Commissioner Reeves chaired the meeting. There were no deletions from the agenda. This item is a continuation from the April 5, 1995 committee of the whole meeting. Supt. Gray demonstrated to the board that the department runs into unexpected projects by showing them a video of a recently discovered problem at the silt dam. He further explained that the current list of projects is very extensive. Civil Engineer, Tom West, noted that current staffing cannot meet needs of the work assignments. In order to complete the assignments, staff must work out of title. Comm. Seligmann questioned the need of a City Engineer. Discussion followed as to why the position was eliminated. Mayor Nichols explained that water and sewer work load was removed from the City Engineer and given to an Assistant Superintendent and that the City Engineer was then merged with the Superintendent. The board proceeded to review the list of projects presented by Mr. West and to preliminarily prioritize them. It was decided that the GIAC Renovations, Giles Street and Linn Street Bridges, the Elmira Road/Meadow Street Intersection and the Cleveland Avenue projects would be postponed to later dates while only design of the Cass Park Pool Repairs would be scheduled in 1995. It was noted that the remaining 19 projects, as well as DPW support, interdepartmental support and public support ran over the allotted staffing hours available. It was decided that board would continue to review the list at the next committee of the whole meeting. 2. Request for Water and Sewer Bill Expungement Cathy Webb, of Audry Edleman and Associates, was present to address the board. She explained that she is a real estate agent representing Sara Romeis, owner of 106 King Street. She told the board that a bill was received for an unusually high amount. Upon receipt of the bill, she hired a plumber to investigate for any leaks. No apparent leaks were found. She added that the following bill was consistent with the previous bills. The board decided that the sewer portion of the bill should be expunged. A resolution will be presented at the next regular meeting. BOARD OF PUBLIC WORKS COMMITTEE OF THE WHOLE MEETING April 19, 1995 3. Request from Golf Course Manager. Steve Torrant, Golf Course Manager, noted that his labor contract has been finalized for 1995 -96. He explained that his employees are concerned with their benefits. He noted that they have traditionally been able to play for free and wish to continue to do so. Comm. Reeves read a memo from Personnel Administrator, Valerie Saul, which stated employees are not entitled to services provided by the city for free or at a discount, unless negotiated into a contract. Comm. Seligmann and Ehrhardt both noted that they could see advantages for the employees to play on the course. Comm. Reeves suggested that the subcommittee meet with Ms. Saul and Asst. City Attorney Kennedy to work out the request. Comm. Tripp noted that the city is handling the golf course in a different manner and that policies should be set and followed. Mayor Nichols noted that Common Council could vote on a reduced rate for employees although the unions would need to be contacted.
