Meadow Street Widening - Declaration of No Significant Environmental
Impact
By Commissioner Gutenberger: Seconded by Commissioner Jenkins
WHEREAS, the Board of Public Works has approved a contract with the Sear
Brown Group to prepare design options for the widening of Meadow Street as
part of the Six Point Plan, and
WHEREAS, the Board of Public Works will be considering final designs and bids
for the construction of said project, and
WHEREAS, the proposed action is an "unlisted" action under the State
Environmental Quality Review Act, and is a "Type I" action under the City
Environmental Quality Review Ordinance, and
WHEREAS, the Board of Public Works has declared itself the Lead Agency on
this action, and
WHEREAS, appropriate environmental review for this proposed action has been
conducted, and
WHEREAS, it appears that the proposed action will not have a significant effect
on the environment as outlined in the attached Long Environmental Assessment
Form developed by Sear-Brown for this project; now, therefore, be it
RESOLVED, That the City of Ithaca Board of Public Works, as Lead Agency,
hereby does determine that the proposed action at issue will not have a
significant effect on the environment, and that further environmental review is
unnecessary, and be it further
RESOLVED, That this resolution shall constitute notice of this negative
declaration for the widening of Meadow Street, and the City Clerk be, and hereby
is, directed to file a copy of the same, together with the attachment, in the City
Clerk's Office and forward the same to any other parties as required by law.
Discussion followed on the floor regarding notification to neighborhood
homeowners regarding today’s meeting, and whether there would be an
additional opportunity for public comment before the final approval of these
projects. City staff reported that there are no requirements for additional public
comment or special meeting notifications. They further stated that the project
would come back to the Board for questions regarding issues such as lighting,
plantings, noise reduction, the retaining wall, etc.
A vote on the Resolution resulted as follows:

West Spencer Street Project - Declaration of No Significant Environmental
Impact

Discussion followed on the floor with Commissioner Beach voicing his support for
the West Spencer Street project and his desire for additional public input before
the approval of the final design of the project. He stated that property owners
should be made aware of the date of the final vote on this issue.
Further discussion followed regarding snow storage concerns on West Spencer
Street and the design parameters that were established by Common Council.
City staff reported that the bid for the Meadow Street project should be awarded
by July 17, 2003, and the bid for the West Spencer Street project should be
awarded by June 17, 2003. Commissioner Beach requested that the projects be
coordinated so that the adjacent neighborhoods are not overwhelmed.
A vote on the Resolution resulted as follows:
