HomeMy WebLinkAboutMN-BPW-1989-11-01BOARD OF PUBLIC WORKS COMMITTEE OF THE WHOLE November 1, 1989 NOTES Present: Commissioners Cannon, Cox, Daley, Reeves, Sprague; Acting Supt. Fabbroni, City Engr. Gray. Commissioner Reeves chaired the meeting. The following were additions to the Agenda: 7. Encroachment Request at 209 Cascadilla Street. 8. Taxi Stands. The following were deletions to the Agenda: 2. Cornell University Parking Plan Discussion. 9. Update on Encroachment Request at 414 Spencer Road. 10. Water and Sewer Director Job Scope. 11. Ithaca Industrial Park. Two residents from Eddygate Apts. and City Chamberlain Parsons were present to discuss the procedure for obtaining parking permits at the Dryden Road Parking Garage. Commissioner Reeves explained the current lottery system at the Dryden Road Parking Garage and the procedure for the downtown ramps - standing in line at City Hall to purchase a permit. The residents noted that this is the first time they did not receive a permit through the lottery system, and requested that they be exempt from the lottery system as they felt they had special circumstances (small children). They also noted that the current parking arrangement for Eddygate Apts. is very inconvenient as they have to walk up a hill which is sometimes very slippery. Discussion followed about the Eddygate maintenance permits, and possibly obtaining two of them for these residents. Commissioner Cannon suggested the residents look into private parking lots. City Chamberlain Parsons noted that in December, 55 permits will be available for the Dryden Road Parking Garage, and that the chances will be good for getting one. Commissioner Daley suggested accommodating these two residents for 30 days thereby giving them enough time to research alternatives for parking. Discussion followed about this suggestion, and the residents were referred to the Supt.'s Office. The BPW further discussed the current parking lot rates and the number of permits sold for each lot. City Chamberlain Parsons noted that she has researched the lottery system at the Dryden Road Parking Garage and has come to the conclusion that it is the best set -up for this particular garage. It was noted that the BPW does plan to review all the City parking garages once the parking study is finalized. Commissioner Daley felt that the Dryden Road Parking Garage should be staffed 24 hours a day. Commissioner Cannon suggested installing a traffic counter in the Dryden Road Parking Garage at night to see how many people leave and enter before the attendant comes on duty. Discussion followed about a card system for all City parking garages. The BPW directed staff to prepare a proposal regarding the parking garages for discussion at the December 6th COW meeting. 2. STAFF UPDATES A. Lighting in Southside Area. Acting Supt. Fabbroni noted that staff has met with NYSEG, but are still trying to coordinate a meeting with the residents in this area. B. Collegetown Maintenance Increase Acting Supt. Fabbroni noted the mandate for no new positions and asked the BPW exactly what the wanted. The BPW felt that the current job that the DPW was doing in Collegetown was adequate, and decided not to pursue this issue any further. C. Octopus Signalization City Engr. Gray noted that the raw data has been collected and it needs to be correlated with the 1988 data, this should be finalized in two to three weeks. 3. INTERSECTION OF ALBANY AND STATE STREETS Commissioner Daley noted the concerns in this area - many people are turning left onto Albany going north on State and this backs up traffic. He suggested removing two meters during the peak hours at the 100 block on South Albany on the east side to allow traffic to go around the left- turners and provide better visibility. Commissioner Daley further noted that these meters are used primarily by the Alternatives Federal Credit Union clients. Discussion followed about possibly bagging these meters during the peak hours. City Engr. Gray noted that the Traffic Engineer suggested doing the same for the intersection of Green and Albany. Discussion followed about the suggestion for Albany and State Streets, and the BPW decided not to remove these meters. 4. BPW OPINION OF BALING_STAT Commissioner Reeves noted that Common Council is looking for an opinion from the BPW regarding the County's proposed baling station site on Commercial Avenue. Commissioner Sprague felt (W there was already enough traffic on the Elmira Road, and this site would increase the amount of truck traffic there. Commissioner Cox noted that he was not strongly opposed to this (W site but felt this was too visible a location. Commissioner Cannon felt the County had more available sites to look at besides this one. Commissioner Daley noted that he too was opposed to this site. Acting Supt. Fabbroni noted that the County may be able to construct another entrance to this site which would not increase the traffic on the Elmira Road. After further discussion, the BPW decided to relay to Common Council their opposition to the County's proposed baling station site on Commercial Avenue. 0 • • 1y s The BPW reviewed the request for an encroachment agreement at 209 Cascadilla Street where the porch encroaches 3.84 feet onto the City right -of -way. The BPW approved this request under the usual terms for an encroachment agreement. 6. 1990 DPW BUDGET Commissioner Reeves noted that the BPW is scheduled to review the DPW's 1990 budget with the Budget and Administration Committee on Wednesday, November 15, 1989 at 7:00 p.m. in Common Council Chambers. Acting Supt. Fabbroni noted that he was attending a County meeting to discuss recycling costs with them. Commissioner Reeves noted the proposed County tipping fees were a major concern, and she did not want them taken out of the DPW budget. Discussion followed about the County's suggestion for a bag and /or label system which would be a pay as you go system. Discussion followed about how people would get these stickers. Acting Supt. Fabbroni noted that there is a deadline for the system. The BPW expressed mixed opinions on the sticker system. The BPW also decided to support the November 1st editorial in the Ithaca Journal and to relay this endorsement to the County. The BPW also decided to pass a resolution discouraging the landfill tipping fees from being taken from the 1990 DPW budget, and encouraging the search to find a revenue generating source to compensate for these tipping fees.
