HomeMy WebLinkAboutMN-BPW-1993-04-07BOARD OF PUBLIC WORKS COMMITTEE OF THE WHOLE April 7, 1993 NOTES PRESENT: Commissioners Gerard, beeves, Tripp, Mayor Nichols, Alderperson Berg, Superintendent Gray and Assistant Superintendent Shimer. ADDITIONS: Request for Expungement of Water and Sewer Bill Award of Dump Truck - Board had Power to Act Collegetown Clean Up - Good Neighbor Day Standard DPW Vehicle Colors DELETIONS: Computer Software Update 3 Ms. Rose Brown of 711 North Aurora Street, was present to address the Board regarding her bill for replacement of a water service. Ms. Brown felt that the bill should be reduced because the bill, in her opinion, is too high. She further questioned why she was not eligible for a Senior Citizen Discount. Asst. Supt. Shimer stated that the $894.08 was an average bill and that it was appropriately billed. The City Code requires the homeowner to be billed for services updated from copper, this was the case. The Board sympathized with Ms. Brown that the bill was a large sum although there is no just cause to alter the bill. Bids were received for a new Dump Truck for the Water and Sewer Division on March 8, 1993. Staff has reviewed the bids and recommends award to Albee Truck Inc., Elmira, New York. WHEREAS, staff has reviewed the bids submitted for a new Dump Truck for the Water and Sewer Division and has recommended award to Albee Truck Inc., P.O. Box 1238, Elmira, New York 14902, and WHEREAS, the bid submitted by Albee Truck Inc. (with Thiele Dump Body) is the lowest bidder meeting or exceeding all specifications, now, therefore, be it RESOLVED, the Board of Public Works awards the bid for a 1993 new and unused dump truck to Albee Truck, Elmira, New York for their bid price of $37,650 (with Thiele Dump Body). BOARD OF PUBLIC WORKS COMMITTEE OF THE WHOLE April 7, 1993 Discussion followed concerning the bids. Asst. Supt. Shimer explained that although Albee Truck is not the apparent low bidder, the other bids did not meet specifications. Carried Unanimously 3_ GIAC• BOxln Ring Marcia Fort was present to address the Board concerning the damaged boxing ring canvas, She explained that the canvas was damaged during the renovations at GIAC. Supt. Gray further explained that the contractor and the city came to an agreement. The contractor made up the cost of the repair to the canvas by performing additional services. This left the damaged canvas to be repaired out of city funds. The Board was concerned with resuming the boxing program although they felt that the canvas should not be paid for out of DPW budgets. It was decided that the Board would recommend to B &A that money be transferred from unrestricted funds to the GIAC budget for the purchase of a new canvas. 4 Review of Six Mile Creek Resolution, John Schroeder was present to review the proposed resolution to establish a general policy for land holdings in Six Mile Creek. Asst. Supt. Shimer requested that the term operation be included with safety and maintenance in the second resolved, part I. There was concern of section 5 of the second resolved which states the creek "shall be open to the public to the foot of Potter's Falls." Discussion turned to the Six Mile Creek Committee, Mayor Nichols noted that there should be a review of the appointments since there are no limits on the terms. The Board approved of the proposed resolution. 5. Community Development Grant ( 11 —1 Wood Sr n L Trish Norton was present to update the Board on the annual grant which is being planned for improvements to the Wood Street Park, Peter Trowbridge and area residents, are planning the improvements for the proposed changes. The main goals are to rebuild the play area so that it is safer, replace the basketball hoops and install sidewalks. The notification of the grant will be in six or seven months. Ms. Norton will keep the Board updated on any changes that may occur. C Colleeetnwn I an uo Good N 'ghh n Commissioner Reeves received a request regarding the annual Good Neighbor Day, when merchants and local residents volunteer to clean up the debris from streets and creeks. In the past, the department has assisted by picking IT the trash on the day of the event. The consensus was that the clean up is a good idea and that the department should support these types of efforts by communities. Commissioner Tripp added that the group should be urged to separate the recyclables from the trash, reducing the cost of disposal. She further questioned the possibility of other neighborhoods receiving the same service. The Board decided that requests should be considered on a case -by -case basis and that this request is acceptable. A resolution will be voted on at the next regular meeting. Page - 2 BOARD OF PUBLIC WORKS COMMITTEE OF THE WHOLE April 7, 1993 7. Report from Commissioner Gerard on Therm Chemical Spill. Commissioner Gerard reported to the Board on the events which have taken place in the last year. He noted that he had conversations with DEC, Therm and Supt. Gray. Commissioner Tripp noted that many resident are now concerned with the water supply and felt that a press release reassuring residents is in order. It was decided that Supt. Gray should contact DEC to request information to be sent to the area residents describing the nature of the situation. 8. Review of Energy Commission W atheri a ion Law, The Board reviewed the proposed ordinance 86 from the Energy Commission concerning the Weatherization Law. The Board agreed that the proposal was acceptable. 9. Cass Park Rink Repair Commissioner Reeves explained that the skating rink is in need of repair. The Energy Commission has submitted recommendations for the repairs consisting of: replacement of lights, replacement of motors, upgrading the refrigeration system and an electric ignition to replace standing pilots on the furnaces. A grant has been applied for but will not be awarded for at least six months. NYSEG is offering a rebate on replacement of lighting only if fixtures are completed by June 30, 1993. It was decided that the lighting should be replaced according to the NYSEG rebate and that the other items should be held off for the grant. A resolution will be presented at the next regular meeting. 10. DPW Vehicle Colors, Supt. Gray reported to the Board that the standard city vehicle color is becoming more difficult to obtain on new vehicles. He questioned if it would be acceptable to color code the vehicles, for example, Water and Sewer would have blue vehicles. This would also make it easier for the public to identify city vehicles. Commissioner Tripp felt that color coding the vehicles was a form of separation and defeats the efforts of consolidating the department. She suggested that if identifying vehicles is a problem, maybe the vehicle number could be printed larger on the side of the vehicles. The meeting adjourned at 5:55 p.m. Notes taken by: Donna L.
