ADDITIONS: Discussion of Plumbing Inspector Excess Stock of Concrete Asbestos Pipe at Water and Sewer Extended Hours at City Parking Lots Hillview Sewers - Report from City Attorney Art and Design Commission Proposed Traffic Task Force DELETIONS: DeWitt Park Policy 1. Request for use of DeWitt Park for Morris Dance Performance The Morris Dance Performers have requested the use of DeWitt Park for an August 2, 1992 performance. The Board decided that approval would be given except that the request to "pass the hat" be denied. A resolution will appear at the next regular meeting so that there will be an official record of the event. 2. Hillview Sewers. City Attorney Chuck Guttman reported that a proposal has been made for the Board to consider. The proposal would include work to be done by the City costing approximately $3,000 to $4,000 which would include replacement of the line with a plastic pipe. The work would take place between manhole #1 on South Cayuga Street and a point approximately five feet westerly from the porch at 501 South Cayuga Street. Mr. Vanderburgh was present and stated that the proposal was unacceptable. It was noted that the City has no legal obligation to solve the sewer problem. The Board agreed that a resolution accepting Attorney Guttman's proposal appear at the next regular meeting. 3. Spencer Road. Commissioner Reeves pointed out that the 90 day trial period of the one -way configuration on Spencer Road is almost up. Supt. Gray pointed out that if the configuration is to remain permanent, the Charter and Ordinance Committee as well as Common Council must approve of it. Heather Camacho, Spencer Road resident, pointed out that safety was the biggest issue. John Beach, S. Albany Street resident, agreed that safety is important but that consideration to surrounding neighborhoods needs to be taken. Rick Grossman, resident of Park Street, commented on the large amount of commercial vehicles and the traffic noise that is created in that area. Commissioner Tripp BOARD OF PUBLIC WORKS COMMITTEE OF THE WHOLE July 29, 1992 brought up three points, that the police should make priority of Spencer Road and S. Albany Street area, that Attorney Guttman look into commercial traffic restrictions and consider extending the 90 day period so that student traffic could be considered. There was concern for impact on the neighboring streets if the traffic pattern is maintained. Commissioner Reeves reminded the Board of previous traffic proposals for the area made by the Traffic Engineer. Discussion followed on consideration of evaluating the impact of surrounding areas. It was agreed that the Board extend the trial period for an additional 75 days. A resolution will appear at the next regular meeting to do so. 4. Proposed Traffic Task Force. Alderperson Berg reported on the proposed task force. A resolution will be presented to Common Council which will request a task force to be made up of eleven members including one member of the Board. There was concern that the task force will be implemented without consultation from the Board. It was agreed that Alderperson Berg would request that Common Council refer the resolution to the Board for review before action is taken. 5. Excess Stock of Concrete Asbestos Pipe at Water and Sewer. Asst. Supt. Shimer explained that the City currently holds asbestos pipe in its inventory. This pipe was last used in the 1960's and is expected to be banned by OSHA. He requested the Board to pass a resolution which would allow the City to receive bids for the excess materials. During later discussion between Supt. Gray and Asst. Supts. Ferrel and Shimer it was decided that the materials would be sent to the county auction. 6. Extended Parking Lot Hours. Asst. Supt. Ferrel reported that applications had been received for Parking Lot Attendants. Attendants should be ready to start on August 17. 7. Arts and Design Commission. Commissioner Rusoff explained that the new Commission is to oversee and recommend art and design placements throughout the City.
