Thadani, Acting Asst. Supt. Carpenter, City Engr. Gray, City Atty. Guttman. Commissioner Reeves chaired the meeting. The following was an addition to the Agenda: Trash violation: 204 Homestead Terrace The following were deletions to the Agenda: Trash violations: 715 E. Buffalo Street 110 Highland Place Parking problems near City Hall: Request from Irving's Deli Request from American Community Cablevision 1. Trash violations: 204 Homestead Terrace Mr. Larsen, owner of the above property, was present to appeal the violation he had received. He noted that he had received a warning sticker, and when he saw it, he removed the can completely from it front of his home. Discussion followed. Commissioner Cannon suggested that the DPW look into the use of a camera to take pictures of the next day pickup. These pictures could be labeled with the correct address and date, to be used when a resident questions a violation. Discussion followed about why the BPW is reviewing these violations and if it could be done at staff level. The BPW decided to direct staff to further investigate this violation, and to authorize the Supt. to act as their designee for expungement of trash violations. Recycling and Refuse Supervisor. After discussion, the BPW denied expungment of this violation. 323 S. Titus Street The BPW reviewed this recommendation and noted that the property owner had filed a police report regarding the untagged trash in front of his home, which the DPW was not aware of when the violation was issued. After discussion, the BPW agreed to expunge this violation. 410 W. Seneca Street The BPW reviewed this violation and recommendation from the Asst. Recycling and Refuse Supervisor. After discussion, the BPW denied expungment of this violation. 2. Ithaca Festival use of Stewart Park for 1990 Liz Biss, from the Ithaca Festival committee, was present for discussion. She noted that this past Festival was not as successful as others, and that the Festival would like to have a fund raiser in Stewart Park this fall, where an admission fee would be charged. She noted that a local radio station would be doing the promotion for this. She asked the BPW for permission to do this. Discussion followed about access to the Park and how people could get in. Commissioner Cannon suggested that she may want to look into another area, such as Schoellkopf Field, which is easier to control access into. Discussion followed about the admission fee which the BPW did not approve of and suggested that a "donation" would be more acceptable. Discussion also followed about the weather conditions - what would be done in the event of Page - 2 BOARD OF PUBLIC WORKS Committee of the Whole July 11, 1990 rain. Based on these discussion, the BPW denied Ms. Biss' request to use Stewart Park for this fund raiser. 3. Department of Public Works Consolidation Study Peter Trowbridge and Paul Spaulding from Trowbridge and Trowbridge Associates were present for discussion, as was former Asst. Supt. Larry Fabbroni. Peter noted the alternatives he designed for the proposed consolidation of the Department of Public Works. Peter noted that the first and second alternatives included the DPW consolidation plus the Transit Facility, along with the purchase of the Seacord property, which the third alternative was just the DPW consolidation, with the purchase of the Seacord property, while the fourth was no Transit Facility, no Seacord property. Peter noted that the lack of parking for staff and vehicles in all the alternatives. Peter further noted that the DPW consolidation and Transit Facility would not fit properly on this site. Discussion followed about the Transit Facility, and Acting Asst. Supt. Carpenter noted the State and Federal funding involved with this project, and it was noted that the City is committed to paying for the engineer for this facility. Commissioner Cox asked Acting Asst. Supt. Carpenter about other possible Transit sites. Discussion followed about alternative sites for both facilities, i.e. other City -owned property, Cherry St., Southwest Park, and the Central Processing Facility debate at Southwest Park. Commissioner Cox asked if the BPW's objective is to consolidate. Former Asst. Supt. Fabbroni noted that there would be a big advantage and improvement to all the operations of the DPW if they were consolidated. City Engr. Gray noted that lands in this northside area are starting to be committed to various groups. The BPW decided to further review this study and discuss at a later date. Supt. Thadani noted that Trowbridge has gone over their budgeted amount of $4,100 for this study and asked for recommendation on how to proceed with this, and if they would like Peter to be present at future meetings.
