DELAY IN PREPARATION OF PRELIMINARY BRIDriE, DESIGN Actg.City Engr. Crass reported t5at in a letter from Yodjeski. and Iuiasters, Bride Designers, it was explained that due to sickness among the firints employees that there would be some delay in the completion of the preliminary designs, but that the State Postwar Public Works Planning Commission has agreed to extend the time limit for the completion of the plans, CASCADILLA CREEK RETAINING WALL Actg. City Engr. Cass reported that work has been started on the excavation for the extension of the Caseadilla Creek wall. TATFIVIENT OF COST OF DREDGING FALL CREEK Actg. City Engineer Cass reported receipt from the State Department of Public Works of the statement and vouchers covering the cost of dredging Fall Creek. He stated that the total cost was $161917.77, and that the vouchers and statements seem to be in order and he recommended ac- ceptance, By Commissioner Ward, seconded by Commissioner Barr; Resolved, that the statement as submitted be and hereby is accepted. Carried and approved. RETAINING WALL CASCADILLA CREEK Acting City Engineer Cass reported i,n.at a portion of the retaining wall on the west side of Cascadilla "reek has been completed, and that effort is being made to complete ,he entire wall on that side while the lake level is low. PAIT;TING - JUDGES CHAMBERS CITY COURT The Engineer reported that =-t the request of udge Simpson, the offices of the Judge were not painted when the City Court and Police Station were painted last year and that Mintz has now requested that they be painted before his 1�b �udge ary is moved in. Mr. Cass reported that contractor William Egan has submitted a bid of $66 for painting the Judges office and two small adjoining rooms, By Commissioner Barr, seconded by Commissioner Ward; Resolved that the bid of William Eran in the amount of 068 for painting in City Court offices be and hereby is accepted and awarded, Carried and approved. DELAY IN PREPARATION OF BRIDGE PLANS Acting City Engineer Cass reported that the State Postwar Pu b is Works Planning Commission has approved an extension in time to Iviarch 15, 1944 for the preparation of the preliminary bridge plans by the firm of 1vlodjeski and Masters. TEST BORING' - BRIDGE FOUNDATIONS Acting City Engineer Cass re- ported that .od eski and IViasters have requested that three test bor- ings be made at the site of the State Street bridge over the inlet and one at the Lake Street bridge. He stated that the borings at the State Street bridge must be made to a depth of five feet in rock or to a depth of 100 feet which ever occurs first. He further stated that he has written 8 firms for prices for the work but has received only one reply although he expects other Lirm.s to make quotations. The bid received quoted a price of :3.10 pcz .inear foot if the work can be done from the surface of the ice or 1_f the city will furnish a float, an$ on this basis the cost would probably be between $600 and 1,000 although it might run as high as �1500. It was agreed that the borings should be made as soon as possibl,_, as the data may be necessary for the completion of the bridge plans, By Commissioner Barr, seconded by Commissioner Ward; Resolved, that the quotations received from the various firms be referred to the creeks and bridges committee for consideration and power to award the work to the lowest satisfactory bidder. Carried„ SIDEWALK VAULTS « EAST STATE STREET Commissioner Ward reported that the Highway Committee has gone over the plans for the work preliminary to the paving of East State Street, and as it is planned to use an area back of the curb for utilities it will be necessary to recover a part of the area now used by many property owners as sidewalk vaults, and the City Attorney was requested to go,ovcr the plans and determine if these areas may be recovered. DISCHARGE OF ACIDS IN SANITARY SEWERS PROHIBITED Commissioner Miller reported that after investigation the Water and Sewer Com- mittee recommends that the discharge of acids into the sanitary sewers from the Morse Chain Plant be discontinued and it was moved, By Commissioner Miller, seconded by Commissioner Ward; Resolved, that the Morse Chain Company be notified that after May15, 1944, no acids may be discharged into the sanitary sewer. system unless treated in a manner which will neutralize the acids in accordance with State Dept. of Health specifications before reaching the Sewage Disposal Plant, Carried. CAPITAL RESERVE FUND - WATER AND SEWER DEPARTMENT Commissioner Miller reported t7at the Water and Sewer Committee recommends set- ting up a capital reserve fund in the amount of $30,000, for post- war construction and improvements in the 'dater and Sewer Departmants By Commissioner Miller, seconded by Commissioner Daniels: Whereas ! there is a cash surplus in the Water and Sewer Dept. in the sum-of. $30j000. available for postwar construction and im- provements, which sum has been accumulated largely by reason of in- ability of the Department to make capital improvements during the emergency period, and Whereas, there will be a pressing need for construction and re- construction of capital improvements in the Water and Sewer system as soon as labor and materials may become available after the war and...-or emergency capital improvements prior theretb , and Whereas,, it is the sens.e of this Board that said sum should riot be carried as cash surplus but should bo set up as a capital re- serve fund for Water and Sewer purposes, Now Therefore Be It Resolved that the Common Council be and hereby is requested to set up a capital reserve fund for the con- struction, reconstruction or acquisition of capital improvement in the Water and Sewer system of the City of Ithaca and authorize,. the Board of Public Works to appropriate the sum of $30,000, thereto together with such additional sums as from time to time may bucom-: available, said fund tboWmade Available upon request of the Board at such time as such improvements become necessary and possible. Cass has been acting City Engineer and Acting Supt. of Public Works, and Wherea8 " it is the senile of this Hoard that Tlir. Cass should be permanently appointed City Engineer and should temporarily discharge the duties of Supt, of Public Works until such time as increa�.ed ietivity in Public Works may make it necessary or desir(Ibl- to appoint a Supt. of Public Works, Now Therefore Be it Resolved that Leon H. Cass be and hereby is app.oint4d-City Engineer and Acting Supt, of Public Works of the City of Ithaca effective February 1, 1944, and that the Municipal Civil Service Commission be requested to blanket him in said position of City Engineer, pursuant to its rules, and Be It Further Resolved that in view of Mr. Cass's previous tenure and discharge of duties of Office of City Engineer his salary be fixed at the sum of $4,000. effectivo February 1, 1944 with annual increments as follows: February 1, 1945, 0200, February 1, 1946, $200, February 1, 1947, $100, thereby attaining the maximum for the position as heretofore fixed. SCHEDULE OF DUTIES OF CITY EIS ?GINEER TO BE PREPARED Commissioner Ward suggested that a Committee be appointed to prepare a schedule of duties and authority for the position of City Engineer, and Mayor Comfort appointed CommissionersMiller, Barr, Daniels, and Ward as a committee to prepare such a schedule. Public Works - Cass - Carpenter MINUTES Yinutes of the preceeding meeting were duly approved, APPROPRIATION TO CAPITAL RESERVE FUND - WATER AND SEWER DEPT, The Clark reported that the Common Council � a meeting held February 2, 1.944 discussed the-request of this Board to establish a Capital Reserve Fund for the Water and Sewer Department that the following resolution was unanimously adopted. and "BE IT Ri�SOLV D, pursuant to Section 6c of the General Muni- cipal Law of the State of New York: 1. That there be and hereby is established a Capital Reserve ?',and for the construction, reconstruction or acquisition of a type of capital improvement, to wit, capital improvement in the sewer and water system of the City of Ithaca, which fund shall be known and designated as "City of Ithaca, Capital Reserve Fund No. 6, Sewer and Water ", which fund may be referred to as "Capital Reserve Fund No. 6". 2. That the Board of Public Works be'and hereby is authorized to appropriate to such fund the sum of 30,000.00 now available for such purpose, together with such other sums as may hereafter become available and as may be appropriated thereto by said Board. 3. That the City Clerk be and he hereby is directed to de- posit such fund, as soon as monies therefor may be made available upon appropriation of the Board of Public i'vorks, together vjith such amounts as said Board may appropriate to such fund from time to time. in on(: or more of the banks or trust companies designated as depositories of the funds of the City of Ithaca; the money in such fund so deposited shall be kept in a separate bank account. 4. That the City Clerk shall keep a separate account of the fund hereby established in the manner provided by Section 6c, Par. 10 of the General Municipal Law of the State of New York. 6. B'i1DGE PLANS Commissioner Ward reported receipt from Modjeski and Maters of seventeen different studies on the various bridges and that the Committee will go over the designs to determine which ones ,Ni.-I-1 be approved, PA.73L FIDLER - ACTING FOREMAN Commissioner Ward reported that Paul Fidler is assuming the duties of general foreman during the absence of Mr. Alby and he recommended that Mr. Fidler's wages be increased to .$.85 per hour during that time, By Commissioner Ward, seconded by Commissioner Barr; Resolved, that effective February 7,1 1944) and for the duration of the absence of Mr. Alby, the hourly wage rate of Paul Fidler be increased to X3.85. Carried. CATCH BASINS w MORSE CHAIN PLANT Commissioner Miller reported that progress is being made in the installation of catch basins at the Morse Chain Plant to eliminate the flow of acids into the sanitary sewer system. SEWER RENTAL CONTRACT - U.S. ENGINEERS LABRATORIES Commissioner Miller reported receipt of a contract rom Ehe d strict office of the U. S. Engineers for sewer service at the Army Engineerls Building on the campus. He stated that the contract has been approved in form by the City Attorney, and called for an annual payment of-$63.00 which is based on the regular rate established by the Board, By Commissioner Miller, seconded by Commissioner Barr; Resolved, that the contract as submitted be and hereby is ap- proved, and BE IT FURTHER R Z OLVED that the Mayor be authorized and directed to execute the contract on behalf of the city. Carried. CONSULTING ENGINEERS - WATER AND SEWER DEPT. Commissioner Miller reported receipt of a quotation from Consulting Engineer Malcom Pirnie in the amount of $13,500 for a detailed survey and report of the problems in the sewage system, the report to include a g.,neral map of the sewage system and take into consideration the requirements of that department for the next 30 years. It was agreed to defer action on the natter until the next meeting of the Board. EXTRA SPACE IN PARKING AREA - J. J. N- EWBERRY CO. Commissioner Barr reported that the Bu 1 ings and Grounds CoMittee have instructed zhe manager of the parking area to permit the Newberry Co. to use one extra parking space in the area for unloading freight, since the a;reement made with that Company in 1936 provided for adequate and proper access to their store, while the use of only one parking space has been permitted in the past. REPORT ON AIRPORT EXTENSION PROGRAM Commissioner Barr reporting for the Buildings 9-ncT Crounds Committee stated that the Committee met .=nth Nir. Robinson who outlined his general plan for use of space at the airport or its vacinity. I.ir. Robinson stated that he would require space for a building 50x100 feet to start, with provision for extension as well as hanger space for a number of planes, repair shop, waiting room, restaurant' Ind other necessary facilities. Pir. CARL OF LOTS IN CITY CELIETERY Commissioner Barr reported that the matter of charges for the care of lots in the City Cemetery has been studied by the Buildings and Grounds Committee at some length and since so few owners pay for the care of lots the committee recommend that billing the known owners be discontinued, and offered the fol- lowing resolutions By Commmissioner Barr, seconded by Commissioner Ward; WHEREAS.* it has been customary for many years past to bill owners of lots in the Ithaca City Cemetery for the sum of $1,00 per year to apply on the cost of lot maintenance and care, and WHEREAS, of more than 1000 lots in the Cemetery, there are several hundred lots with no known living; persons responsible for such charges- and WHEREAS, of an average of approximately 150 bills per year sent out, an approximate average of $80..00 is paid, which number will become smaller as owners and members of their families die without leaving any persons responsible for lot care, and WHEREAS, the amount of such bills is too small to justify col- lection by court action or otherwise and thererore those few per- sons who assume responsibility are being penalized while the great majority of the lots are maintained wholly at City expense, a si- tuation that has existed for many years and has been recognized as a problem concerning which no action has been taken (See Book E Common Council Minutes pages 476 and 466 in 1907.) Hopper expressing interest-in the con- templated plans for improvements to Sunrise, Westfield, and Hopper Drivesin Hopper Tract in order that they might be accepted as city streets, and requested the matter be brought to the attention of the Board for further consideration. Mr. Cass reported that the survey of these streets was completed and plans prepared prior to Commissioner Hopperts death but at Mr. Hoppers request the plans were not presented to the Board until certain financial questions were settled. PRELIMINARY PLAITS FOR SEVEN BRIDGES COMPLETED City Engineer Cass presented a comp eted report and prelimi7ary preliminary plans for seven b ridg s as submitted by Modjeski and Masters. He stated that as a result of the trip to Harrisburg and sub- sequent telephone conversations that some changes hove been made in the plans and estimates since the whole committee went over them, which increases the estimated cost to $)3572665, and since the agree- ment with the state requires filing of the plans by March 15 he reconur..ended acceptance of the report and immediate filing with the State Department. Moynihan of 406 Triphammer Rd. was pre- sented to the Board. The claim stated that on the morning of March 7, 1944 a city owned truck struck his parked car in Dryden Rd. and damaged the left front fender. A report by Clarence Pool, driver of the city truck, stated that while pulling into the curb his truok hit the Moynihan car. City Engineer Cass reported that the streets were in a very icy condition on the morning of the accident and he recommended payment of the claim, By Commissioner Ward, seconded by Commissioner Dixon: Resolved, that the claim be approved as presented, and the Common Council requested to pay same as recommended. City Engineer Cass reported that by Sprague and Henwood has been for 282 feet of boring at X3.50 GILES STREET BRIDGE PLAN Commissioner Ward reported receipt from Modjes i and Iasters of two studies for the bridge at Van Nattas. One proposal was for the utilization of the old steel from the present bridge and from the S. Cayuga St. Bridge, and the other for a three span concrete arch bridge. He stated that the Engineers do not favor use of the old steel due to its condition, and that the Bridge Committee recommend com- pletion of the preliminary plans for tho concrete arch bridge the cost Of which including approaches is estimated at ^58,840, By Commissioner Ward, seconded by Commissioner Hull: Resolved, that the recommendation of the Bridge Committee be approved and the Bridge Engineers requested to complete the plans for the concrete arch bridge. REPORT ON AIRPORT EXTENSION PROGRAM Commissioner Barr reported t11at at a meeting held to consider the Airport Program, several p=- opositions were considered and it was unanimously agreed that action should be deferred until a long ranEp policy in regard to the management and operation of the airport is adopted, and he presented the following statement outlining plans for continuation of the study; "Some time ago, the question was raised as to the propriety of the existing arrangement for t� operation of the Ithaca Munici- pal Airport. With the existing conditions of war and with pilot training programs being carried on at the port, it was deemed unwise to make any change that might interfere with the contribution being made to the war effort. However, this Board recognizes the necessity for formulating a long range policy with reference to the management and operation of the airport that can be put irlt o effect immediately upon the termination of the present emergency. Under- the City Charter, as amended by Local Law # 2 of 1942, this duty devnlveN upon the Board of Public Works. The Board has been actively engaged for the past few months In a study of the entire situation and is gathering information from many sources; a large eastern airline has agreed to make a complete survey of the port, including its physical properties and possibilities for future development. The Board expects during the next few weeks to complete an inspection of several of the more important Municipal Airports in New York State. The City Engineer is currently engaged in the study of the problem of water supply and sewer service to the airport. When all possible information has been assembled, the Board will formu- late a general policy that will result in a miximum effective use of the port and the public safe guarding of public interest and a substantial investment of municipal funds that has heretofore been made. Several propositions from private interests are now pending before the Board. It is the unanimous opinion of the Board that its studies and formulation.of a long range policy should not be prejudiced by the premature acceptance of any such proposition at this time. These proposals will be given the thoughtful consider- ation of the Board and such action will'be taken on them as may appear to be in the public interest., and consistent with the general policy after it has been formulated. The following letter was presented to the Board: "April 3, 1944 Mayor Melvin G. Comfort City Hall Ithaca, New York Dear Mayor Comfort: I would again like to call the attention of the proper city officials to the flood situation on the south side. Since the 1935 flood, the fair grounds and property on the south side have four times been menaced-by high water. This in- volves property assessed for about $400,000.00. One of these times was in August, 1937, when there was a low lake level. During 1937, a substantial start was made on controlling this situation. The wall at Park and Spencer Road was finished as was the new bridge on Nost Clinton Street. The cost of completing the job of establishing reasonable control would not be great. The channel on the west side of the fair ground from West Clinton Street south to the city line should be dredged and the dirt thus removed piled on the east side of the creek, thus establishing a high bank. This would prevent the flooding of the fair ground during periods of high lake level or by a rush of high water from the south. I believe this problem merits the best thought of yourself and the members of the Board of Public Works. I know we are all inter- ested in preserving existing values and in keeping potential tax payers within the city. CLEI,NING DRAINAGE DITCHES City Engineer Cass reported that the Town of thaca is doing considerable work in cleaning drainage ditches which will help in the matter of mosquito control and has requested the city to share the expense of cleaning thedrainage ditch on the south city line between Meadow Street and the Elmira Highway, the cities share of the cost being estimated at $150 to $200. Carried. FINAL BILL FOR PRELIMtINARY BRIDGE PLANS Mr. Cass reported receipt of the final ball submitted by Modjeski and Masters for the prep- aration of the preliminary bridge plans. STATEIS ALLOCATION Engineer Cass reported receipt of $leOO from the State ostwar Planning Commission as its share of the cost of preparation of preliminary bridge plans, and an allocation of $5495.30 as the States share for the preparation of final plans which call for completion of the plans by August 2, 1944. In approving the allocation of funds for preparation of plans, Mr. H. A. Evans of the State Commission complemented the city on the form in which the plans for bridges was submitted and stated. "I would also like to tell you the Supt. of Public Works in recommending approval of these plans, enclosed a copy of a letter from Mr. E. W. Wendall, Asst. Chief Engineer of the Department, in which he stated that he thought that they might very well be used as a model for plans subsequently submittedg Mr. Cass also reported that it will be necessary for the Chief Fiscal Officer of the City to certify that funds equal to the State allocation hate been made available as the cities share of the cost cf preparing the final bridge plans, and that decision should be made at this time in re &_rd to the DeWitt Place bridge. FINAL BRIDGE DESIGNS Engineer Cass reported receipt from Modjeski '5nd Masters -of a proposed contract for the preparation of the fiatal Board of Public Works -3- April 12, 1944 4) plans and specifications for eight bridges in the total amount of $16,200. Separate quotations were received as follows: For six bridges $12,000 DeWitt Place Bridge 1,200 Giles St. Bridge 319000 The prices quoted do not cover the gathering of field data necessary before the final plans are prepared, and this work must be done by city forces. The contract also calls for an extension of time for completion of the final plans since the Engineer will be unable to do the work in the time alloted by the state, and Mr. Cass recom- mended that the state be requested to extend the time to December 31* 1944. He further reported that Modjeski and Masters have agreed to furnish one man to coordinate the work gathering field data at a price of $1700 which will be in addition to the price of preparing the plans and he recommended that the man be employe ©d. It was regularly moved, seconded and carried that the Engineer be authorized to employ one man from the office of Modjeski and Masters to coordinate the work of plotting the data, By Commissioner Barr, seconded by Commissioner Ward: WHEREAS„ this Board has received from New York State Public Works Post War Planning Commission proposed contracts covering six bridges in the City of Ithaca designated with said commissionts serial numbers 188 to 193, inclusive, in which the completion date for final plans and specifications is fixed at August 2nd, 1944, and WHEREAS* this Board has likewise submitted preliminary plans and specifications on an additional bridge designated with such Commissiones serial number 15889 in connection with which no-pro- posed contract with completion date has as yet been received, and WHEREAS, this Board has received from Modjeski and Masters, its consulting engineers, in connection with said bridges, a proposal which reads in part as follows: "During these emergency war times, with our organization subject to federal control relative to the use of manpower, the hours of work and rates of pay, it is not possible for us to give a definite date for the completion of any or all of this work. With proper cooperation it may be possible to complete the work prior to the end of this year. At the present time we have sufficient men and organization available to perform all three parts of this work within the estimated time of eight months stated above for completion of Part I. and subject to federal regulations and the demands upon our organization for emergency work, we will endeavor to complete all work and deliver it to you at the earliest possible date. REPORT OF ACCIDENT - WATER DEPARTMENT TRUCK A report of an accident which occured Api;il 13, 1944 between a W a er Dept. truck and a car owned by Mr. John Reynolds of Burdett, N.Y. was presented. The report signed by Franklin R. Beach,driver of the truck, stated that while driving south on Lake Ave. at the intersection of Madison St., the truck was hit on the loft side by a car driven by Mrs. Reynolds, and that the damage to the "ieynolds car was quite extensive, whilo the damage to the truck was estimated at 08.00s The Clerk reported that an estimate of the damage to the Reynolc'_: car amounting to ;;290.28 has been received., but no claim for the damages has been received. POSTWAR PROJECTS City Engineer Cass reported a very satisfactory trip to Albany in regard to the Postwar Projects. Commissioner Miller stated - at under date of Fobruar7 1, 44, at the direction of the Board, the Morse Chain Co. was notified that on and after May 15, 1944 the discharge of untreated acids into the sanitary sewers would be prohibited. Public Works — Cass Clerk - Springer 'SAGE INCREASES Mayor Comfort announced that since the question of wage increases in the Highway and Labor Departments is vary ur- gent that the 1=)oar6. should consider t1ao matter at this time. He seated that Mr. Cass has prepared a schedule of various plans to increase the wages without disturbing the rate structure adopted by the Board some time ago. ` After a study of the various schedules, it was agreed that the plan granting an increase of 5 cents per hour for the foremen, skilled iaborsemiskilled labor and labor groups, should be approved, with the understanding that the increase would be for the duration of the war only, and that the increases be effective only if the employee works 40 or more hours weekly. Mr. Cass stated that this increase in the wage rate will re- quire approximately $10,000.00 per year, of which $3500.00 would be the Water and Sewer Department share and $6500.00 the Dept. of Public Works share, and that it is believed sufficient funds are available in the various budget items, but he suggested that the Common Council be requested to provide funds if necessary to care for a deficit if it should occur. Mr. Cass also made the following recommendations: Place Mrs, Harris, Mrs. Ellis and Mrs. Romanoff, now on an hourly basis in the Water Dept, on a weekly basis and include in the regular salary study group. Transfer H. K. Buckbee of the Water Dept. from the Common Labor group'to the semiskilled group, with an increase in hourly rate from x+54 to x,60. Transfer 0, M. Neigh of the Water Dept. from the semiskilled group to the foreman group and increase the hourly rate from $.70 to $.'75. Increase hourly rate of R. Ryerson from $.64 to $.66 per hour. Offer Paul Fidler an increase of 5 cents per hour in his base rate from �.75 to $.80 with the understanding that he give up all outside work. He stated that no estimate of the cost of 'replacement can be made until the water recedes. He also reported that a section of the retaining wall in Elm St. is in bad condition and may need attention this year. INLET WALL Mr, Cass reported that a section of the Inlet wall south of the MuFray garage in West State St, tipped over sometime ago and that he feels it should be determined definitely if the city has apy responsibility in replacing the wall. Carried. TREATMENT OF ACIDS FROM MORSE CHAIN CO. PEANT Commissioner Miller reported that the ngineers have worked out hree methods whereby the acids from the Morse Chain Co. may be neutralized, but that the plan of increased chlorination at the City Disposal Plant seems to be the most practical. He stated that by increasing chlorination, the difficulity will be over come but-will require installation of equipment at a -. cost of approximately $1,000 plus labor and supervision of the work, and an average annual cost of $400 for extra chlorine. Mr. Vail of the Morse Chain Co. stated that increased chlorina- tion at the Disposal Plant seems to be the best method and that the company would prefer to pay the city for the chlorine and installation of equipment rather than to install chlorinating equipment at the plant, but that he felt that the city should provide for the treat- ment without cost to the company By Commissioner Miller, seconded by Commissioner Dixont Resolved, that the treatment of acids at the Sewage Disposal Plant be approved and the matter of cost be referred to the Water and Sewer Committee for study and recommendation. EROSION - INLET BANK' Mr. Cass reported receipt of complaints from William H, Stimming and C. A. Warne on the condition_ of the Inlet bank in the vicinity of their property in Cherry'Zt. and'W, Seneca St. He stated that at the Stimming property the Inlet often over- flows the - .banks, .and floods-his green houses, 'and at the Warne property -the bank has caved in to a point within a few feet-of the house, and that it seems to be a matter of policy for the board to decide under What conditions the city is to make repairs`to creek walls and banks, of the city -Attorney Powers stated that it is the responsibility /to main- tain the water ways but is not obligated to make repairs to improve private property By Comm.issi.oner .Miller, seconded by Commissioner'Barr: Resolved, that the matter be referred to the Creeks and Bridges Committee, City Attorney and City Engineer to determine responsi- bility and to make recommendations to the Board. Carried. MEETING N. Y. S. FLOOD CONTROL COMi47ISSI0N Engineer Cass reported that the N.Y.State Flood Control ommission of which Alderman John E. Perry is a member, is to meet in Ithaca on Friday, June 16 and he suggested that a formal request be made to the Commission to provide a new straight channel for the Inlet to the, south, which would re- lieve the present channels and.stop erosion of the banks. He stated that Mr. Perry has suggested that any data on this subject be made available to the Commission By Commissioner Ward,_seconded by Commissioner Miller: Resolved, that the City Engineer be directed to furnish all available data and request the Commission to consider straightening the Inlet. Carried. TEMPORARY FISH PENS Engineer Cass reported receipt of a request or perm s9 or. o erect temporary pens near the mouth of Fall Creek where seiner -s may store fish until sorted and shipped. Carried. OFFER OF LAND NEAR WATER BUILDING DECLINED Commissioner Miller reported that recently a plot of land immediately west of the Water Dept. Storage Yard has been offered for sale and that the Water and Sewer Committee feel that it would be of no use to the Dept. EXTENSION OF WATER MAINS - E. ITHACA Commissioner 171iller reported that the State College of Agriculture has requested the city to furnish water from its E. Ithaca storage tank to supply new cattle barns now being constructed east of the Judd Falls Rd. H„ stated that approximately 1200 feet of 4" main will be in- stalled at the expense of the College and he recommended that the request be granted subject to the approval of the Common Council in accordance with provisions of See. 142 a of the City Charter! By Commissioner Miller, seconded by Commissioner Hull: Resolved, that the request be granted subject to the approval of the Common Council. Carried. TREATMENT OF ACIDS FROM MORSE CHAIN CO. PLANT Commissioner Miller reported that the Water and S ewer Comrllittee met but did not entirely agree on the matter of the discharge of acids into the sanitary sewers and the payment for the new chlorinating equipment which has been ordered. Commissioner Ward questioned t1]e advisability of permitting untreated acids to be discharged into the sewers and stated that he did not understand the treatment of the acids at the sewage dis- posal plant was approved by the Board at the last meeting. It was explained that the acids are given some treatment at the plant and that the company has agreed to pay for the additional equipment as well as the extra cost for treatment of the acids. By Commissioner Miller, seconded by Commissioner Barr: Resolved., that permission be granted the Morse Chain Co. to discharge pickling acid into the sanitary sewers on condition that they defray the cost of the necessary equipment and installation thereof, and pay to the city annually on November 1 the cost of treatment of this waste, such permission to be from year to year and revocable upon six months notice by this Board. Unanimously carried and approved. STEWART PARK CONSESSIONS Forester Baker reported that in 1941 Alvah Gilbert signed a three year contract for the privilion, tower and bath-house consessions at Stewart Park for an annual rental of 1'1276. He stated that the payments were madefor 1941 and 1942 but that the payment for 1940 which by action of the Board was reduced to 0100 has not yet been -lade, and that Mr. Gilbert will not make an offer for this year, Mr. Baker stated that two verbal offers from other persons have been made and he recommended that the consessions be given t.o the one makin- the best offer By Commissioner Barr, seconded by Commissioner Miller: Resolved, that the matter be referred to the Buildings and Grounds Com- nittee and Forester Baker with power. REPORT ON AIRPORT PROGRAM Mayor Comfort announced receipt of a letter from Robinson Aviation Inc, in answer to a letter sent Mr. Robinson on May S, 1944. The letter outlined the requirements of the company and stated that space south of the airport which was suggested would definately not be suitable, The Mayor stated that certain members of the Airport Committee have been invited to meet with a committee from the Chamber of Cum - merce on Thursday morning to discuss tho matter. Public Works - Cass C'J.ork - Springer PURPOSE OF Tr IEETING The Mayor announced the meeting was called to discuss the Robinson proposition for use of space at the airport and to decide if possible on the future use of the port. The Robinson letter of June l2th was read and Commissioner Barr reported on the findings of representatives of C. A. A. and The American Airlines Co. at their recent inspection of the field. The minutes of the meeting held in the Chamber of Commerce room June 15th at which time representatives of the City and Chamber of Commerce were present, were also read. Mr. V. A. Fogg, President of the Chamber of Commerce was pres- ent and expressed the opinion that it would be to the advantage of the citizens of Ithaca to permit limited construction of buildings for commercial purposes connected with the aircraft industry on the airport. After extondc,d discussion, it was agreed that due to the limited uses to which the field is adapted that the city would not be justified in financing extensive building and that buildings constructed by private capital be permitted, and it was moved By Commissioner Dixon, seconded by Commissioner Hull: Rosloved, that it is the sense of this Board that limited commercial uses in buildings constructed by private capital be per- mitted on the Ithaca Municipal Airport under such terms and condit- ions'as may be determined, having in mind the nature of the proposed uses, its relation with the aircraft industry or aircraft operation, the benefits to be derived to the cormiunity as a whole and the maximum effective use of the airport. CHAMPAIGN PROPERTY Commissioner Ward reported that Mr. Champaign s exten ng 7-storm sewer through his property to the Inlet and has requested the city to lay the tile and burn a hole through the steel piling, and he recommended that the Water Dept. charge% for flushing the drain amounting to $30.55 be expunged with the understanding that Mr. Champaign is to assume all charges for the installation of the drain and future maintenance. By Commissioner Ward, seconded by Commissioner Dixon: Resolved., that the charge amounting to $30.55 for fluohinG the drain be and hereby is expunged with the understanding that the costofextending the drain to the inlet and future maintenance cost is to be assumed by Mr. Champaign. CONSESSION - STEWART PARK Commissioner Barr reported that three applications have SeeF received for the concession at Stewart Park as follows: Woments Canteen Corps, John Bangs# and Alvah Gilbert. He stated that it has been impossilbe to get an offer from the Woments Canteen Corps but that Alvah Gilbert has offered $ 30. and John Bangs has offered $25. plus 3% of the gross revenues, and he recommended acceptance-of the Bangs offer. R BATHING - STEWART PARK Mr. Baker announced that bathing would start at the park on Sunday July 3, 1944. 1 Board of Public Works -2- June 28, 1944 TREE SPRAYEh Forostor Baker reported that the tree sprayer, purchase in 1928'is about worn out and it is very difficult to obtain parts to keep it in working order. He stated that the Wallace Scrap Iron Co. have a spraying outfit consisting of a new pump with a recondictioned motor and a tank mounted on a 1938 Ford Chassis which may be purchased for $2,000, and as the outfit needs considerable conditioning, the Highway Committeo do not recommend purchase at the price quoted. It was agreed that the Forester should ascertain if new equipment is available and if not, he and the Buildings and Grounds Committee should confer with Mr. Wallace in regard to an adjustment in the price of the used outfit. TREE REMOVAL Forester Baker reported that his tree crew has been reduuceed to'Ewo men and since there are a number of trees which need immediate attention he suggested that an effort be made to enter into a contract with the Asplundh Tree Expert Co., who are now working for the New York State Electric and Gas Corp. to do this needed work# By Commissioner Barr, seconded by Commissioner Dixon: Resolved: that Forester Baker be authorized to contract with the Asplundh Tree Expert Co. for the removal or tri=Iin6 of specific trees, such contract to be approved by the Highway Committee and City Attorney. GASOLINE CONTRACT City Engineer Cass reported receipt of advice from the Municipal Purchasing Service of the Mayors Conference that the State will receive bids at an early date for furr_zshin gas« - ol.ine, and that the city may participate in the purchases by the State. He stated that the estimated needs for the next year will be approximately 30,000 gallons. ' Carried. WATER SERVICE STEWART PARK Engineer Cass reported that the water service to the b�Ia ite Boat House and to the deer pens are leaking and should be renewed before winter. IIo stated that since the present pipes were installed before the park was filled that they are covered to a depth of approximately 12 feet and it would not be economical to undertake repair to the prosent iron pipe line. He further stated that the estimated cost of installing approx- imately 694 foot of copper pipe will bo X500. which will not include repatching the roadway, and he suggested that the Stewart Park Com- mission be requested to provide funds for resurfacing the road. TREE SPRAYER Forester Baker reported that he has contacted the Friend Co. and the Bean Co. manufacturers of tree spraying equipment, and while no reply has been received from the Bean Co., the Friend Co. report that it is possible to obtain spraying equipment with proper priorities. Mr. Baker also stated that Mr. Wallace has agreed to reduce the price of the reconditioned spraying outfit to $1750. FIRE INSURANCE RENEWAL - MUNICIPAL BUILDINGS A letter from the Ithaca Insurance Agency was presented ca ling attention to the fact that that the Fire Insurance Policies on Municipal Buildings expires on August 1, and recommending an increase of at least 10% in coverage. Attention was also called to a Blanket Form Coverage now avail - able to Municipalities which may be written for an estimated increase of $700 in premium, and based on an increase of at least loo in valu- ation since 90% coverage is required with this form of insurance. The Clerk reported that a Committee consisting of Aldermen Shurger, Gillette, and Slocum and Commissioner Ward met with rep- resentatives of the Insurance Co. last evening and agreed to recom- mend the adoption of the blanket form of coverage and requested the company to submit a statement of values based on a 20% increase in valuationsdue to the increase in cost over the last three years, Commissioner Ward again expressed the opinion that the latest appraisals, which were made three years ago by Insurance Company Engineers.is toolow and that the city should employ a local person to make an appraisal for the city By Commissioner Barr, seconded by Commissioner Hull; Resolved., that it is the sense of this Board that the blanket form for insuring city property be approved and adopted, and BE IT FURTHER RESOLVED, that this Board recommend to the Common Council that an independent appraisal of all city buildings be made by an appraiser approved by this Board, and BE IT FURTHER RESOLVED, that the Common Council be requested to proviae funds for such appraisal. Plain, Park St., and the Elmira Highway, and explained that of the eight lots in the proposed sub - division only one would have a sat- isfactory depth for building, and that an estimate submitted by the Assessor indicated the return of approximately $500 per year in taxes if all the property was disposed. of. An alternate plan was submitted which would utilize the area for a small city park and the estimated cost of conversion of the area would be approximately $3,0130, and as it would require; a con- siderable amount of top soil which can bo obtained only in small quantities that the cost could be spread over a period of several years. Mr. Evans stated that It seems advisable to complete the pro- posed flood control projects before insisting on the Inlet improve- ment, and that he would be pleased to i -aeet with City Officials at any time after Sopt. 20. Mr. Cass was requested to arrange with Mr. Perry for a meetin with the Commissions and Federal Engineers and the Creeks and Bridge„ Committee to discuss the Inlet project. G.L.F. PROPERTY .. S. MEADOW ST. Engineer Cass reported receipt of a letter from the G.L.F. Holding Corp. stating that the plan for widening the intersection at S. Meadow and Fulton St. has been ap- proved with the exception of proposed sidewalk installation which can be sattled at a later date, and that the dead to the property is now being prepared. INJURIES - MRS. MARY HUSAR Engineer Cass reported receipt of ad- vice by telephone on August 11, 1944 of injuries alleged to have been sustained by Pars. Mary Husar. of 123 Cherry St, when she fell on the Brindley St, bridge, and that on August 14, Mrs. Husar advised him of the accident and that today Dr. Galvin advises that it will be necessary to have x -rays before furth3r treatment may be given, and apparently wishes assuranec that the cost of x -rays will be paid for before they are ordered. It was agreed that no action could bo taken until a claim is prosentedf Mr. Cass reported that tho Brindley St. bridge is not designed for foot traffic but is the only access to the Cherry St. section except by way of Floral Ave. and W. He stated that the site, which is lo- cated between the Warren-and Town Line Road, north of the Town of Ithacats northem boundry, seems to meet all requirements for a high class airport, and after preliminary inspection by represen- tatives of C. A, A. and the j;me.rican Airlines Co. was approved by those representatives, and the C,, AL A% has promised to approve the site as a class 3 airport, Mr. Hollister reported that options have been taken on the property and that the next step necessary before further work can be done will be surveys, the cost of 'fiich, is estimated as follows; 1.
