COMMITTEE OF THE WHOLE
April 6, 1994
NOTES
PRESENT: Commissioners Gerard, Reeves, Rusoff, Smith, Tripp, Alderperson Johnson,
Mayor Nichols, and Assistant Superintendents Ferrel and Fabbroni.
Commissioner Reeves chaired the meeting.
Additions: NYSDOT Street Lighting Agreement for Route 79
Water and Sewer Items
- Budget Amendments for Equipment List
- Capital Projects for Giles and Buffalo Pump Station Replacement
There were no deletions from the agenda.
1. Edgemoor Lane Parking.
Jennifer Reed and Patricia Jones were present to address the Board concerning parking on
Edgemoor Lane. Ms. Jones stated that often cars will remain parked for days, even weeks,
without being ticketed. Essentially, the students are using on- street parking to garage their
vehicles. Ms. Reed added that she contacted the Police Department and was told that 24
hour parking is very difficult to enforce. She then suggested that the street be posted "No
Parking from 1:00 am until 4:00 am." This would allow parking during the day.
Commissioner Rusoff felt that this would deny residents the use of overnight parking. Ms.
Reed told the Board that the west side of University Ave. has restricted parking in the same
manner. Commissioner Rusoff added that she would like to receive more information before
changing the regulation. The Board agreed that they would like to receive input from the
Police Department concerning 24 hour parking. This issue will be discussed at a future
meeting.
2 Commons Maintenance - Discussion on Proposed $250.00 Deposit.
Commissioner Reeves stated that staff has proposed a deposit for restaurants with out door
dining since there seems to be an ongoing problem with clean up of grease. Jean Deming,
Commons Coordinator, stated that in some instances, $250.00 was not enough. The Board
agreed that additional clean up would result in a bill. Commissioner Smith suggested that the
businesses be required to clean their area once a week. If they violate the agreement, their
license would be revoked. The consensus of the Board was that staff should not have to
clean up grease from the out door dining and that the businesses should be responsible. A
resolution will be presented at the next regular meeting which will urge restaurants with out
door dining to degrease the sidewalk on a weekly basis.

3 Request for Out Door Dining - Plums Restaurant.
The Board agreed to allow out door dining at Plums. A resolution will be presented at the
next regular meeting requiring the usual terms and conditions.
4. NYSDOT Street Lighting_ Agreement.
Asst. Supt. Fabbroni explained that the Mayor had received an agreement which would allow
the state to install street lighting, at their expense, for the city to maintain. The lights would
be installed at various locations of the Route 96 project. The agreement is for twenty years,
at which point the city may choose to abandon the lights. A resolution will be voted on at
the next regular meeting to approve of the agreement.
5. Water and Sewer Items.
Amendment of Equipment List.
Asst. Supt. Fabbroni told the Board that the current equipment being used is not sufficient
enough to run the department adequately. The department has been able to use the available
equipment but must use more manpower than necessary. New equipment would allow work
r to be done more efficiently. The Board agreed to vote on a resolution approving of the
amended equipment list.

Capital Projects for Giles and Buffalo Pump Station Replacement.
Asst. Supt. Fabbroni told the Board that the Giles Street pump station has been running on a
temporary pump. He would like to have a Capital Project established for $30,000 for
replacement. The Buffalo pump station had one pump fail last year and the other failed this
year, but both need repairing. He requested that a Capital Project be established for $15,000
for repairs. The Board agreed that a Capital Project should be established to replace and /or
repair pumps in both the Giles and Buffalo Streets pump stations.
6. Stewart Park Carry, In /Carry Out
Commissioner Reeves explained to the Board that when the carry in /carry out policy was
adopted last year it was only experimental and not approved as a permanent policy. Asst.
Supt. Ferrel added that the policy seems to be effective and recommended that it continue.
Mayor Nichols asked that a press release be issued to notify the public of the continuation of
the policy. Asst. Supt. Ferrel will present the amount of savings at the next regular meeting.
A resolution approving of the policy will voted on at the next regular meeting.

7 Street and Property Cleaning_
Commissioner Gerard explained to the Board that he is concerned with the need to clean the
streets and private property. He did not have any suggestions to offer but felt that the issue
needed to be addressed. Asst. Supt. Ferrel told the Board that street cleaning should
improve due to a change in staffing. Commissioner Reeves added that she and Barbara
Blanchard have been working on a possible program for shopping carts. Mayor Nichols
questioned the status of clean up of sand used in snow removal. Asst. Supt. Ferrel stated
that clean up is underway.
The meeting adjourned at 5:35 p.m.
