Dougherty, Asst. Supt. Fabbroni, City Engr. Gray. Commissioner Reeves chaired the meeting. The following was a deletion to the Agenda: 3. Discussion of All -way Stop Signs, report from Traffic Engineer. (This will be discussed at the May 3, 1989 Committee of the Whole meeting.) The following was an addition to the Agenda: 9. Recycling violations appeal. I. REQUEST FOR EXPUNGEMENT OF WATER /SEWER OVERCHARGES Debbie Parsons, City Chamberlain, was present for discussion. Discussion followed about the Nates Floral Estates water /sewer bill. "' Ms. Parsons noted that these bills have been very erratic and were 4r a result of a leak. Discussion followed about a fair price to charge the owners since it is assumed that the water did not enter the sewer line. After reviewing and discussing Ms. Parsons' suggested expungement figure, the BPW decided to expunge $1,038.60 for the water /sewer bill for Nates Floral Estates. A similar request was reviewed for the water /sewer bill at 306 Elm Street. It was noted that this bill reflected broken plumbing lines as a result of a fire at this address, and that City water was not shut off at the time. The BPW decided to expunge a portion of the water /sewer bill at 306 Elm Street. 2. DISCUSSION OF COUNTY BALING STATION SITE Barbara Eckstrom, Tompkins County Solid Waste Manager, and Ken Teeter from Resource Associates, were present for discussion. Ms. Eckstrom noted that a scoping session is planned for May 22nd at the Women's Community Building. Mr. Teeter pointed out the location of this site - on Route 13 and Commercial Avenue, near Wickes Lumber and Journeys End Motel. Ms. Eckstrom noted that the County is still looking for a DEC permit. Mr. Teeter described the main building; its primary function would be for refuse which is to be baled or recycled, and then brought to the landfill. This would also serve as a "drop -off" area for people with household wastes who would prefer sorting their refuse themselves and bringing it to this building. Mr. Teeter noted that toxic waste disposal is being looked into at this site. Mr. Teeter noted that this building will be screened from Route 13 and the rest of the commercial activities in the area. He also noted that he has already met with Supt. Dougherty and that the County is aware of the drainage problems in this area and are trying to accommodate for them in their plans. He further noted that a long -range plan is developing a road to this site. Ms. Eckstrom noted that the owner of this property is Bob Marion, ERM Properties, and that the County is negotiating with him. The County Board is committed to this site and is implementing County policies. It was noted that there will be scales at this site and that recycling will be done here. Ms. Eckstrom noted that the purpose was to make recycling easier for everyone. Discussion followed about the hours of operation of this site - they will try to coincide with the landfill. Commissioner Cox asked how the neighbors on Route 13 feel about this site - if they will be offended by the parade of garbage trucks, the noise and the smell. Mr. Teeter noted that he will try to answer all concerns and questions the Route 13 people have. The BPW decided to prepare a resolution regarding the drainage problems, asked Tompkins County to seriously consider this in their site plan preparations. 3. STEWART PARK COMMERCIAL AND NON - COMMERCIAL USES Alderperson Booth was present for discussion. He noted that this issue has been discussed by Charter and Ordinance and that a City policy needs to be developed about renting of City park lands. Discussion followed about the rental of boat slips along the golf course. Supt. Dougherty noted that these slips are not on City property since it is a state water way, and the permission is for access on City property to these slips. Discussion followed about Inlet Island uses and softball contracts. Alderperson Booth noted that Charter and Ordinance would like some answers to their questions. Commissioner Reeves asked staff for a City map showing all park lands and asked the BPW to review Supt. Dougherty's 6/28/88 memo to Alderperson Booth regarding this issue. 4. DRYDEN ROOD PARKING GARAGE Commissioner Cannon discussed the fullness of the garage and asked staff about the attendant's duties. Discussion followed about the parking spaces for the attendant's vehicles and staff will meet to further this discussion. 5. NEW PARKING PLAN FOR CORNELL UNIVERSITY Commissioner Daley noted that this plan has not been implemented, but it was a result of a meeting with Cornell officials. Commissioner Daley will bring this issue back to the BPW when the parking plan is finalized. 6. TOWN OF ITHACA BIKEWAY The BPW were asked to comment on the environmental assessment on the proposed bikeway the Town of Ithaca would like to construct. It was noted that this is to be constructed on abandoned railroad beds. After a brief discussion, the BPW did not see any problems with this and decided to endorse the negative declaration of environmental significance. 7. STREET LIGHT REQUEST AT SUNRISE ROAD AND TAYLOR PLACE Supt. Dougherty noted that the street lights in this area are fed from a buried electrical service and that the City could install more than one light in this area. Staff will look further into this request and report back to the BPW. 8. RECYCLING VIOLATIONS Gerard H. Cox of 117 Stewart Avenue wrote a letter to Asst. Supt. Fabbroni protesting the recent recycling violations he received. The BPW had not received copies of the background letters so this will be discussed at the next COW meeting of May 3, 1989, and Mr. Cox will be invited to attend to present his case.
