HomeMy WebLinkAboutMN-BPW-1993-08-04BOARD OF PUBLIC WORKS COMMITTEE OF THE WHOLE August 4, 1993 NOTES PRESENT: Commissioners Brandford, Gerard, Reeves, Rusoff, Smith, Tripp, Mayor Nichols, and Assistant Superintendent Ferrel. Commissioner Reeves chaired the meeting. Additions: Increase Penalties for Public Works Regulations Violations 1994 Budget There were no deletions to the agenda. 1. Request for "No Parking Zone" on Ridgewood Road. The Board has received a request to prohibit parking on Ridgewood Road between 5 Ridgewood Road and the existing no parking section. Asst. Supt. Ferrel stated that he IL inspected the street width and found the pavement to be between 24 and 27 feet wide, allowing traffic to flow in both directions. He is unaware why parking is allowed on that portion of the road. He further recommended that parking be prohibited on Ridgewood Road at the requested area. Cory Wright of Pi Kappa Phi Fraternity stated that each of the frats own a parking lot and that people who park on the street are usually visitors. Cars parking in front of their fraternity block the view of people exiting their lot as well as cause a hazard with the traffic. Commissioner Brandford asked that Mr. Wright obtain the opinion of the other frats located on Ridgewood Road. Commissioner Tripp suggested that the Board vote on a resolution approving the request to prohibit parking on Ridgewood Road since the road is too narrow. 2. Expungement of Sidewalk Clearing Bill. Cornell University received a bill for snow removal at 150 Triphammer Road. It was decided that Cornell assisted the City during the Blizzard of 93, therefore, the bill should be expunged. 3. Parking at Women's Community Building_ Commissioner Reeves explained that the Women's Community Building requested the City to install a handicap parking space in 1989. At that time, the Board recommended that they provide a space in their own lot. They have again requested that a handicap space be designated. Commissioner Reeves has asked the Disability Advisory Council for their recommendations and has had no reply, she would like input from the Board as to what steps to take next. The consensus of the Board was to reiterate the original recommendation and urge the Women's Community Building to provide a space in their own lot. Commissioner Reeves explained that Judge Olds requested the Board to consider increased violations for second and third offenders. Asst. Attorney Kennedy has suggested that the Board make any recommendations to Common Council for their consideration. Commissioner Rusoff stated that she felt repeat offenders should be required to pay stiffer fines. The Board agreed that a request should be made to Charter and Ordinance to increase the maximum fine from $50 to $100. 5. 1994 Budget. Asst. Supt. Ferrel distributed the 1994 staff request budget. Mayor Nichols noted that Admin. Unit employees do not have a signed contract, therefore, personnel expenses are not accurately represented. He added that personnel remain the same, no lay -offs or additions. He also asked that the 200 and 400 lines be justified, equipment which will reduce man power will be more beneficial. Asst. Supt. Ferrel pointed out that over the last two years very few programs have been reduced while programs such as the pool and the new court facility have been added. The Building Systems budget is in need of money for replacement parts otherwise money will be lost due to massive repairs. Mayor Nichols stated that he wanted to give programs true assessments and give incentives to keep costs down. The meeting adjourned at 5:00 p.m. C Notes taken by: Donna L.
