BOARD OF PUBLIC WORKS PROCEEDINGS
CITY OF ITHACA, NEW YORK
Special Meeting 4:00 p.m. May 12, 1998

PLEDGE OF ALLEGIANCE:
Mayor Cohen led all present in the Pledge of Allegiance to the
American Flag.
SPECIAL ORDER OF BUSINESS:
Approval of the Residential Parking System:
By Commissioner Ehrhardt: Seconded by Commissioner Jenkins
WHEREAS, more than 500 commuters each day use the streets nearest
Cornell University for all-day parking, and this large influx of
commuter cars causes problems of pollution, litter, access, and
safety in these neighborhoods, and
WHEREAS, the City of Ithaca requested enabling legislation from
the New York State Legislature to institute a Residential Parking
Permit System for the City of Ithaca, and the New York State
Legislature did pass such enabling legislation, and
WHEREAS, a committee of residents, city employees, and elected
officials worked to devise a Residential Parking Permit System,
and has set up a Capital Project to fund the costs of signage;
now, therefore, be it
RESOLVED, That the Board of Public Works adopts the Residential
Parking Permit System designed by the Committee dated April
28,1998 and be it further
RESOLVED, That the Board of Public Works direct the
Superintendent to add this project to the Department’s Work Plan
for the Summer and Fall of 1998.
Alderperson Vaughn explained the proposed Residential Parking
Permit System. At the May 6,1998 meeting Common Council adopted a
Capital Project of $33,000 to cover the signage and installation
costs along with the Residential Parking Ordinance.
Commissioner Vargas voiced objection to the permit limits (2 per
dwelling unit and a possible 4 per tax parcel in an R2 zone) and
noted that he felt the system treated residents unfairly.
Mayor Cohen explained the Building Commissioner’s role in the
appeal process for hardship cases.
Commissioner Ehrhardt questioned the amount of involvement of
interested parties such as the Ithaca City School District and
the Collegetown Business Owners Association during committee
discussions.
A permit system for Belle Sherman School employees is under
discussion with the Ithaca City School District.
Amending Resolution
By Mayor Cohen :Seconded by Commissioner Vargas
RESOLVED, That the last resolved clause be amended to read as
follows: “RESOLVED, That the Board of Public Works direct the
Superintendent to add this project to the Department’s Work Plan

for the Summer and Fall of 1998 and works with City staff to
develop legislation regarding permit procedures.”
Carried Unanimously
Further discussion followed on the floor regarding the proper
placement of the legislation in City Code. The Board agreed that
it should be incorporated into the Board of Public Works
Legislation section of the Code.

The vote on the main motion as amended resulted as follows:
