HomeMy WebLinkAboutMN-BPW-2003-02-26BOARD OF PUBLIC WORKS PROCEEDINGS CITY OF ITHACA, NEW YORK Regular Meeting 4:45 p.m. February 26, 2003 PRESENT: Mayor Cohen Commissioners (5) - Beach, Leonardo, Tsegaye, Gutenberger, Dotson OTHERS PRESENT: Administrative Secretary - Payne Superintendent of Public Works - Gray Assistant Superintendent of Streets and Facilities - Ferrel Common Council Liaison - Hershey EXCUSED: Commissioner Jenkins PLEDGE OF ALLEGIANCE: Mayor Cohen led all present in the Pledge of Allegiance to the American flag. HIGHWAYS, STREETS, SIDEWALK: West Spencer Street Alignment and Intersection By Mayor Cohen: Seconded by Commissioner Gutenberger WHEREAS, alternative Schematic designs for the alignment of the 200 block of West Spencer Street and the intersection of West Spencer Street with South Albany Street, Old Elmira Road, and Spencer Road have been prepared and presented by Sear-Brown as part of the Six Point Traffic Plan, and WHEREAS, street alignment Alternative B (excluding east side parking lane) and intersection Alternate 3 most closely follow the direction of Common Council's resolution dated May 23, 2002, and WHEREAS, staff recommends selection of street alignment Alternative B (excluding east side parking lane) and intersection Alternative 3, and WHEREAS, staff and Sear-Brown have conducted preliminary evaluations of the parcel at 402 South Cayuga Street for construction of public parking; now, therefore, be it RESOLVED, That the Board of Public Works directs staff to further develop preliminary plans for the 200 block of West Spencer Street shown in street alignment Alternative B (excluding east side parking lane), and be it further RESOLVED, That the Board directs staff to further develop preliminary plans for the intersection of West Spencer Street with South Albany Street, Old Elmira Road, and Spencer Road as shown in intersection Alternative 3, and be if further RESOLVED, That the Board directs staff to further develop plans and estimates for public parking at 402 South Cayuga and the east side parking lane on West Spencer Street as shown in Alternative B for submission to the Common Council, and be it further RESOLVED, That the Board recommends to the Common Council that it amend the Capital Project to include parking at 402 South Cayuga and an east side parking lane on West Spencer Street. A vote on the resolution resulted as follows: Ayes: 5 – Cohen, Beach, Gutenberger, Leonardo, Tsegaye Nays: 1 – Dotson Motion Carries Board of Public Works – February 26, 2003 - Page 2 Power to Act – Award of Bid for Commons Lighting By Commissioner Leonardo: Seconded by Commissioner Tsegaye WHEREAS, bids were received on February 6, 2003 for the light fixtures on the Commons, and WHEREAS, staff recommends that the Board of Public Works award the contract to the low bidder; now, therefore, be it RESOLVED, That the Board of Public Works hereby awards the bid to Auburn Armature Inc., 70 Wright Circle, P.O. Box 870, Auburn, New York 13021-0870 for their low total base bid of $112,270.28, and be it further RESOLVED, That the Board authorizes the Superintendent of Public Work to enter into an agreement with Auburn Armature Inc with the usual terms and conditions. AMENDMENT By Commissioner Beach: Seconded by Commissioner Dotson RESOLVED, That the project be contingent upon reprogramming of IURA funds. A vote on the Amendment resulted as follows: Ayes: (4) – Beach, Dotson, Gutenberger, Leonardo, Nays: (0) Abstentions: (1) – Tsegaye Carries A vote on the Main Motion resulted as follows: Ayes: (4) – Beach, Dotson, Gutenberger, Leonardo, Nays: (0) Abstentions: (1) – Tsegaye Carries ADJOURNMENT: On a motion the meeting adjourned at 6:00 p.m. Donna Payne Alan J.
