PLEDGE OF ALLEGIANCE:
Vice-Chair Leonardo led all present in the Pledge of Allegiance
to the American flag.
ADMINISTRATION AND COMMUNICATIONS ITEMS:
Power to Act Items
Award of Bid – Commons Lighting Project – General Contractor
By Commissioner Gutenberger: Seconded by Commissioner Jenkins
WHEREAS, bids were received for the general contractor for the
Commons Lighting Replacement Project on January 28, 2003, and
WHEREAS, staff has reviewed the bids and recommends that the
Board of Public Works awards the bid to the low bidder; now,
therefore, be it
RESOLVED, That the Board of Public Works hereby awards the
general contract for the Commons Lighting Replacement Contract to
Paul Yaman Construction, 1875 Lorings Crossing Road, Cortland, NY
13045-7042, for their total low base bid of $305,691.00 for Phase
I, Phase II, and Phase III of the project, and be it further
RESOLVED, That the board authorizes the Superintendent of Public
Work to enter into an agreement contingent upon funding approval
from Common Council.
AMENDMENT
By Commissioner Leonardo: Seconded by Commissioner Tsegaye
RESOLVED, That appropriate project will be undertaken within the
limits established by Common Council.

A vote on the main motion as amended resulted as follows:

WHEREAS, bids were received for the electrical contractor for the
Commons Lighting Replacement Project on January 28, 2003, and
WHEREAS, staff has reviewed the bids and recommends that the
Board of Public Works awards the bid to the low bidder; now,
therefore, be it
RESOLVED, That the Board of Public Works hereby awards the
electrical contract for the Commons Lighting Replacement to
Richardson Brothers Electrical Contractors, Inc., 19 Quarry Road,
Ithaca, New York 14850 for their low bid for $81,130.00 for Phase
I, Phase II, and Phase III of the project, and be it further
RESOLVED, That the board authorizes the Superintendent of Public
Work to enter into an agreement contingent upon funding approval
from Common Council.

RESOLVED, That appropriate project will be undertaken within the
limits established by Common Council.

Award of Bid for Seneca Street Garage Phase 2 – General
Contractor
By Commissioner Jenkins: Seconded by Commissioner Tsegaye
WHEREAS, bids were received for the general contract for the
Seneca Street Parking Garage, Phase 2 on February 4, 2003, and
WHEREAS, staff has reviewed the bids and recommends that the
Board of Public Works awards the bid to the low bidder; now,
therefore, be it
RESOLVED, That the Board of Public Works hereby awards the
general contract for the Seneca Street Parking Garage Phase 2, to
McPherson Builders, Inc.710 Willow Avenue, Ithaca, New York 14850
for their low base bid with alternates of $1,051,051.50, and be
it further
RESOLVED, That the board authorizes the Superintendent of Public
Work to enter into an agreement with McPherson Builders for Phase
2 work of the Seneca Street Parking Garage.

Award of Bid for Seneca Street Garage Phase 2 – Electrical
Contract
By Commissioner Dotson: Seconded by Commissioner Beach
WHEREAS, bids were received for the electrical contract for the
Seneca Street Parking Garage, Phase 2 on February 4, 2003, and
WHEREAS, staff has reviewed the bids and recommends that the
Board of Public Works awards the bid to the low bidder; now,
therefore, be it
RESOLVED, That the Board of Public Works hereby awards the
electrical contract for the Seneca Street Parking Garage Phase 2,
to Panko Electric, 1080 Chenango Street, Suite B, Binghamton, New
York 13901 for their low bid of $30,710.00, and be it further
RESOLVED, That the board authorizes the Superintendent of Public
Work to enter into an agreement with Panko Electric for Phase 2
work of the Seneca Street Parking Garage.

Award of Bid for Seneca Street Garage Phase 2 – Mechanical
Contractor

WHEREAS, bids were received for the mechanical contract for the
Seneca Street Parking Garage, Phase 2 on February 4, 2003, and
WHEREAS, staff has reviewed the bids and recommends that the
Board of Public Works awards the bid to the low bidder; now,
therefore, be it
RESOLVED, That the Board of Public Works hereby awards the
mechanical contract for the Seneca Street Parking Garage Phase 2,
to Kimble, Inc., 1004 Sullivan St. P.O. Box 361, Elmira, New York
14902 for their low bid of $48,800.00, and be it further

RESOLVED, That the board authorizes the Superintendent of Public
Work to enter into an agreement with Kimble Inc. for Phase 2 work
of the Seneca Street Parking Garage.
