Approval of the Minutes of the February 14, 1996 Board of Public Works Meeting

RESOLVED, That the Minutes of the February 14, 1996 Board of Public Works meeting be
approved as published.

Approval of the Minutes of the February 28, 1996 Board of Public Works Meeting
By Commissioner Ehrhardt: Seconded by Commissioner Seligmann
RESOLVED, That the Minutes of the February 28, 1996 Board of Public Works meeting be
approved with the correction that Item 17A be corrected to include the referenced Resolution from
October 10, 1984.

Superintendent Gray requested that a discussion of the Route 96 related work on Esty St under Item
22. No Board member objected.

Deputy Controller Thayer reported on the results of the Golf Course concessions bids.

Assistant Superintendent Fabbroni reported to the Board on the following matters:
RFP for water system has been distributed; 3/18 start for Esty/Cascadilla/Green Sts W&S work;
leaks found on E State St; leaks found at rte of 100GPM per week; DPW building demo almost
complete; WWTP capital project budget to presented at next meeting. Mayor Cohen requested that
charts be provided for discussions of Route 96 work
Assistant Superintendent Ferrel reported to the Board on the following matters:
Highways: routine seasonal work; potholes; snow removal current budgets (salt/sand $0, equipment
repair $0 with monies to be transferred, overtime 66% used)
Parks & Forestry: Stewart Park beach cleanup - DEC permit received - FEMA money coming for
overtime and materials disposal;
Major planning and construction projects: Esty St; lower Cliff St rebuild - late summer, NYS to

spend $15-27 million this year, City must do Cliff St this year; Commons/Collegetown recycling
station design completed - bid spec due soon; Golf Course clubhouse - met with Bldg Dept about
Codes, large expense necessary
Commissioner Ehrhardt asked when the Commons rail sculpture would be repaired (when weather
breaks)
Commissioner Smith asked about the schedule for opening the Seneca St bridge and closing the
Buffalo St bridge (early June)
Superintendent Gray reported to the Board on the following matters:
RFP for water system - stressed the cooperative element; Route 96 coordination meetings; CU lake
source cooling meeting; hiring procedures for transit system General Manager ("power interview"
process); downtown neighborhoods meeting - traffic calming; Palnning Dept tour of Southwest
Park; City Hall bathroom door openers on order; Law & Governance Committee discussion of
residency requirements - would the Board like to express an opinion? (none given); "Name the Bus"
contest - 1500 entries being judged; Youth Bureau computer conduit installed

RESOLVED, That the Board of Public Works adopts the 1996 Golf Course Rates at 10 percent
higher than the 1994 and 1995 rates as follows:

RESOLVED, That staff be directed to revise the food and beverage concession bid document to
include minimum bids of $500 for the 1996 season, $1500 for 1997 and $2000 for 1998 and to
re-advertise the bid package to allow the golf course a private operated food and beverage
concession for the 1996 thru 1998 seasons.
