Peters reported that the reason he had not yet signed the agreement for the lease of the Airport was that the hangar was still under con- struction so that he could not use it to advantage and that he could not afford to pay the cost of heat,water and electricity that was being used during this coz struction and at the same time pay rent. E.Green St. A request from 'lr. R.E.Treman for permission to Curbing out the curb on Last Green Street between the Gas & Electric property and the old Lyceui property, was referred to the Highway Comnittee with power. Lake St. A request from l.qr. Charles Krancz,*509 Lake St., "Nook's that the City repair the wall along the Creel. near Kline Road was referred to the Highway Committee for investigation and report. L.V.R.R. The Ulerk reported receipt of deeds to effect the Taughannock return to the Lehigh of the abandoned portion of Boulevard Taughannock Bgu,,lev d which they originally deeded to the City in /ael4h` llg���engular portion of land adjoining 4e Airport between the Inlet and the new location of Taughannock Boulevard. By Commissioner TAiller: seconded by Con. Sawdon: WHEREAS, the Board can see no objection to exchanging with the Lehigh Valley Railroad the abandoned portion of Taughannock Boulevard running through their property for a portion of their property between the Inlet andAthe present location of TaughaiZZock Boulevard, and WHEREAS, the City Engineer and City Attorney have inspected and approved the deeds submitted to effect such transfer, now therefore, RESOLVED: that the Board approves such transfer and reco:-_,?_,ends the sa qe to the Co- =on Council for their approval, and their authorization for the 11ayor and Clerk to execute said deeds in behalf of the City. Unanimously carried. Damage Two damage claims were received; one frorl Claii:-,s Edward W. Wilson for .;�440 and one from Josephine G. Wilson, his wife, for $1,077.00 both as a result of da:lages received when their car struck a limb of a tree that had fallen to the pavement near the foot of University Avenue,, as stated in their claim. It was moved, seconded and carried that the Board recom� end to the Common Council that the clai _1 be denied. Aurora St., A coim-_iunication was received from mrs. E.Jackson, sidewalk ;841 N. Aurora Street co._iplaining of the continual icy condition of the sidewalks) which was claimed was due to raising the grade 'of the curb and front lawn, The City Engineer was requested to notify her that he would investigate her complaint. Sidewalk The Clerk read a proposed for m for a sidewalk Cleaning CIC,:.nia- ol-der..' -4ich the Police Department had Order agreed to serve on property owners who failed to keep their sidewalks free from ice and snow. On �-I,otion the fora was approved and the Police Department requested to cooperate with the Board in its use and enforcement. Parking The Clerk called attention to the greatly Area increased use of the Parking Area during 1934 as .detailed in the annual report just received fro::, l'r. " . from parking over the previous income being $3,874.40, and the during the year 25,829. -2- 1 -23 -1935 year amounted to $1,180.31; the total total number of cars parked Mork The Engineer reported that the Work Relief Relief Comzittee had suggested that preli:_iinary plans be prepared for the *roposed northern boulevard at Falls Street, and in this connection requested approval of having Professor Burrows :.take a prelininaxy study of the proposed Inlet bridge- and its cost. The Board expressed themselves as being in favor of having such plans prepared so that in case of having special relief allotment's the City would be in a position to start work iiraediately. The suggestion and recoil: ::endation of the Committee were therefore approved and it was also suggested that tentative plans including grade crossing elimination of the Auburn branch of the L.V.R.R. at Falls Strut. The work Relief Co,,-Amittee reported that they had approved a supplement to Giles Street work project for the construction of curb and gutter and the improverient of drainage; also a supplement to the Six mdle Creek work project for the const'ructi= of a stone rip -rap along the ruin channel of the Creek together with some additional dredging and the tentative inclusion of a foot bridge, it being under- stood that the Engineer is to sub -ait a plan and get approval of the foot bridge before proceeding with the w orL-; also an approval of the application and plans for a stores serer in West Green street between Plain and Corn streets. The Conmittee also reported that a study of the allotment for mat erials indicates that the major portion of future -material costs can probably be covered by the ::iaterial allotment. It was moved, seconded and carried that the report ouid action of the Cork Relief Coi- maittee be approved. Old Reporting further the Relief Coruiittee stated Hangar that they had withhold approval of repairing the old hangar to preserve the building because the estimates were much higher than they had anticipated, i.e., Repairs to Roof - - - ---- ---- - - - - -- -'588 *70 Repairs to door track support- - - - - - - - -- 68.03' Repairs to doors - - - - - - - - - - - - - - - 29,9.16 Repair s to and closing � indors- - - - - - - - Repairs to Coiling & P:iiscellaneous- - - - - 176.81 Total X1,191.90 After some discussion it was agreed that the plans and esti­:lates for this work be postponed for the present and that it be t-tken up in the future when opportunity offered. The Cor_lraittee also requested the 3oard's approval of preparing plans and cost esti }rates for widening St wart Avenue fro-. State Street north to the City line; also plans for landscaping the ne,:, fill between Nort A Cayuga Street and Lake street near Steaart Park, with the thought that both of these projects should be planned a_-id available should a change in the Yrork relief set -up afford an on-o_ or- tunity to acco.2plish this worh'. Biological The Engineer reported progress 'toward obtaining Station the University Biological Field Station as a 100%, State project. 3. P. Truck Commissioner Merrill reported that the ;ids specifications for the trucks had boon prepared. Dy Commissioner Miller: seconded by Commissioner Allen: RESOLVED: that the Finance Committee be and they are hereby authorized to in ;ediately advertise for bids for the desired equipment. Carried. Typewriter Connissioner Merrill reported that he had Work found sane good used long carriage typewriters 3ureau which could be furnished for a very reasonable figure and reco 7oided that they be bought for the Torh 3ureau to discontinue the expense of renting such equipment. On motion of Commissioner Miller the recommendation was approved and so ordered. Savercool The matter of correcting,if necessary, the N.A. bill rendered to Mr. N.A. VanBlarcoia: RESOLVED: that the _iatter be referred to the Finance Committee to consider and tabulate the bids and report to the Board at an adjourned session to be convened at the call of the Mayor. Carried Water Shed Commissioner Sawdon explained that he wished to Railroad offer the following resolution as result of the Crossing request of Tyr. Johnson, Engineer of the D.L. & W.R.R. Company. By Commissioner Sawdon: seconded by Con. k=iller: RESOLVED: that the D.L. & s7.R.R. Cor..ipaay be and they hereby are relieved of any and all responsibility in connection with the crossing of their tracks by the City o-r its work relief forces in connection with ha=iling lumber and supplies to and fron the water shed, provided that the City be permitted to lay plank between the rails of such crossing under the direction and supervision of the Railroad Company. Gentle-men:-After having carefully examined the bids for trucks for the City, your committee recoymmends the acceptance of the bid submitted by the Finger Lakes Garage Inc. Their bid on Ford truch.s was the lowest bid received;to all intents and purposes they have complied with the specifications, and have offered satisfactory guarantees that their equipment will do the work required. In considering the purchase of trucks for the City, your cor. -T-a .ttee . has taken into account operation and maintenance costs and service. Also we have considered the need of conserving City finances at this time. In view of the condition of ,many of the Cities truc'_cs, other. purchases may have to be considered in the course of a year. Respectfully sub=mitted, ( Signed) A. I, Aierrill W. JCi. Engineer Eustance reported that attempts were being made to elii-Anate the ice jam in Fall Creek; that the cost had already exceeded the budget by $�00; he suggested requesting an increased appropriation; the ,matter was referred to the Creek Com.with power, The, Sewer Committee was directed to purchase the new automatic sewage screens at once. Sewage Engineer Eustance reported that 'the Sewer Cola- - Screens mittee had decided on an auto.-.latic sewage screen manufactured by the Jeffrey Company a--rid that he had written the:1 fox a confirmation of their previous quotation $2,185 =--iplete and installed. W0r' The i7ork Relief Co::12_littee recor,..lended the Relief approval of two new projects; a tool house for the golf course at an estimated total cost of $2,666.95; and a storm sewer for Maplewood Grove Park. at an esti:llated total cost of $892.52. It was moved, seconded and carried that these projects be approved. E.State St. The Engineer reported that the Highway Committee Third Street had authorized the construction of a drain as requested by -.4r. Tyler adjacent to his property on East State Street, and also a drain near the Junk Company property on Third Street., Sanding I,iayor Smith stated that he had heard many Streets favorable co, :invents on the way the icy -hills and mid -town crosswalks had been sanded this reinter, and pointed out that most of the credit should go to the work- men who have so faithfully performed their duties early in the morning and late at night. Airport Attorney Stephens reviewed an alternate lease Lease proposed by 2 ?r. Peters and co�pared the sane with the lease proposed by the Board. After a thorough dis- cussion of the problem it was finally agreed: First,that the original contract as drawn by the City Attorney be adhered to,except that the item regarding heating, calling for a 'tco °afortable" temperature throughout the building be changed to require only sufficient heat to properly safeguard the building and its appurtenances against freezing. Second, that the lease also state that ii"1 con- sideration of the City waiving a rental charge of $50.00 per Month for the .months of October, Nover_lber and December 1934, Mr. Peters thereby grants and conveys to the City all his right, title and interest in and to the old hangars. Third, that the lease be dated January 1,1935 but that in accordance with the Board's previous action, the x$.'50.00 mO11thly rental be waived for the months of January and February due to the fact that construction work in the hangar was not completed until after that tile. Fourth,that 12r. Peters be notified of this decision and requested to promptly notify the City whether or not he will accept and sign the lease. Water Dept, By Commissioner Sawdon: seconded by Co i.1ierrill: Truck RESOLVED:that the Water Superintendent be authorized to purchase a new Dodge truck at a cost of 0970.00, and the estimated trade -in value of the old truck at 0150.00. Howe appeared before the Board request — Mitchell St ing further consideration of the desirability of cutting back the north -wost corner of Mitchell and State Street in order to reduce the traffic hazard at this point and also to erect a warning sign at the approach to the Mitchell Street hill. The matter was referred to the Highway Committee and City Enginoer regarding the cutting back of the corner and with the further suggestion that the Committee meet with the Committee of the Common Council with Relations to the Police Department to secure the erection of the desired warning sign and also to obtain the cooperation of the Police Department in checking overloaded trucks. The Clerk read a communication from Mr. VanRensselaor calling attention to the second serious accident at this intersection and requesting permission to install at his expense some reinforced concrete posts along his frontage. The Clerk was requested to report that the Board did not favor such a solution of the problem but that they were giving the matter consideration and would report later. Morris The Committee was requested to investigate the Avenue family who are living at #109 Morris Avenue and reported to be paying no rent to the City for such privilege. Cobb Engineer Dustance -teported that Mr. Cornelius Street at #113 Cobb Street had requested that the City construct a concrete wall at the edge of the sidewalk along the Terrace in front of his property. Percy Mr. William Sammons appeared before the Board Field in behalf of the Ithaca City Baseball League requesting that the City waive the 10 fee collected from all gate receipts to offset the cost of maintenance of the Field. After some discussion the Board agreed that persons enjoying special privil &ges or special use of pubiio property should be expedted to pay something toward the maintenance thereof rather than place the entire burden on the taxpayers; and therefore decided that the request be denied and the usual fee of 10% of the gate receipts be retained. Cornell A representative of the recently formed Cornell Yacht Yacht Club appeared before the Board and reo_uested Club permission to rent the lower portion of the Wait Boat House for storage of their boats. The Board approved the request and referred the Matter to the Park Committee to obtain the approval of the Stewart Park Commission and then to agree with the Yacht Club as to a reasonable fee for the privilege. Post Office The Clerk reported that the local postmaster Fence desired the opinion of the Board regarding the removal of the line fence now marking the boundaries between the Postoffice property and the City property. The Board directed the Clerk to report that they desired to have the fence remain as it is. Isolation The.Clerk reported receipt of a request for the Hospital installation of a new sink and hopper in the Isolation Wing of the Hospital. The matter was referred with power to the Public Buildings Committee. Valley A communication was received from Mr. L.D.Carner Road suggesting that the Board construct a, fence along the south side of Valley Road where it passes the old quarry in Qrder to protect this portion of the street against the possibility of children or pedestrians falling from the roadway into the quarry. The matter was referred to the Highway Committee for investigation and report. Linden Fire Chief Reilly discussed with the Board Garage members their policy regarding gasoline curb pump and similar equipment. The Board reaffirmed their previous stand in this matter and agreed that no additional permit would be issued for curb pump or other similar devices for servicing automobiles in the public streets. The Clerk was therefore directed to notify the Linden Garage that their request was refused. Taughannock A request was received from the Colonial Boulevard Beacon Oil Company for sanitary sewer service from Taughannock Boulevard to their property north of the Lehigh Valley freight house. Sta.te Street where some property owners ha)d re- quested the City to construct their sidewalks,drivevvays etc., the Board reaffirmed their previous decision and policy of not doing -any work on private property or in competition with contractors. The Relief Committee reported th=at they had approved a supplement to Taughannock Boulevard project which covered the relaying of the pavement to match the new grade established for the new portion of Taughannock Boulevard and also the construction of a stone culvert over the ditch at the south line of the Airport; total expense $2,575.50. Also that they had approved a modified project which would include extra, excavation where the cuts are sliding on Cornell and Giles Street and one of the construction of gu?rd r;nil; Total expense $4,037.29. Also a. project for cleaning the development of that portion of Stewart Park east of the railroad right -of -way, being the improvement of the esplanade., the Homestead lot, the Camp Site and the new portion that had recently been filled;Total expense $5,497.70. Also the approval of a project for the replacement of the existing inadequate storm sewer and catch basin at the intersection of Eddy and State St; estimated expense $1,953.09. It was moved by Commissioner Miller, seconded by Commissioner Merrill; RESOLVED: that the action of the Committee be approved and confirmed. Carried Reporting further, Comm._ :..filler stated that the Committee had made an estimate of the amount of work relief projects now available; some of which cannot be done at this time and others they desired to hold over until next Minter. In this connection he stated that the Committee had prepared a list of Public Improvements which might be undertaken as a Summer program of work relief, providing the Common Council desires to continue this work a,nd provide the necessary a,dditiona,l -aoney. Public Mayor Smith opened a Public Hearing on Hearing sidewalk notices previously authorized. The Board Sidewalks decided that the letter from Mrs. J.jff . Singleton regarding her property at #845 No. Aurora Street did not constitute valid excuse for not complying with the order, and therefore decided that the order to construct the sidewalk should stand. A request was received from Mrs. Sepos to cancel the order requiring sidewalk at her property at ¢#316 Third Street on the ground that she could not afford to construct the sidewalk since the family was on public relief. The matter was referred to the Highway Committee with power. Similar action was taken on the request of Minnie D. Berry, 111 Hudson Street. Similar action was taken on the request of Mr. Blostein and also Mr. Sweedler regarding the construc- tion of sidewalks at their properties on Third Street. Grand View On motion of Commissioner Sawdon the ex— Avenue tension of sewer and water mains in Grand View Avenue were ordered made as result of personal request of property owners on that street. Dean -- Phipps Commissioner Miller called attention to Store the apparent disregard of City regulations by the D @air -- Phipps Store at the S.E. Corner of State and Tioga Street by operating a sort of Garage in the rea.r pf this store and by chipping off the top antside-.cornefi -of -the medina stone curb on Tioga Street to permit a driveway for cars into the rear of the store. On motion of Commissioner Sawdon the Mayor was directed to appoint a special Committee to investigate the situation. The Mayor appointed Commissioners Miller and Sawdon as such Special Committee. DeWitt Engineer Eustance explained to the Board Place a request of Mr. Arthur Holland of DeWitt Place to have the City repair the driveway to his property which he claimed was being used as a public turnaround. Hopper of West Hill claimed that according Water Main to his contract with the Board, he should be reimbursed for two water meters that were now connected to his special main. Superintendent Carpenter explained that these two meters were in service prior to the installation of this special main and that they were merely transferred to this main because the lines they were connected with developed a leak. On motion of Commissioner Sawdon the matter was referred to the Water Committee and City Attorney with power. Street Car Attorney Stephens reported that according to Rails -Court decision in similar cases, the City would no doubt be responsible for accidents caused by the street car rails being left in the street after they have been abondorfed. Work Director Oakley reported that the Work Relief Bureau had received an additional allocation of $14,000 at 100% reimbursement to cover the cost of the general clean -up following the flood and also reported that during this emergency period of restoration, he had been authorized to work his men a full eight hour day for six days of the week regardless of their budget, but that the amount they ' .- earned in excess of their budget requirements would be deducted after the emergency period on the amount of relief given them until such excess was used up. Engineer Eu.stance reported that in connection with-the flood he had ordered selaen pumps from Newark,. N,J. , to reinforce those that were now being used to pump out the cellars that had been flooded with water. In this connection the Mayor also reported what had been done and.what the plans of the National Red Cross and other agencies were in connection with the work of rehabilitation. In connection with the work of repairing flood damage it was agreed that the City gravel bank could be used for fill ; that a record should be kept of all cellars pumped out ; that the Mayor and as many members of the Board as can be gotten together act as a Committee to consider applications to the T.E.R.A. for reconstruction of flood damage. Cascadilla Commissioner Miller reported the bad situation Creek now existing in the lower end of Cascadilla Dredging Creek below the railroad bridge end suggested that if the City could obtain the use of the State Berge while it is here for the Inlet wall project, that it might be used to very good advantage in removing the silt from this portion of Cascadi.11e, Creek. It was estimated that the total cost of the project would be not to exceed $1,500. Employee's Attorney Stephen-- suggested that'a.11 Examination laborers workint: for the City be required to take a, physical exf urination so that vie would have a record of their physical condition. He pointed out that in case of accidents occuring in the future, this information ivould be of material value saving the City from payinz_ workmen's compensation benefits for losses that did not actually exist. On motion, it was agreed that the Board of Health be requested to authorize their Health Officer to make such examinations for the City. Use of Engineer Eustance requested that the Equipment_: Board waive its recent action re�•arding the use of City equip :iient to the extent of permitting equipment to be loaned to Cornell Ulliversity and to the State, County and Town government. Highway Commissioner VanBlarcom reported that there was Fund insufficient money in the Highway Fund to operate for the balance of this year. State St- Stewart Commissioner Sawdon pointed out that in the Avenue anticipation of the paving of Stewart Avenue Paving and West State Street, the Gas & Electric 80., were now laying new gas mains on Stewart Avenue and that they were also renewing gas services on both of these streets. He.suggested that this would be an advanta.`eous time for property owners to have their water services renewed if necessary and sewer services installed. Project project for the Airport, which was approved September 9th calling for contribution by the City of $435.00, had been revised because it had been found necessary to use twice as much tile as originally planned. State St. Cor.ii.ssioner Sawdon reported that he had Bridge attended the r.leeting of the Co r-ion Council earlier in the evening and secured an additional appropriation of 0500 for the repair of the W.State Street bridge,such appropriation to cover the extra expense found necessary when the bridge was dismantled. On motion the Engineer was directed to proceed with this project. Tigter Extension A petition fro:: residents of Hanshaw Road Hanshaw Road for extension of water services in that section was received. Co,,,missioner Sawdon pointed out that i.ir. Neti ;-lan already had a line on the south side of Hanshaw Road and if his per::iission could be obtained to allow these property otimers to connect to his line, he wouldreco:i.iend that the City extend the present line on Triph.armer Road north for about 700 feet to connect the dead ends on Klinewo_od and Hanshavv Roads. The estimate of such an extension was 01,500- It was loved, seconded and carried that the matter be left with the deter Co ::r.._ittee to i:sake suitable arrangements with Mr. Newnan. Filter Plant Alterations 00mr.li ssioner Sawdon reported that the Cor =ittee had been considering rmking some reductions in the operating expense at the Filter Plant. With this in view, he reco::.ri ended the replacing of the recording instrur_lents now in the Purr ping Station with two Sinplex electjic recorders to be installed in the Filter Plant at a cost of 01,210. He also recor.-- ended the purchase of new depth gouges for the reservoir. These changes would eli::.linate the necessity of operators ^.t tie purlping st= ltion. Installa- tion of the new gauges over the over the City's right of way north of the Catholic Ce::etery would also eli: -Anate the annual fee of OW paid ::rs.
