COMMITTEE OF THE WHOLE
September 7, 1994
NOTES
PRESENT: Commissioners Gerard, Seligmann, Smith, Tripp, Mayor Nichols,
Superintendent Gray and Assistant Superintendents Fabbroni and Ferrel.
Mayor Nichols chaired the meeting.
There were no additions to or deletions from the agenda.
1. Aweal for Citv Trash Cans in West End.
Sal Pirro was present to request that the board install trash cans in the west end. He
noted various areas in the city where cans are placed. He questioned why the west
end was ignored while downtown and collegetown have several cans. Comm. Gerard
stated that he is a proponent of the idea although he questions the effectiveness of
placing trash cans on the street. Alderperson Efroymson was present and suggested
that the cans be redistributed if there is a problem with additional costs. Comm. Tripp
recommended that the board look at the distribution of the cans and have staff present
at a future meeting to discuss placement of trash cans. Comm. Smith stated that he
feels trash is a private problem and deserves a private solution; people should be
responsible for cleaning their own property. The board will discuss this issue along
with staff at a future date.
2. Woolworth Lot Block Dance Update
Alderperson Diann Sams was present to address the board concerning the proposed
block dance in the Woolworth Lot. She told the board that the neighboring businesses
have been notified. Asst. Supt. Ferrel has been in contact with GIAC and MAGPY
(Mothers and Grandmothers Protecting Youth) and arrangements have been made for
electricity and barricades. Ms. Sams added that Comm. Reeves was concerned with
having a porta -john available, they have discovered that they are expensive and hope
to find someone to donate one. The board agreed that this type of event would
benefit the community.
3. Request for "No Parking" signs on Dunmore and E State Street
Supt. Gray told the board that the street is physically wide enough for parking and
believes that the request was brought on by the piled snow in the winter. Comm.
Tripp suggested that a review from staff be brought back to a future meeting along
with a resolution.

4. Request for Handicap Parking Space on Floral Avenue
Supt. Gray explained that there are several parking areas on Floral Ave. because
when the street was reconstructed, on street parking was removed and made
available on city property. The street is not wide enough for loading and unloading,
therefore off street parking spaces are required. The current request is for an
additional lot for handicap parking across from 252 and 254 Floral Avenue. Supt.
Gray added that the problem may be that the vehicles are not evenly distributed for
the available space. Comm. Seligmann noted that if a designated handicap lot is
provided, the board will be setting a policy. He suggested that the residents be
allowed to lease the land and build a parking lot themselves. Supt. Gray added that
the material to be removed from the Route 96 project could possibly be used for the
lot. Comm. Smith requested that a review of the parking take place. The board
agreed that staff should look into the situation and return with a report at a future
meeting.
S. Discussion on City /County Clean Up Week
Mayor Nichols read Comm. Reeves' letter dated September 2, 1994 to Barbara
Eckstrom asking for additional information that is needed from the BPW. Discussion
followed on various possibilities of a clean up week. The problem with expense and
too much trash from the last clean up week was also discussed. In Comm. Tripp's
opinion, many residents illegally stock pile household trash not accepted on regular
pickup days believing DPW will hold another clean up week. She added that more
aggressive enforcement should be made by the Building Department to discourage
stock piling. This issue will be discussed further once more information is received
from the county's Solid Waste Division.
