridge from Delta Engineers. The report
recommends a feasible alternative from the three alternatives considered for
rehabilitation, provides an updated cost estimate for construction, addresses the
construction impacts through social, economic, and environmental considerations, and
the Appendix contains a review of the Public Information Meeting held on November
17, 2005, as well as other information related to the topic. He further explained that the
City would like to schedule the next Public Information Meeting for March 1, 2006, to
present the report’s finding to the Board and other interested parties. He requested that
all Board members make every effort to attend the meeting.

ELMIRA ROAD SIDEWALKS
City Engineer West reported to the Board on the Elmira Road project.
O’BRIEN AND GERE CONTRACT
Supt. Gray reported briefly on how the involved committees will work together to make
any decisions regarding the new water plant. He further reported briefly on the options
being considered; rebuilding the plant where it exists or contracting out to Bolton Point.
