HomeMy WebLinkAboutMN-BPW-1999-03-17BOARD OF PUBLIC WORKS PROCEEDINGS CITY OF ITHACA, NEW YORK Special Meeting 4:30 p.m. March 17, 1999 PRESENT: Mayor Cohen Commissioners (4) - Ehrhardt, Leonardo, Gutenberger, Korherr OTHERS PRESENT: Administrative Secretary - Payne Superintendent of Public Works - Gray Assistant Superintendent of Streets and Facilities - Ferrel Assistant Superintendent of Water and Sewer - Fabbroni Common Council Liaison - Hershey PLEDGE OF ALLEGIANCE: Mayor Cohen led all present in the Pledge of Allegiance to the American flag. BUILDINGS, PROPERTIES, TRANSIT, PARKS, WATER, SEWER AND SOLID WASTE ITEMS: Award of Bid for Roller Sports Park. By Commissioner Gutenberger :Seconded by Commissioner Korherr WHEREAS, bids were received on February 16, 1999 for the Roller Sports Park located in the Wood Street Park, and WHEREAS, staff has reviewed the bids and recommends that McPherson Builders be awarded the bid; now, therefore be it RESOLVED, That the Board of Public Works hereby awards the contract for the Roller Sports Park to McPherson Builders, 710 Willow Avenue, Ithaca, N.Y. 14850 for their low bid of $102,937.00, and be it further RESOLVED, That the board authorizes the Superintendent of Public Works to enter into an agreement with McPherson Builders. Carried Unanimously Mayor Cohen stated that the City appropriation of $ 65,000, skateboarders fund raising efforts of $ 18,000, unexpended 1998 Department of Public Works funds and IURA Community Development authorized funds will fully fund the project. Golf Course Concession Contract Extension. By Commissioner Gutenberger :Seconded by Commissioner Korherr WHEREAS, the city entered into a golf course concession contract with Frank Welsh/Fall Creek House, Inc. to operate the golf concession for the 1997 and 1998 seasons, and WHEREAS, both the city and the Fall Creek House have determined that an extension of the concession contract for an additional two years will provide the city and golfing community with the most desirable concession operation; now, therefore, be it RESOLVED, That the Mayor is hereby authorized to sign a contact extension for the Newman Golf Course food and alcohol concession between the City of Ithaca and the Fall Creek House, Inc. for a period of March 1, 1999 to December 1, 2000, and be it further RESOLVED, That the Fall Creek House agrees to pay the following compensation to the city for operating the golf course concession: 1999 $1700 Board of Public Works – March 17, 1999 - Page 2 2000 $1800 ,and be it further RESOLVED, With the exception of hours of operation and clubhouse restroom supplies, all other contract terms for said agreement shall remain the same as the previous agreement. Carried Unanimously Asst. Superintendent Ferrel stated that the contract includes a $1,000 capitol investment to improve the clubhouse facility over the two year extension period. TRAFFIC, HIGHWAYS, STREETS, SIDEWALKS, CREEKS AND BRIDGES ITEMS: Cleveland Avenue Alterations By Mayor Cohen :Seconded by Commissioner Ehrhardt WHEREAS, the City will be rezoning portions of Cleveland Avenue from residential to commercial usage, and WHEREAS, this has potential for significant negative impact on the residential zone to the East of the new commercial zone, and WHEREAS, some traffic litigation is necessary due to this change; now, therefore be it RESOLVED, That the Board of Public Works directs staff to begin design of a traffic barrier for Board of Public Works approval at the West end of Cleveland Avenue at the boundary of the residential and commercial zones, and be it further RESOLVED, That the Board of Public Works directs staff to install said traffic barrier by November 1,1999. Carried Unanimously Alderperson Hershey expressed his resistance to approve this item until the Southwest Generic Impact Statement is available for review. Traffic changes in the entire area should be reviewed and limiting access from the Southwest to the downtown area is not advisable. Commissioner Ehrhardt confirmed that these discussions began in 1996. Several public hearings and Planning Dept. meetings have guided this action through the process. Mayor Cohen stated that the Southwest Generic Impact Statement will be available for review well in advance of the installation of the barrier on November 1,1999. He then confirmed Common Council’s ability to reverse the Board of Public Works decision on any matter. ADJOURNMENT: On a motion the meeting adjourned at 5:15 p.m. Donna Payne Alan J.
