Commissioner Reeves invited Mr. Doyle to address the Board of Public Works on the future
use of natural gas as a viable replacement for gasoline in the City's, and the public's
vehicles. He gave a very impressive presentation of how this alternate fuel would benefit not
only the City but the environment as well. The Clean Air Act of 1990 stresses the use of
cleaner burning fuel for vehicles. Mr. Doyle also showed a test video that was very
informative. After a question and answer period and some discussion about placing a
compression station in Ithaca, it was decided to assign people to study this further and find
out the actual cost to the City to do this. There will be continuing discussion of this subject.

Mayor Nichols presented this to the Board. Thys VanCort of the Planning Department
explained what action needed to be taken by the Board. There is a request for the parking
rules for the 200 block of Fayette Street to be changed temporarily (10 to 12 months) while
construction is in progress. There would be no parking on the east side of the 200 block of
Fayette Street and twenty -four hour parking on the west side. Also, to have twenty -four
hour parking on both sides of Fayette Street on the 100 block. The problems of people
parking permanently in one spot and snow removal where discussed. Superintendent Gray
stated that changing the 200 block should be sufficient, why not leave the 100 block alone?
Commissioner Tripp proposed that the Board empower the Superintendent to act on the 100
block portion at a later date. It was resolved to vote on this at the next voting meeting.

HIGHWAYS, STREETS AND SIDEWALK ITEMS - Commissioner Smith.
A. Award of Sidewalk Contract.

WHEREAS, staff has reviewed bids received on June 28, 1993 for work under the City
Sidewalk contract program; now, therefore be it
RESOLVED, That the contract for the 1993 sidewalk program be awarded to F & J
Masonry for their total low bid of $55,425.00, and that the funds be derived from Capital
Project 249.
A vote on the motion resulted as follows:

4 South Titus Ave, - Discussion
Commissioner Gerard wanted to have further discussion of the South Titus Avenue concerns,
however it was decided to keep this on the unfinished business list until such time as Planning
and DPW establish a Traffic Alternative. It was brought up that if this area is abandoned the
City maps would have to be changed. If the ROW was kept, there would be no changes in the
maps. r

Commissioner Tripp thought this was a very good idea although Commissioner Brandford felt
that it would be a difficult law to enforce. This resolution states that pet owners would have to
clean up the waste left by their pets from City parks, streets and sidewalks. Violaters would be
fined. It was decided to get some input from the Ithaca Police Department and C & O. A
resolution was passed to vote on at the next voting meeting.
I 111 probem was addressed in 1986 but was never enforced. Assist. Superintendent Ferrel said
that the signs were posted in the park prohibiting skateboarding, but they were torn down and
never replaced. The idea of stencilling the sign on the concrete would probably be the best way
to stop the destruction of signage. Commissioner Smith expressed his view that park signs
should stress the positive aspect and ask people to refrain from loud noise rather than having a
lot of negative signage. The Board pal(sed a resolution to vote on stencilling "No
Skateboarding" on the concrete as a short term solution, but will send this signage problem on
to the Art and Design Committee for more positive thinking signs for the future.

7. Policy Revi ew for City Park Usage.
Commissioner Rusoff noted that the rules for the park usage that are now in effect seemed to
be quite adequate. The Board members agreed that no changes should be made to the policy
adopted in 1992.

Commissioner Berg expressed concern for the security at the new pool. He thought a motion
detector system similar to that at Cass Park pool would be viable. Mayor Nichols questioned
whether the new fence had been installed. Assistant Superintendent Ferrel answered that a
temporary fence was up, but that the permanent fence was not installed yet. Commissioner
Reeves brought up the problem of paying for this security system. It was not included in the
specs for the pool construction. Commissioner Berg assured the Board that it would not be a
very costly project and that there were several private businesses in the area that could do the
work. Commissioner Reeves questioned Supt. Gray as to whether a preliminary report could
be ready by next week. Ithaca Police Dept, would have to be consulted as to which is the best
idea for security.
There was an announcement by Commissioner Reeves about the opening ceremony for the Ithaca
City Court addition on Friday, July 23, 1993.
Mayor Nichols also wanted everyone to know that the dedication of the Alex Haley Municipal
Pool is on July 7, 1993 at 3:00.
