HomeMy WebLinkAboutMN-BPW-1999-09-01a f J BOARD OF PUBLIC WORKS COMMITTEE OF THE WHOLE September 1, 1999 NOTES PRESENT: Commissioners Ehrhardt, Gutenberger, Jenkins, Leonardo, Vargas, Mayor Cohen, Alderperson Hershey, Superintendent Gray and Assistant Superintendent Fabbroni. Comm. Ehrhardt chaired the meeting. Additions to the agenda: There were no deletions from the agenda. 1. Public Hearing on Renaming of 700 Block of West Clinton Street to Cecil Malone Drive Comm. Ehrhardt noted that the board received a request from Gino Bush to rename the 700 block of West Clinton Street in memory of the late Bishop Malone. Public input was then received. Bishop Darrel Barrett was stated that he is in support of the name change to honor Bishop Malone who served the community as a whole. He noted that former Mayor Bordoni proclaimed February 90' as Cecil Malone Day. Amos Malone, son of the late Bishop, also spoke to the board. He explained that his father did not boast about his accomplishments and helped the community to his fullest ability. He added that the family is honored that someone outside the family has made this initiative. Gino Bush noted that he canvassed the property owners and that 80% of them were in favor of the change. Eloise Barrett, daughter of Bishop Malone, indicated that actions her father took are still impacting the community. In addition, he helped several communities and churches in the south. He also helped improve housing for the elderly and was not paid to do so. Ms. Barrett noted that she and her family are willing to work with the board to make the name change happen. Motion to close public hearing by: Mayor Cohen, Seconded by Comm. Leonardo Discussion followed by the board. It was noted that naming the street to "Cecil A. Malone Drive" would clarify who the street is being named after. Mayor Cohen suggested that the board approve the request and notify business owners of the change. The street could be dedicated on February 9, 2000 and additional signage could be added indicating that it is formerly West Clinton Street. He also indicated that he would work with the post office to make the change smoother. A resolution to approve the name change will be presented at the regular meeting on September 8, 1999. Board of Public Works Committee of the Whole September 1, 1999 2. Discussion of Spencer Street Study Recommendations to Common Council Comm. Ehrhardt told the board that the Mayor, Thys Van Cort the Director of Planning and he went to Steve Ferranti's office in Rochester to review three more alternate designs for the area. Mayor Cohen presented the board with those alternatives and recommendations from Mr. Ferranti. It was noted two alternatives were short term while the third was long term. The third alternative would involved closing off Wood, South and South Titus Streets as Cleveland Avenue will soon be done. Comm. Ehrhardt noted that it would inconvenience the residents but improve traffic since the plan also includes making Albany Street one -way from Clinton to Old Elmira Road. Discussion followed concerning the alternatives between residents and the board. The board decided that this item will return at the next meeting in order to allow members to review the new alternatives. The board suggested that the residents review the information provided as well. John Beach reminded the board that this project has been underway for about 6 years and in addition, large trucks continue to drive on the street. He asked about enforcement and city vehicles traveling on the street. Mayor Cohen stated that IPD has been directed to ticket truck traffic and that they are doing the best that they can. This item will continue at the next board's meeting. 3. Hudson Street Truck Route. The board discussed the status of a truck route on Hudson Street. It was clarified that the city codes states that Hudson Street is not a truck route. Comm. Ehrhardt noted that truck route signage should be improved along with the current truck route signage being installed. 4. Discussion on Scheduling Public Hearing for Bike Plan Comm. Ehrhardt reviewed the current bike routes being proposed. Discussion included notification of residents. The board debated whether to alert all residents along the proposed routes or just residents where the parking regulations will be affected. The board will vote on a resolution at the next meeting on September 8, 1999 to set the public hearing. 5. Odd/Even Parking. Mayor Cohen distributed a proposed resolution for changing odd /even parking regulations. He noted that input was received from IFD and IPD and would retain the odd /even rules between November and April. The rest of the year will have 24 hour parking which should regulate itself. It is expected that residents will turn in vehicles that have been `garaged' on street. Discussion followed. A resolution will be presented at the next regular meeting to approve of the proposal. 6. Staff Reports. Asst. Supt. Fabbroni gave a report on the following: Lake Source Cooling is wrapping up. A walk through of the project will be held on Sept. 2 "d to review the punch list. Service installation is complete on Falls Street and York. Waiting for Highway Crew to pave. Buffalo Pump Station is working and reliable for the first time in 10 years. Work is being planned for the Island Pump Station. Page - 2 s r Board of Public Works Committee of the Whole September 1, 1999 Restoration of DOT right -of -way at Dey Street is continuing with some sewer work left to do. Combined Municipalities have applied for more than 20 Million through the Bond Act for improvements. Regional water and wastewater agreements are being studied and considered for modification. Monies for the water and sewer funds will be gone by the end of the year. Asst. Supt. Fabbroni noted that he has continually asked for more funding in the budget and has always been turned down. He asked the board to pass these comments along to council since he'd like to continue successful operation of the department. The meeting adjourned at 6:40 p.m. Page - 3 Notes taken by: Donna L.
