Gray, Asst. Supt. Ferrel. Others Present: B. Darlington, CAC; Beth Mulhullen, Circle Greenway; Dave Nutter, City of Ithaca Bicycle Advisory Council; Dan Hoffman, Carolyn Peterson, Alderpersons. Commissioner Reeves chaired the meeting. The following were additions to the Agenda: 1. County Solid Wastes - Trash Tags, Supt. Gray 2. Recycling Bins - Asst Supt. Ferrell The following items were deferred to a future agenda: • Americans with Disabilities Act - Barbara Blanchard (Enc. 1) This item is for Members of the Board information purposes and needs no further discussion • Use of Dewitt Park - BPW policy discussion. (Enc.4 - 9/4/91) • Ithaca Festival trash collection - (Enc. 5 - 9/4/91) • Composting in the City. (Delete from the agenda (see Asst. Supt. Ferrell report) • Request for reduced speed on Route 79 - Barbara Blanchard. • Discussion of automated ticket dispensers in downtown ramps. • Northside land use as it effects consolidation of the Department of Pub, lic Works. • Dryden Road Parking Garage further discussion. • Review of Transit Agreement for construction and maintenance. • Parking meter issues - Disability Advisory Council recommendation. Policy regarding posting of political decorum on City property 2. Newman Municipal Golf Course Lease proposal Tabled Items: Southwest Park - resolution dated June 12, 1991 * Farm and Tioga Street discussion. (Enc. 6 - 9/4/91) This item is to be brought to the BPW regular meeting in the form of a resolution. 1. Items with representatives present for discussion: for discussion Land purchase ffman and Carolyn Peterson, present Alderprsons Beth Mulhullen of ns Da n Da Greenway, Betsy Darlington of CAC, and Alderperson Barbara Blanchard were present to present their views of the upcoming purchase of two parcels of land in the area below the 60 foot dam in the Six Mile Creek watershed. It was determined that the purchase affects the Board due to origin of funds (Water - fund balance) used for the purchase and the ultimate responsibility for care of the parcels. a brief history of the procedure and Alderperson Hoffman gave purpose of acquiring lands in the watershed. The pro's and con's of such an acquisition were discussed. The major concerns were prioritize the expenditure of funds from the Water Fund, future emergencies that might require use of the 30 foot dam, development of the land in the watershed, the effect of the town of Ithaca's zoning on the watershed, legal ramifications and other ways to control the uses of watershed lands. Commissioner Brandford asked that a resolution be sent to the Council after adoptions by BPW to set up a procedure for allowing input from BPW to the Common Council on areas of concern to the Council. This resolution will be presented to the Board at their meeting of 9/25/91. A second resolution stating the Boards position on this acquisition will be prepared for vote on 9/25/91. 2. Report and Resolution from the Bicycle Advisory Council. Mr. David Nutter of the Ithaca Bicycle Advisory Council aced for present the BPW. The Resolution resolution presented to the Board the WHEREAS, the paved path on the west side of Cayuga inlet north from the Octopus (hereinafter referred to as "the path ") was ,r created to be a bicycle route; and Page - 2 BOARD OF PUBLIC WORKS COMMITTEE OF THE WHOLE September 18, 1991 WHEREAS, the path has long been used as and considered to be a bicycle route; and WHEREAS, the path is also used by pedestrians, including walkers and exercisers; and - WHEREAS, the path provides important bicycle and pedestrian access to recreational facilities along the inlet, at Cass Park, and at Allan Treman State Park; and WHEREAS, bicycle traffic oispote all onflallowed on pedestrian ways in the City e WHEREAS, the path should be wider to accommodate use by both bicyclists and pedestrians; now therefore, be it RESOLVED, that the path is formally designated for use by both bicyclists and pedestrians; and be it further RESOLVED, that appropriate signage will be placed along the path to alert users that : (1.) both bicyclists and pedestrians are to be expected, (2.) bicyclists should yield to pedestrians; and be it further RESOLVED, that in order to promote safety of all users, accommodate mixed SHTO standards, t e path pedestrian will berwid widened a better as soon as conform to AA financially possible. Discussion followed on the use of the path, the specific first remedy for two whereas statements education and tolerance 1 n by and both conflict being bikers and pedestrians. The above resolution with revision of first two sections will be taken to the BPW meeting 9/25/91. 3. Cleveland Avenue versus Wheat Street - Mayor Nichols (Enc.2) Mayor Nichols has been presented with a petition to change the name of Cleveland Avenue to Wheat Street. Backup on the history of the name was presented to the Board. (See enclosures) Board decided to hold a public hearing on this item with date and time set as follows: When: October 30th Time: 5:30 p.m. Where: South Side Community Center opportunity to give This meeting will allow all concerned an input to the Board. The Board will hold its regular COW meeting prior to this hearing at the South Side Community location. The Board asked that the Residents, Historical Society, Fire Chief, Police Chief and City attorney be asked for input. Some confusion has be experienced due to the County advertising a different procedure for their residents. Recyclables cannot be mixed. A new listing will be distributed and a press release done so that the confusion may be relieved. 4. Composting in the City will be deleted from the agenda. It was suggested that a one page flyer on making less garbage be prepared and distributed. Also that the City Attorney be questioned on the legality of composting within the City limits.
