ADDITIONS TO OR DELETIONS FROM THE AGENDA: Water. Sewer and Solid Was t_ a ita� Commissioner Reeves requested the addition of Item A - Authorization of Agreement between the city and NYSDOT concerning Route 96 and 89 - Resolution. No board member objected.' REPORT OF OUNCIL LIAISON Alderperson Johnson reported on the following: Common Council and the Budget and Administration Committee both support the water and sewer utility work on Buffalo Street in conjunction with the Route 96 project Assistant Superintendent Fabbroni reported to the Six Mile Creek Committee regarding the chlorine spill. In lieu of a fine, the city must contribute water education to the community. REPORT OF SUPERINTENDENT: Superintendent of Public Works Gray reported on the following: Maple Avenue - Work is being coordinated between the city, town and Cornel Mitchell Street - Staff is preparing for the next public meeting Parking meter Installations - staff will be touring the area with the Police Chief Thurston Avenue signage is continuing Stonnsewer work is continuing City Hall lobby lights have been removed for restoration Staff is working with Planning on the Community Development Grant water improvements in the south and north side area Nancy Oltz went to a conference regarding legislative changes in mass transit Talks are continuing with Steve Tarrant regarding the golf course for Water and Sewer Fabbroni reported on the following Draft report of the water model has been received Arch crossing, north of the water treatment plant, is being reconstructed into a culvert Route 96 pre -bid meeting took place, bids will be opened on February 23, 1995 238 BPW Minutes January 25, 1995 DEC is requiring 2/3 of the fine from the WTP chlorine spill be given to community education development - projects are underway Discussions are taking place regarding buried tanks at the day care site ., —Ldrit ouperintendent for Streets and Facilities Ferrel reported on the following, Crews have been clearing snow as needed Highway crew has been cleaning creeks and lagoon near Newman Golf Course Routine maintenance continues on guiderails, stormdrain cleaning, etc. Correll is interested in a student project of constructing a pedestrian bridge between Coop. Ext. and the Sciencenter Parks & Forestry are continuing routine maintenance Abandoned shopping carts are still being found Next week's meeting with Youth Bureau regarding Cass Park take over Interviews for the City Forester's position will begin next Thursday Building crew is re -doing a floor at Southside Center Property owners are being contacted regarding creek access for repairs HIGHWAYS STREETS AND SIDEWALK ITEMS: Revised Designatfon of Emeraencv c nlwv Route By Commissioner Smith: Seconded by Tripp RESOLVED, That the Board of Public Works, in accordance with the Resolution of Common Council adopted February 2, 1994, retracts its resolution of December 28, 1994 and redesignates the following streets as emergency snow routes: EMERGENCY SNOW ROUTES Albany Street - Cascadilla Street to Elmira Road Aurora Street - Court Street to E. Seneca Street Cayuga Street - N. City line to South Titus Avenue College Ave. - Oak Ave. to Mitchell Street Court Street - N. Cayuga Street to Linn Street Green Street - Meadow Street to E. State Street Ithaca Road - Mitchell Street to Dryden Road Lincoln Street - N. Cayuga Street to N. Tioga Street Seneca Street - W. State Street to E. State Street State Street - Floral Avenue to N. Meadow Street State Street - E. Green Street to East City line Tioga Street - rLincoln Street to King Street and these streets shall be marked as required for public information and proper enforcement. Carried Unanimously By Commissioner Reeves: Seconded by Comm ss onertTripp Stewart Park WHEREAS, the tennis courts at Stewart Park have been in disrepair and unusable for several years, and WHEREAS, in 1993, the Board of Publio-+Norks asked the Parks Commission to investigate the situation and come back to the board with a recommendation, and WHEREAS, the Parks Commission, with the assistance of the Youth Bureau, did a thorough study of the condition, use and location of the tennis courts, and WHEREAS, the Parks Commission, Youth Bureau staff and DPW staff received many requests from citizens of the community to repair the tennis courts, and Page 2 239 BPW Minutes January 25, 1995 WHEREAS, the Parks Commission passed a resolution dated December 13, 1994, copy of which is made a part of this resolution, recommending the tennis courts remain in their present location in the park, that the courts be rebuilt, and WHEREAS, preliminary estimates which were obtained by the Parks Commission, indicate the costs for replacement to be $69,700 (for demolition and build on same site, including paving, color coat apd fence); now, therefore, be it RESOLVED, That based on the findings of the Parks Commission, anticipated and needed use by the Youth Bureau, and requests from the public, the Board of Public Works requests the Budget and Administration Committee of Common Council consider a capital project to rebuild the tennis courts at Stewart Park in the existing location. r to Discussion followed on the floor regarding the location of the courts and the usage. T Motion to misTable m By Comsioner Ehrhardt: Seconded by Commissioner Smith 1 RESOLVED, That the project for rebuilding the Stewart Park tennis courts resolution Z be tabled and referred back to staff for the effects on the softball field of moving three courts and the cost of rebuilding two courts. A vote to table the resolution resulted as follows: Ayes (1) - Ehrhardt Nays (4) - Seligmann, Smith, Tripp, Reeves A vote on the initial resolution resulted as follows: Ayes (2) - Seligmann, Reeves Nays (3) - Ehrhardt, Smith, Tripp Discussion followed regarding the future of the existing courts. It was agreed that this item be discussed further at the next committee of the whole along with the Parks Commission. By Commissioner Seligman S onded by Commissioner Tripp WHEREAS, the State of new York proposed rehabilitation and relocation of Routes 89 and 96 generally from Meadow Street to west of the Flood Channel in the City of Ithaca necessitates the adjustment of utility facilities; and WHEREAS, the state will relocate and replace in -kind utilities necessary to the project at project expense, and WHEREAS, the state will upgrade utilities within the project limits at city expense; now, therefore, be it RESOLVED, That the Mayor be and he hereby is authorized to enter into agreements for utility adjustments with the New York State Department of Transportation wherein the city agrees to accept full title and responsibility for utility adjustments concerning the rehabilitation and relocation of New York States Routes 89 and 96 including but not limited to BETTERMENT upgrades: Page 3 240 BPW Minutes January 25, 1995 1) 30" Sewer main on Fulton Street from Sta. 2 +48 to Ste. 24 +23, $425,000 and, be it, further RESOLVED, That the Board of Public Works accepts continuing City of Ithaca maintenance responsibility associated with special sanitary-storm sewer manholes necessary to resolving vertical conflicts on the above sewer project. Carried Unanimously REPORT OF SPECIAL CnMMITrEE Commissioner Tripp requested would like to meet with staff to set up a meeting regarding consolidation. Commissioner Reeves noted that a meeting has been set for the committee to discuss lighting at Union Fields, Commissioner Reeves has met with Assistant City Attorney Kennedy regarding the dumpsters under the Green Street Garage. A letter will be sent to merchants to set . up a meeting to discuss the problems. meeting - yyo ommRtee of the Whole By Commissioner RESOLVED, Reeves: Thatthe Board of Publ c Works have lPower to act at the February 1, 1995 at the Committee of the Whole meeting regarding a request for an encroachment agreement at 112 -114 Schuyler Place.
