The following were additions to the Agenda:
Installation of memorative marker at Stewart Park.
Encroachment request at 1311 N. Cayuga Street.
Festival Lands mowing policy.
The following were deletions to the Agenda:

Parking regulations on upper East Hill - summary of public
meeting held on May 24, 1990.
1. Ithaca Green Market at Dewitt Park
(Committee has "Power to Act") Several members of the public and
this market spoke in favor of supporting a Saturday market at
Dewitt Park. A petition was submitted to the BPW with 450
signatures supporting this market. Alderperson Golder also spoke
in favor of this market, noting it encourages small businesses,
and further noted that Alderperson Schroeder also is in favor of
this. Anna Steinkraus, president of the Ithaca Farmers Market,
asked that the rules for this market be looked at carefully.
Discussion followed about the City's current commitment to the
Ithaca Farmers Market at the Steamboat Landing site.
Commissioner Cannon asked about this market creating competition
for the Ithaca Farmers Market. Commissioner Berg noted that he
supports the Green Market as he felt this is a question of
fairness. Commissioner Connor was also in favor of this market
and suggested that the criteria be spelled out and that a ceiling

be put on the earnings. Commissioner Reeves noted that the BPW
has "Power to Act" at this meeting. Discussion again followed
and the BPW decided to table this item till next week's meeting.
2. Encroachment request at 1311 N. Cayuga Street.
Attorney Stephen Bowman was present on behalf of his clients,
Renato and Sharon Jimenez of 1311 North Cayuga Street. He
explained that the house located at this address was partially on
a City street - Water Street, which has not been developed. His
clients are asking for an easement agreement for as long as the
house stands. Discussion followed about what future uses this
part of the street may have, which was probably none.
Commissioner Cox suggested that the BPW approve an easement which
would allow the structure to remain until totally destroyed and
request a new survey to be done and locate new underdrain. The
BPW agreed to approve an easement and asked the attorneys to work
together to draw up an agreement.
3. Tompkins Co. /City of Ithaca Recycling Drop -off Center.
Supt. Thadani gave the BPW a brief update on this Center
At regarding weekend unmanned operation. Supervisor Kelly noted
that he did not think the situation was as bad as he thought it
would be without staff on weekends. Supt. Thadani noted that the
County is unhappy with the Center being unstaffed on weekends and
referred to a letter from Bill Mobbs, County Public Works
Commissioner, stating that the City is responsible for
supervision and maintenance of this Center. Commissioner
Reeves further pointed this out by referring to the contract,
Page 2, Item 5. Discussion followed. Commissioner Cannon
suggested that the BPW continue the unstaffed weekend operations,
which the BPW agreed to and further asked that the City and
County attorneys (with staff input) review and amend the
contract.
4. Parking Management Ad -hoc Committee.
Alderperson Daley was present to discuss his proposed resolution
regarding formation of an ad -hoc parking management committee.
It was noted that the BPW tabled a resolution regarding this at
their last meeting. Discussion followed about job descriptions
and possibly merging of the traffic and parking divisions. It
was noted that this committee would discuss these items and
propose solutions. The BPW agreed with the resolution proposed
by Alderperson Daley with the exception of Item #1 under the
third Whereas regarding determining the feasibility of combining
parking and traffic engineering.

S. Installation of memorative marker at Stewart Park.
Terry Harbin was present to request permission to install plague
in the large pavilion at Stewart Park commemorating the early
Ithaca movie business. He noted he already has approval from the
Landmarks Preservation Committee and the Interim Parks
Commission, and that this marker installation will be in
conjunction with the Ithaca Festival. After reviewing the
plague, the BPW gave Mr. Harbin permission to install this plague
in Stewart Park.
6. Award of Contract for installation of a Bolted Steel Tank at
Haller Blvd. - Committee has "Power to Act ".
Discussion followed about the resolution tabled from the last BPW
meeting and City Engr. Gray explained his justification for
preferring a steel bolted tank rather than a welded tank. It was
noted that this tank's color will be dark blue, a "standard"
color for silos. The BPW passed the following resolution:

Award of Contract for installation of a Bolted Steel Tank at
Haller Blvd.
WHEREAS, The City received bids for a new factory- coated steel
bolted tank for water storage to be installed at Haller Blvd. on
May 21, 1990 and these have been reviewed by the Engineering
Office, and
WHEREAS, an economical analysis determined that it is slightly
more advantageous to use a glass -lined tank as opposed to a
factory- coated epoxy tank, now, therefore, be it
RESOLVED, That the contract for installation of a glass -lined
bolted steel tank at Haller Blvd. be awarded to J. Andrew Lange,
Inc. for their low bid of $72,500.

7. Dryden Road Parking Garage Summary of 24 hour operation
a) Report of lost revenue resulting from Sunday free period
from 9 am to 1 pm.
The BPW reviewed material the free period of parking on Sundays
(W and discussed the lost revenue during this period of time.
Discussion followed about extending the 24 hour operation.
Council Liaison Blanchard noted that many Council members are not

happy with the free parking. Alderperson Golder noted that not
all members are unhappy with this. Discussion followed about the
personnel costs involved with the 24 hour operation of the Dryden
Road Parking Garage. The BPW decided to extend the 24 hour
operation of this garage through August.
