HomeMy WebLinkAboutMN-BPW-2005-01-05BOARD OF PUBLIC WORKS COMMITTEE OF THE WHOLE January 5, 2005 NOTES PRESENT: Commissioners Chapman, Dotson, Rofhanoff, Schlather, Tsegaye, Mayor Peterson, Alderperson Coles, Superintendent Gray and Assistant Superintendents Fabbroni and Ferrel. The meeting convened at 4;50 p.m. There were no additions to or deletions from the agenda. Vice Chair Tsegaye chaired the meeting. 1. Drop -in Center Expansion Proposed. Supt. Gray told the board that the neighborhood is proposing that the city allow the Drop -In Center to expand their parking into the water and sewer property. Comm. Romanoff indicated .he had talked to one: of the residents indicated that uraffic congestion lead to this proposa Alderperson Coles told the board that the Drop -In Center is not making this request and that they do not wish to take any of the city's land. Supt. Gray explained that he would like to see the board represent the department's best interest in this proposal and added that the department needs the area being proposed, Discussion followed concerning the history of the area and its use along with the Drop -In Center's expansion to the south, Alderperson Coles indicated that Water and Sewer is a critical service and that it is not possible to move thetas out of the area at this time. This item will be discussed further at the next regular meeting. 2. Standpipe and Sprinklers. Supt, Gray told the board that he was asked by the Attorney's Office to review the City Code section that requires billing of water used for testing sprinkler systems. Asst. Supt. Fabbroni noted that the ordinance originated when sprinkler systems were not required and therefore rare. He suggested that it be reviewed and changed. The consensus of the board was that property owners should be billed for water usage during the testing of the systems, but should not be billed if used in an actual fire, Comm. Schlather volunteered to work with Asst. Supt. Fabbroni to rewrite the ordinance and bring it back to the board for review, 3. Miscellaneous Items. Mayor Peterson told the board that she has appointed a pedestrian advisory committee. This committee will have a defined charge and she hopes to have a recommendation from them by the end of the year on how to improve pedestrian safety, Comm. Romanoff questioned if changes to the Route 13 pedestrian crossing would be taking place. Supt. Gray told the board that over the years, requests have been made to install informational signs within the City ROW. He asked the board to think about this topic for a future discussion. Discussion followed concerning "sign pollution" that may occur and is already occurring. This item will be discussed at a future meeting..
