PLACE again urging, in behalf of the property owners

Extension being constructed where Cornell Street is being
opened through to State Street. Engineer Eustance reported
that Cornell Street had been widened at this point to
84 feet, which was expected to relieve the approach to
Cornell Street fro1 State Street at this point.
Carpenter,G.D. Corr.Ussioner Sw:�Ydon pointed out the added
Wage duties and responsibilities of ::r. Carpenter
in the ,later Department due to the extended
illness 'of Superintendent Bishop and remr. fended and
,.loved that his wages be increased fro:_ $35.00 per week
to $45.00 per week. The motion was seconded by Cori- �issioner

At the Meeting last meek I told you that I believed a
saving of about $3, 600.00 could be : -lade tiaithout adversely
affecting the �mrk done under your City Superintendent and
City Engineer and you were told that in .ly opinion your
City Engineer could best fill both positions.
I believed then as I now believe that every dollar we
could save in ad_linistrative expense should be saved because
we would. need it in our employ -ent and other relief work.
About two days later a good friend of :.iine fro:--a the
Journal —News told me the Journal —News :- -mr_agc_.ent believed it

Frank Feller, and that the Journal- -13ews :light decide that for
the best interests of Ithaca the Journal —News '"light co : e out

that I Mould not object to any one t s criticising any action

expect criticism and constructive suggestions fro..

tion had convinced hi:.i that it would be a Mistake to re;.love

Federal aid rorh was in progress that he �:-ould have to so
report if .':r. Feller :aas to be relloved.
I understood from, the conversation hid i-ith rr•
Cardwell that if r. Feller was removed it :sight delay or
decrease the a.:,ount of Federal aid to be granted Ithaca.

and that such delay or decrease of Federal aid would seriously
decrease Ithaca's relief erliploynent during the next few, rlonths.
Believing that it was nore important to satisfy Federal
aid headauarters than to insist that ray personal opinion be
followed out by your Board, I told 111r. Cardwell in substance that
I would withdraw my previous recomiendation to the Board of
Public t "orks and recormend the reappointment of i:_r. Feller which
I now do at the same time recormending the reappointment of
K.T. Harry Eustance as City Engineer.
As soon as I could locate 11r. Feller I told hin what
had transpired and what I proposed to do and later in the
presence of HT. Feller and i:ir. Cardwell I repeated in substance
the statements I had nade to each.
The evening following riy talk with and promise to
ISr. Cardwell the Journal -News Editorial appeared and I take no
exception to that or any similar editorial or news article.
Because :iy first recor_Zr:endation was nade before
Hr. Feller and the Press I have withheld this statement
until it could be _:ade before :r. Feller and the Press.
The final selection of a City Superintendent is,
under Ithaca's Charter, to be :_lade by your body.

Cornissioner Sawd.on strenously objected to the
P.W.A. so atte..lptiu to dictate to the Board, under threat of
withholding or refusing Federal aid to the City. He also
criticised the Journal -News for its editorial as attempting to
arouse public senti: lent and influence the Board before the
members had an opportunity to consider the reco_::-.iendation of
the i:iayor and act upon it from an impartial view- point.

Minutes Minutes of preceding meeting duly approved.
Morris Mr. Bethel informed the Board that he was in the
Avenue market for second hand lumber and asked if he might
purchase one of the old buildings taken over by the City
on liorris Avenue. The request was referred to the
Public Buildings Committee for investigation and
report. (Rur_lsey)
Floral Mr. Bethel also asked the Board to improve the
Ave. condition of Floral Avenue. This request was referred
to the Highway Coruiittee. (Evans)
Skating The Clerk reported that the Planning Commission
Areas requests the Board "to provide skating areas for children
in natural places such as Vanilatta Dare, Caseadilla Creel;
and the Lagoon in Stewart Park ". The matter was referred
to the Public Grounds Committee with the recommendation
that they confer with the Police Commissioner to the end
that better skating facilities might be arranged
for children.
City The Clerk also reported that the Planning Com-
Hall mission suggested to the Board that they consider
Fu.,_Ziga- the desirability of fumigating the City Hall. The
Lion suggestion was referred with power to the Building
Cor_imittee. (Ramsey)
Casca- Commissioner Evans reported that the only apparent
dilla Ave. solution to Mr. Niedi.ck1s complaint that passing
vehicles spattered mud fro:a water holes in
Cascadilla Avenue against the neaxx -by houses, would be
to hard surface this dirt roadway. He suggested however,
that some improvement could be made in the intersection
of Sears Street by resetting a pole and cutting back
the corner. The Engineer was requested to make a survey
of such improvement.
Filter Coninissioner Sawdon read from the annual report
Plant filed by Dr. Cha.<ot on the operations of the
Filter plant. The report was accepted and ordered filed.
Water Commissioner Sawdon reported that the building
,fain operations on Triphammer Road necessitated an
Heights extension of about 340 Beet of i_lain northerly from
the present 8 inch rain at the Village line. He explai_zed
that a. 4 inch riain would be ample for the services
at this tirle and pointed out that this extension should
be an S inch :lain so that it could be extended in the
future to the T,,ains in Klinewoods and Hanshaw Road �.i -:.d
thus afford circulation Ala direct feed to the north
fro.. the .e-�.T standnipe. He reported that the property
owners had agreed 0trench'--and back fill for an S inch
:_gain and pay the cost of a 6 inch riain provided the
City taoulc?. lay an 8 inch gain and rieet the differe.zce
in cost. T'_1is proposition, it Was pointed out, would
;:lean an oxpenditure of about $150 for the City for ;rains
outside the City lii_Zits, but it was agreed that such
invest.ent in this particular case Mould be warranted
in view of the facts.

17ater Co Imissioner Sawdon stated that two years ago he
Rates had reconr-lended investigation of a possibility of reducing
the water rates,and that he now desired to renew that
reco:.iendation. He stated that he believed that if the
Suter Depart12ent received its fair share of revenue for
the sale of water for flushing etc., and for the use of
its equip._ient, :.laterials and supplies, and also for its
hydrant service it would probably be possible to give at
least the s:_lall consumers, a 10% reduction.in rates.
Toward this end he suggested the appointment of a Special
Committee to make a careful analysis and report their
findings to the Board.
Commissioner Lrliller disagreed with Commissioner
Sawdon' s suggestion that such ComL7. ittee be composed of a
Corymissioner, an,, Alderman and a citizen at large, stating
that he believed the Board should first ;:lake the careful
analysis and decide on its policy before bringing in
an Alderman or an outsiders and he therefore MOVED,that
the hater Cori zittee act as such investigating Corr ittee,
undertake the necessary analysis and report, its findings
at some future meeting of the Board. The motion was
seconded by Commissioner Sawdon and carried.
Audit

RESOLVED: that the bills approved and audited
by the Finance Corr ittee be and the same hereby are
approved for payment.

Giles Reporting for the Cor_mittee,Commissioner 1- .filler
Street stated that in securing rights —of —way for the proposed
improvement of Giles Street, it had been found desirable
to move the point of intersection with State Street, so as
to bring it directly opposite the Cornell Street inter-
section. He reported that options had been secured for
the rights —of —way necessary at a total cost of $1,920.
By Commissioner Igiller: seconded by Commissioner Sawdon:
RESOLVED: that the new location of rights —of --wad,
for Giles Street be approved and the properties acquired at
the respective costs reported by the Co- mmittee, aggregating
$1,920, and the Clerk authorized to pay the proper con-
sideration for each parcel on the receipt of proper deed.
Carried.
Sick At the Clerk's request for instruction, he was

sick leave (Bishop, Waltz and English) for the month of
January. The matter of continuing payments thereafter
was referred to the Finance CorZlittee.

Water A communication was received from I.L.Pearsall
.:lain requesting that he be relieved of paying interest
Pearsall on the cost of installing the water in Pearsall Pl.
Place On notion of Commissioner Hiller the
request was referred to the hater Committee for
investigation and report.
Cemetery The Clerk reported that he had been notified
Bequest that the City had been named as one of the
legatees under the Will of Belle C. Treman, to the
extent of $100 for the perpetual care of the
Clinton Cemetery lot.

RESOLVED: that upon the delivery and receipt
of $100 for the perpetual care of the Miles Clinton
cemetery lot as specified in the Will of the late
Belle C. Trepan, the Mayor and City Clerk are authoriz-
ed to attach the Corporate Seal to the formal ' ecc pt-
submitted by A.H. Treman as Attorneys and execute the
same. Carried.
Oil & The Ulerk reported receipt of the usual
Grease annual contract with the Kendall Refining
Contract Company to furnish oil and grease for the ensuing
twelve months.

RESOLVED: that the contract be approved and
the Mayor and Clerk authorized to execute the same
in behalf of the Board.

New Superintendent Feller called attention to the
Trucks fact that no new large trucks had been purchased during
the past few years, and that it would be necessary this
year to replace at least one of the old trucks. He
suggested the matter be referred to a Committee but as
these trucks were used for both the garbage and
highway service he did not know which Committee
should act. It was agreed that the Chairman of the
Finance, the Highway and Garbage Committees be appoint-
ed a Special Committee to investigate and report on
this matter, and the Mayor therefore named Commission-
ers Morrill, Evans and Miller to act as such Committee.
0. W. A. Reporting further the Superintendent stated

Renwick Cormissioner Sawdon read a letter from
Heights L.A. Burcklmyer,Jr of Renick Drive reauesting a reductian
Hydrant in the annual hydrant charge glade to that territory
Charge served outside the City li ::Zits. The Clerk was requested
to reply and explain the reason why such charge is
just and .iust be- ina.intained.

The rater Committee net at the Water Building
today and gave careful consideration to the advisability
.of reco ::h: ending a reduction in the water tax, especially
in the lower brackets.
It was recognized that there could be no reduction
in the expenditures of the Depart lent this year,
so that, any reduction mould have to be from funds
over and above the amount of revenue reccived..last year.
It is the opinion of the Co:m-_iittee that the hydrant
charge of $11.,000 against the General Fund is a just
and fair charge and is in accord with the general
practice of cities in this State as well as in the
cities in general throughout the Nation. Any reduction
in the water tax :7ould have to be balanced principally
by this hydrant charge.
However, the Co.:..mitteo recognizes that in vies of
the finaL•icial condition of the City,together with the
fact that their have been no public improve-lents mde
to balance depreciation, except on borrowed capital,
fox. several years, that this would be a very difficult
year to :.ieet financial obligations and that the Council
eight find it especially difficult to moet this paynent
thi s year.
Your Co;m::iittec, therefore, reco.::•.�ends that a
further study be : -iadc to endeavor to reduce the ;later
tax at the earliest date possible and that the hydrant
charge be ti:aived for this year only.

Terrace In connection with the proposed improvement of
Place Terrace Place, which had been discussed from
Improv. time to tine, the Engineer reported that a search
of the deeds discloses the fact that most of the property
owners on the nest side owned the fee in this street.
Discussion brought out the sentiment that whether the fee
in any street was onned by the City or the abutting
property owner :_lade little difference with respect to
the City l s right or obligation to i:Nprovc and maintain it
as a public way.
It was NO .ED by Conmrmissionor Rumsey, seconded
by Commissioner filler and carried. that the Superintendent
fill the bad holes in Terrace Place and put the street
in reasonable condition for travel.
Casca -- Commissioner Allen reported that a
Dilla Cr. substantial sand bar had formed in Cascadilla
Sand Creek near Johnson's Bost Livery. , Connissioner
Bar ZuNsey suggested that the renoval of this bar Might
be undertaken at a later date when funds are available,
or as a work project; and the matter was, therefore,
laid on the table for the present.
Water On :Notion of Cornissioner Russey the bill
Bills for dater used in Stewart Park for the "duck pond" was
ordered expunged and the requests received from the
Gulf Refining Company and the Bool Floral Co., with
respect to their individual water bills, were referred
with power to the 7ater Committee.

Truck Commissioner Miller submitted what he termed
Bids a :Majority report of the Special Committee that
was authorized to investigate and report on the
bids received at the preceding meeting for furnishing
two 4 ton dump trucks. He stated that the General Hotoxe
truck bid was the low bid and that it was recommended;
unless the Board desired to consider what the Committee
felt was a better grade of truck in the higher price field,
and that in such case the Committee recommends the Hack
truck.
As the minority report Commissioner Evans
recommended the Brockway stating that he believed the
business should be kept as close to horse as possible
and also there was the added advantage of being able
promptly to secure any parts desired.
Commissioner Sawdon stated that as a general
policy he was opposed to the use of heavy trucks on our
City streets. After a general Discussion it was ROVED
by Co:=issioner Evans that the Brockway trucks be purchased
but the ,lotion failed for lack of a second.
Commissioner Sardon pointed out that the Board
was at least morally obligated to accept the low bid in
vier of the fact that all bidders were required to
meet definite specifications.
By Commissioner Sawdon: seconded by Commissioner Rumsey:
RESOLVED: that the recommendation of the Com-
mittee with respect to the low bid be approved and the
Common Council requested to appropriate 46,900 for the
purchase of two General Motors trucks in accorlance with
the specifications.'

Terrace Alderman Campbell, with some of the residonts of
Place Terrace Place, thanked the Board for the temporary
Inprov— i__lprovments recently :lade to the roadpay in
Dent. Terrace Place, and submitted an agreement signed
by four of the property owners agreeing to deed to the City
the necessary rights —of —tray for the inprovenent of Terrace
Place as modified to include an 18 foot turn out and a
street width of 8 feet with a 3 foot sidewalk on the west
side. The Engineer reported that the estimated cost of
the improvement which included only the gravelling of the
roadway, curbs and gutter, si dcw ?alk and hand rail is
$1,300-

Street Superintendent Feller reported that the City
sweeper auto street- sweeper had played out and that he
had sent his mechanic to look over a second hand nachine
that had been used in Utica. He stated that the
mechanic reported favorably, that the machine was nea-

our needs and could be purchased very reasonably.

receiving garbage collection and that he could investi-

Floral Reporting for the :Hayor the Clerk stated that he

over Floral Avenue and note its condition; that he did
so and found about J of a mile of badly worn and rough
macadam; that he recor_i: °lends the best job of fixing that
can reasonably be financed under existing conditions,
keeping in mind that the trend seem to be that the State
will construct permanent concrete pavement on such
through traffic arterial highways.

New Commissioner Niller reviewed the proposed con -
City tract with Jacob Novidor for the use of some of
Dump his property near West Clinton Street as a
City Dump.

RESOLVED: that the Hayor and City Clerk be
authorized to execute the contract in behalf of the City.

Hydrant By Connissioner ?filler: seconded by Com. Allen:
RESOLVED: that a hydrant be installed on
Wiest Clinton Street east of the railroad tracks to serve the
new City Dump in case of fire; provided that the agreement
with Mr. Novidor for the use of this property is
duly signed.

New Commissioner ?filler reported on his appearance
Trucks before the Conaon Council in regard to the Board's
request for an appropriation to purchase two new trucks. He
stated that the Council approved the purchase providing that
proper terms could be arranged so that no money need be
borrowed to .take the purchase. He expected such terns
could be arranged.
Public The Superintendent requested permission to
Works attend the annual Conference of Public Works
Confer- officials to be held in Troy: The natter

"Haller The Clerk asked if the Board would officially

to await the signing of the final agreement with the Town

City Engineer and City Attorney.
Terrace Commissioner Evans reported that the Committee
Place had looked over the proposed improvements of
Terrace Place shich was estimated to cost $1,400. He stated
that in their opinion a new retaining wall should be built
at an estimated cost of $1,200 before attempting the other
ivprovements. He stated that the wall mould have to be
built on pert of Dr. Baker's property. In view of the fore-
going, and the fact that Dr. Baker is temporarily visiting
in Florida, it was agreed the work be postponed until such
tine as he returns and the necessary lend secured for the
construction of the retaining wall.
Hospital Commissioner Allen suggested that the City should
Drive improve the main driveway from Quarry Street
to and in front of the Memorial Hospital. The matter
was referred to the Highway Committee for investigation
and report.
Baseball Commissioner Evans reported that the proposed
League contract with the Ithaca City Baseball League
Contract had been changed as agreed to by the Co:n._,ittee;
i.e. 10% of the gate receipts instead of 15% and the tickets
to bo purchased by the Longue but deposited with and
issued by the City Clerk.

Bodies policy with respect to permitting persons to place
City abandoned automobiles on the City dump.

ent was directed to prohibit dumping of automobile
bodies on City property unless they are satisfactorily
demolished.

RESOLVED: that the bills audited and approved by
the Finance Committee be and the same hereby are
approved for payment.

Work Commissioner Miller reported on a meeting of the
Relief Special Stork Relief Co:a_:iittee held that afternoon at
which had veveloped that the original estimates for
C.W.A. projects were apparently about >3,000 short of the
actual cost due to various factors inherent in this
type of work. He reported that due to this fact and
the quota limit it mould appear that all work relief
would have to be discontinued during the last week of
this ::lonth for lack of funds. He also explained the
suggestion that had been offered whereby the State
quota allotment night be utilized entirely by work
relief and the City assume the expense of ho_Ze relief.
He stated that a special meeting was to be held with the
Finance Co:_r.littee of the Co:_L2on Council to discuss
the ;Matter as well as the -mole policy of future work
roliefg with particular reference to financing its cost.
Commissioner Sawdon added that the Ca-viittee had
also authorized the City Engineer to act as the Board's
representative and have full charge of the execution of
his plans for various wor:c, projects and their supervision
and direction,thus supplamenting the previous order
which placed the responsibility for ordering and securing
::laterials for these projects with the Engineer.

A communication was received from the

"AGECO" Employee's Association requesting the
Courts
Board to rent them a tennis court at Stewart
Park for certain periods during the coming Season. The
request was referred to the Committee on Public Grounds.

The Superintendent reported that the proper-

from Brindley Street to Floral Avenue had
paid no attention to the Board's request to construct a
cinder sidewalk. The Superintendent was, therefore,
directed to serve formal notice on these property owners
to construct a walk in accordance with the Board's
previous request.
Valley Commissioner Evans reported on his investi-

Hospital Reporting further Commissioner Evans estima-

should deed this land to the City for street purposes
before such improvements were undertaken at taxpayer's
expense. Because of this suggestion, and the further fact
that this improvement was not as necessary or as urgent as
other projects, it was agreed that the matter be laid
on the table for the present.
Frozen There was a general discussion of what
Water policy the Board should pursue in con-nect -

pipes ; total cost for such services during the past
cold spell being reported as $1,700.

RESOLVED: that as a general policy, a
charge be ::wade for thawing out private water services.

It was further agreed that the amounts to
be charged and further details in connections with this
service be decided at a later meeting when a complete
report is available from the Acting Water Superintendent.
Truck Commissioner Sawdon reported that the Water
Bids Department was in need of a new dump truck, and that the
Water Superintendent had secured sealed bids from three
local dealers. The bids were as follows

On motion of Com-I'lissioner Evans the matter of pur-
chabing a truck for the Water Department was referred
with power to the Water Cors._littee.

Water Commissioner Sawdon reported that the
pain Gas & Electric Conpany, and also the City, each
Eaten- had a small wrought iron water line running
Sion through cinders at the foot of First Street, and
recorr.iended that the City extend its six inch water main
in First Street u -ider and north of the railroad tracks
to the property line of the Gas & Electric where they
could connect. There being no objection it was so
ordered.
McKinney Commissioner Miller reported that the
Mater necessary service agreements and rights --of -ray
Line had been secured for the proposed .McKinney; s
water line extension and he (.OVED that the relater Depart-
vent proceed i:- mediately with this work in accordance
with the work project for this job, already approved.
The Notion was seconded and carried.
Sludge On recommendation of Engineer Eustance it
was decided to discontinue giving away sludge and to per-
mit the Forester to store the sa. -ie so that it would be
available for use on the new golf course and parkings.

the general items of the Budget had been thoroughly con-

Executive Session for such consideration. The motion
was seconded by Cormissioner Evans and carried.
The Finance Co'.1ittee reported that they
had been giving considerable study to the natter of
adjusting ccrtain salar_"ie.s and --ages, but that the study
was not complete at this ti_.10 and therefore suggested that
the Budget be adopted, and the question of wage adjust -
ments be taken up at a subsequent Meeting after the com-
pletion of their study pointing out that tho total
change as a result of their rcco:-r.�endations ,- :!ould not
._lake any great difference in the Budget as a ,Thole.

RESOLVED: that the Budget esti.- za.t'eU
as finally agreed upon in the grand total of $164,610
be annroved, and the C0rT-,,on Council requested to appropri-
ate $164,610 for the general core,-.maintenance and opera-
tion of the various offices and departments under the
control and jurisdiction of the Board of Public Wor'Ks
for the fiscal year 1934.

At this point the Police Co;_r-Att ce of the
Council, Alderen Comfort, Lore and Shaw who had been
working on the Police Budget, joined the meeting.

the above resolution approving the Budget was amended
so that the a fount should be $165,510, thereby increasing
the original item by $900 in order to furnish a life

swirl-wing pool.

Station It was moved, seconded and carried that the
City Comfort Station be closed daily at 9 P.11., 1.7hen
the Caretaker leaves, due to the fact that serious
nuisances have been com-Atted in the past after
the Station is without supervision.
Work A Brief discussion of proposed permanent improve-

projects this year led to the conclusion that this
mQtter might better be considered at the next meeting
at which time more definite information is expected

Trees After a report by the City Forester in connec-

remove the tree and to notify the property owner
to build a sidewalk around the tree.
In regard to the silver maple tree at
4110 Late Avenue that was damaging the sidewalk and
curb, the matter was referred to the Highway Committee
with power. .
Account Commissioner Sawdon explained that the Mater
Receiveable Department had separately billed the Doard of
Expungo d Education for si dowalk repairs uhi ch were
included in the original bill for wort, done by the
Water Depart-.acnt and he, therefore MOVED that the item
of $35.95 charged to the Board of Education in accounts
receiveable be expunged. The motion was seconded and
carried.
Budget The Clerk reported that some of the group
totals in the Dudget as submitted to the Common Council
had been reduced by the Aldermen in making appropria-
tions to the Board for this year and requested that the
Board fix the amount of itens making up these groups
as soon as possible so that copies of the complete
Budget may be prepared,

later maintained at great expense a small pipe line

Cascadilla Hr. Leslie Pierce, representing Johnsonts
Creek Boat Livery asked the Board to remove a large
bar that had formed in Cascadilla Creek in front of the
boat'livery. The Commissioners expressed doubt that
they would be able to grant the request but referred
the matter to the Creek Committee for report at next
meeting.
Taughannock MIT. Bailey, representing the N.Y.S. Electric
Boulevard and Gas Corporation submitted plans shoeing the
proposed location of the gas -lain to the State
Tuberculosis Hospital. He requested a right -of -way for
this pipe line as well as the present pole line along
Taughannock Boulevard on the east side, following the
old roadway across Fulton and up Court Street;so that
no future difficulties would arise when the south end
of the present roadway is abandoned.
The matter was referred to the Highway Conn
mittee with power; subject to an investigation by the
City Attorney as to the City's rights in this highway.
Spencer A certified copy of a resolution of the Ithaca
Road Town Board transUtting a copy of a petition from people
on Spencer Road requesting drainage work in the City
and To?in of Ithaca, was received; wherein the Board
agreed to do their share of the work if the City
would coonera.te likewise.
The ,latter was referred to the Highway Con
raittee to take up 7►ith the To7n Board; with the under-
standing that no :sore surface :rater should be diverted
into the City.
Truer E-r. C. D. Tarbell and " r. Shurter annered in
Firemens behalf of the Veteran Volunteer Firemen to solicit
Convention a, City truck to take the old hand puriper to
Geneva for the Firemen's Convention.
On motion by Coi-T.aissioner Allen, seconded by
Corrjissioner Run-soy the request was granted.
Road Sup erint endent Feller reported that IIr. Barrow
Roller of Barrow Construction Coimpa.ny rovld like to rent the
ten ton roller for use near Tre, :ian Lake.

Attorney approved, to grant use at 4-0.00 per day less
operator's pay; the operator to be furnished by the City
but paid by the Contractor in order to shift the
compensation liability.
E.State Reporting further the Superintendent stated
Street that there could be some additional extras in connection
with the State paving contract on E. State Street and
that it was rather difficult to esti late their cost
and yet there should be no hold up in the work due to
the lack of anpropriation. It was agreed that the cost
of necessary extras should be charged for the present
to the Highway fund and after the total amount is
deter iined,request the Common Coim.cil for an appropria-
tion to cover such expense.

relief projects together with the present cost of
such projects as are not yet completed.

Relief Commissioner Evans pointed out that the
Projects extension of Cornell Street and Giles
11ainte- street as work relief projects had been
nancee completed as such, but that the roadways
had been left with loose crushed stone for a surface
which, he claimed, would require considerable mainte-
nance and should be treated with oil in order to
preserve them. He estimated the cost at $1, 400.
It was moved by Commissioner Rumsey,
seconded and carried that Cormni ssioner Evans report
these facts to the Council and request an appropriation
to carry out his recom;iendation.
Street Superintendent Feller reported that the
Openings present plan for taking care of the street openings
made by contractors was not corking out and recommended
that in the future the contractor be billed when the
street opening is rude. He suggested the following
schedule of charges:

present, now therefore,

to his riveting with the Ithaca Town Board at the next neeting.
Corar_Assioner Merrill reported that unfortunately there
were no funds available to remove the sand bar that had for.ied
in the Creek at Johnson's boat livery.
On recorr_iendation of Coraaissioner Sawdon it was agreed
that the Water Department hereafter should have complete and
exclusive control of the discharge of water fro:: the
auxiliary data and reservoir.
Corz-Assioner Sawdon reported that a change was being
made by the Gas & Electric. Company in the electric power circuits
serving the pumping station and that in connection pith these
changes an electric meter was being placed in the Careta'_I.er ' s
re si den ce.
The matter of sick leave for the regular worl in. on was
referred to the Water CormAttee.
The - .iatter of vacations was left to the Finance
CorrAttee with power.
CorrAssioner Sawdon reported that the Universal pipe
in the old sanitary sewer sludge line was causing considerable
trouble and expense by continued breakage. It was agreed that if
these breaks continue a net- line must be installed.
Comr.issioner Rurzsey reported that the T.E.R.A. would not
approve the project for relaying the brigs in W.Buffalo Street and,
therefore, the Coianittee had prepared a new application, at :zo
increase in the estiriated cost., for resurfacing Buffalo Street
from Aurora to ireadoti� Street. This change was duly approved.

Storage Commissioner Sawdon stated that he was surprised

Minutes Minutes of the preceding meeting were

Water A resident of hater Street requested the Board
Street to widen and curb this street as a work project.
The matter was referred to the Highway
Committee.
Airport Mr. Norris,representing the Veterans of Foreign
Wars requested the Board to grant that Organization the
use of the Airport on Labor Day for the purpose of
putting on a Field Day, Aviation show, Drum Corp Contest
and general celebration of the completion and opening
of the new Field.
As a means of meeting the cost and other expenses
of the Organization he asked permission to charge and
collect a 25¢ fee for the supervised parking of cars.
On motion of Commissioner Sawdon, the general Plan
was approved in principle and the V.F.W. were given per-
mission as reque -sted� with the understanding that all
details and other arrangements must be made agreeable to
and under the supervision of fir. Peters whom the Board
had placed in charge of the field.
Gasoline A communication was received from C.H.Hurray,Agt,,
Contract for the Sinclair Refining Company requesting that they be
given the annual gasoline contract.
The matter was referred to the i;iayor and Clerk
with power to award the contract to the Company that is
next in line for such business.
Barber A request from Frank, and Tony John for "per- -
Pole mission to erect a barber pole in the parking between the
sidewalk and curb at #617 Cascadilla Street was, on
,notioll, denied.
Daaage A bill in the amount of $7.95 was received from
Claire Erie J. Miller & Company for damages,to a car on which
they were testing the brakes on the South Hill Bridge,
caused by stopping suddenly without warning so that
Inspector Woodford's car collided with it.
The Board decided there was no negligence or
responsibility on the part of the City and denied the
claim.
Reports Mr. Carpenter reported that McKinney t s water
line project was finished and that he would submit a
report on the cost of the construction, a_lount of inco:_ie
and number of consur_iers. connected to date, at the next
meeting,
Mr. Howell reported that there was some question
as to ,7,.o had charge of the City Hall janitor.
The matter was referred to Commissioner Ru:'.isey,
Chairman of the Public Building Corr-iittee.
Hr. Woodford reported on the operation of the
Sewage Disposal Plant and recom.-lended the installation
of a mechanical screen at the main intake; also the
repair or cleaning of the outfall pipe.
The matter was referred to the Sewer Committee.
�.qr. Ba'_cer reported that the Stewart Park Com-
nission had ap- oropriated sufficient funds to pay for the
material cost as work projects of asphalting the two
cinder tennis courts at Steuart Park, and reroofing,
with shingled the gait Boat House.

There was some discussion as to whether the City
would be expected to meet part of the cost of these permanent
improvements and it was finally agreed that the; projects be
approved and submitted as work projects providing they could
be done at no direct expense to the City.
Storage The Engineer reported that no definite steps
Yard had been taken since the last meeting to paint
Bldgs. and reroof the storage yard buildings as a work
project. The matter was referred to the Building
Committee.
Cliff St. The Engineer reported that mr. Kolar desired
Gasoline permission to enlarge the driveway at his Gasoline
Station station on Cliff Street. Commissioner Evans
pointed out that the Highway Committee had previously
recommended that this request be denied; and on motion of
Commissioner Sawdon it waa so ordered.
Taughannock Engineer Eustance reported that the Telephone
Boulevard Company is ready to move its pole line to the new
right -of --way across the south end of the Airport and that
they were willing to- install this line in an underground
cable if the City mould dig the trench; at an estimated
cost of $800. There was some question as to whether the
City should incur this expense, and also what disposition
the Gas & Electric Company would make of its pole line;
the Natter was referred to the_ Highway Comiittee.
Thurston On recommendation of the Highway Committee the
Avenue improvement of the storm water drainage system
on the west side of Stewart Avenue at Thurston Avenue was
authorized as a charge against the maintenance fund
at an esti=mated cost of ,25.00.
Prospect The paving of prospect Street with concrete
Street from Aurora Street to Hudson Street together with
the set -back of the north curb was favored as a work
project if and when funds were available.
Street MOVED by Corrrlissioner Evans, seconded by
Openings Commissioner Sawdon RESOLVED: that the Board
revert to the old,plan of permitting street openings,Viz.,
that the person bonded and authorized to open the City
streets be required to .replace the pavenent themselves
and maintain the same in accordance with the provision

Mr. Ira Sincebaugh,!107 Fair Street appeared

before the Board asking the reason wht his
water had been shut off. Acting Water Superintendent
Carpenter presented an agreement signed by :;r. Sincebaugh
whereby he had agreed to put in separate services for
0107 and 1109 Fair Street within 90 days from the time
the City installed its 6" main on Fair and South Streets,
which agreement he had failed to keep;thus the reason
for shutting the water off. After some discussion
HT. Sincebaugh agreed that he would put in the water
services this year if he could finance it.

That a dangerous tree in front of the Edward Curtiss
property on Linn Street be removed by the City Forester.

there was some very heavy limbs overhanging the

Board and the widening of S.Tioga Street,E. Seneca, Street
and Brandon Place Extension ordered submitted as work

Reporting further, Commissioner Evans stated that
no improvements could be undertaken on Crescent Place
because it was not a City street. He also pointed out that
both Crescent Place and Pearsall Place were both too

Purpose The Hayor announced the purpose of the meeting to

Veterans of Foreign Wars in regard to leasing the Airport

which was considered by the Board.
It was moved, seconded and carried that the lease
as drawn be approved and the Mayor and Clerk authorized to
execute the same in behalf of the City.

with Commissioner Allen.
Rapalee,C.D Commissioner Sawdon- suggested that the
Board should go on record in regard to the status
of C..D. Ranalee who had been appointed Hydro - Electric
Engineer in the Water Department as result of cor_ipetitive,.
Civil Service examination and who lately has been loaned to
other depart;aents of the City for special work.

Board Reaffirms their former action and assures Mr. Rapalee
of his Civil Service status and permanent position in the
Water Department, including the use of living quarters etc.,
with the .understanding that he may be loaned for other work
to other departments of the City as occasion may require

Lawn Hower On view of the fact that the Council had
Golf Course authorized a bond issue ote complete
and continue work relief, and also that it was
essential to have a special type lawn mower for the completion

Oak Ave. It was moved, seconded and carried that
Cor=qissioner Evans direct the City Engineer to have an end
of the road sign placed at the east end of Oak Avenue.

Mains Gas Corporation submitted three plans showing
the proposed location of new gas mains in the

was in a dangerous condition due to the fact that the
roots had been trimmed on two sides. He asked that
the tree be removed.
Commissioner Evans agreed that the tree was a
menace and on motion the. City Forester was directed to
remove the tree.
Ridgewood There was some discussion of the proposal to
Road relocate Ridgewood Road near Thurston Avenue
so that the adjacent pr,opeety owner, might acquire
or use a portion of this adjoining property.
It was finally agreed that the Engineer
should prepare and submit a sketch showing the right -of-
way -and the present location of the sidewalk, the
curb and roadway.
Dryden On recom_zendation of the Highway Cormmittee
Road the owner of the property at the north -east
corner of Dryden Road and 11aple Avenue was granted
permission to cut the curbing under the supervision and
direction of the City Engineer for the purpose of pro-
viding a driveway for a proposed gasoline station.

being much more valuable than the building. This
matter was, also left with th-e Committee.
Blood Lot Mr. Charles Blood made a proposition to the
Ithaca Board whereby he asked that the assessment
Road of $311 against the small triangular lot at the
corner of Ithaca Road and Cornell Street be expunged in
consideration for his obtaining this lot by paying the
taxes and other leins against it and restricting it for
park purposes so that no I building could be built
upon it.
. Action was deferred until the next meeting in
order to afford an opportunity for the Board r.1elbers to
look over the property. The Finance Co;:_Zittee were
requested to report on the proposition with reco l_zendation.
E. StAtte The Clerk reported receipt of official notice

of Highways, stating that the contxact for constructing

had been accepted as of October 2,1934 and from that date

Cornell The Clerk reported that he had dis-

to leasing the Airport to Mr. Peters. The matter was
finally referred to the following Special Committee to
work out the details with Mr. Peters: Commissioners

E. State Reporting for Commissioner Evans,
Engineer Eustance stated that Mr. Laurence and Mr.Underwood
desired the City to build a retaining wall on the inside of
t it sidewalk which had been raised to a higher grade
*t+h. the new paveneirt. -The sentiment" of the Board seemed
to be that 'a° wall was unnecessary, that the present treat -
ment by a sloping terrace ought to be satisfactory; no
action on the request was therefor taken. Continuing the
report, Engineer Eustance stated that Orchard Place had
-been graded, also that the Committee recommends that the
deed'to Highland Place be accepted and filed; and on
motion it was so ordered.
N.Aurora It was agreed that sidewalks on North
Aurora Street lbhould be raised or renewed by the City where
the City had changed the grade during the resurfacing of
that street, and it was therefore moved, seconded and
carried that the sidewalks be either raised or renewed
on the west side from and including the property at #828
northerly to King Street, and on the east side from and
including the property Of -1'r831-
W. Clinton Commissioner Sawdon reported that the
Water Main Watea Department was not only put to consider-
able expense in continually repairing the high pressure
main in West Clinton Street under the railroad tracks but
the fact that the passage of trains over this zzain,
although it was at great depth, caused a serious and
dangerous condition in this vital high pressure line and
recoimended that the main under these tracks be re-
constructed to make it safe from breakage at an estimated
cost of $3,800 as Bonn as funds of the Water Department
were available and on motion it was so ordered, the work
to be done as a work project.
Giles St. The Board discussed a request from
Water Ext. 11r. Burley on Giles Street to extend the
Water rain to serve his property and it was pointed out tha*`
such extension would not be warranted in view of the policy
of the Board not to make an extension unless the revenue
therefrom would at least pay the interest on the investment.
Action was therefor deferred for the present,
Com- missioner Sawdon reported that the
Truck old water department truck had been repurchased at agreed
at the last meeting; also that it had been found that our
present contract price for sulphate of aluriina was the
best that could be obtained.
On motion the Acting Superintendent of
Water was authorized to attend the ester 7oTh ' s Convention

Linn St. Mrs. -A.W. Davi s, who owns the property on
Property Limn Street next to the City lot adjacent to
Cascadilla Creek, requested the Board to sell, or permit
the use) of about two feet of the north side of the
City lot. The matter was referred to the Park and
Public Grounds Committee for znveatigation and report.
McKinney& The Clerk reported that under the Conservation
Water .line law it now becomes necessary for the Board to
pass a -formal resolution directing the Mayor to
formally petition the Water Power & Control Commission for
their consent to use the water main extension to McKinneys.

Refuse A representative of the "Collecto" type of
Trucks refuse collection body for garbage trucks explain-
ed to the Board the features of this type of equipment
and suggested that a Committee visit some near by City
where they night see such equipment in operation.
The matter was referred to the Committee
to make an investigation and report with recommendation.
McKinneys At the request_ of the City Chamberlain, the
Main Board decided that the $4.50 annual ammorti zation
charge applicable to services from-the HcKinney ' s main
outside the City limits, should be collected prior to
installation of the meter, and thereafter an annual
charge of $4.50 for each 12 month's period ; such
amortization charge however to be adjusted,as and when
necessary, by the Board.
Sewer Assess- Inspector Woodford suggested that the Board
meats consider the desirability of accepting install -
ment payments of sewer assessments against those few
properties that may be ordered to connect by the Board
of Health due to unsanitary conditions and where the
owner is not financially able to pay the assessae nt in
full prior to connection. The matter was referred to the
City Attorney with power ; the plan to be undertaken if
the details can be satisfactorily worked out, ts# that the
City will retain it's lien against the property for any
balance due after a connection has been made.
Court & Commissioner Evans reported that a traffic
Aurora Tree light was found to be suspended from the tree
on the south - -vest corner of Court and Aurora
streets previously ordered rep -ioved by the Board. There
being no funds available to move this light and the top of
the tree having been tririned out, it was decided to
defer further action on this i:iatter for the present.
Si ncebaugh Commissioner Sawdon reported that
Water service Mr. Sincebaugh had arranged to take care of his

water service connection at ;109 Fair Street before freezing
weather.
Stewart Park Engineer Eustance reported on the in—
Lake Shore provement of the Lake Shore at Stewart Park east
of the Duck Pond, as proposed by Coruaissioner Allen, by
using the City drag -line equipment as a work relief
project. After some discussion, the Engineer was
authorized to submit an application to the T.E.R.A. for
approval, and also to present the natter to the
Stewart Park Coin - fission and request them to contribute an
amlount from their funds sufficient to meet the City t s
share of such improvement.
Beckhorn Commissioner Sawdon presented_ an
Water Bill excessive water bill against J.17. Beckhorn,
#309 Park Place which he reported had been caused by a
leak in the fixtures on the house side of the meter;
stating-that Itr. Beckhorn requested a reduction in the bill
because he did not have knowledge of the leak. While
sympathetic to such a situation, the Board agreed that they
were without authority to grant any concession because the
City was in no way negligent - because all water passing
through the meter is necessarily the property ownerts
responsibility.

Agreement RESOLVED: that the 11,Iyor and Clerk be
authorized to execute the agreement with Hr. Novidor with
relation to the use of his property as a City dump, if

City trucks and 'the question of how much to spend on the

the matter before the Board in such form that bids could
be authorized.

Cornell Theatre Co :lpany be notified of these facts and

Stop A request for a traffic light at
Sins Albany and State Streets was referred to the
Common Council,and in discussing this matter the Board
went on record as recommending to the Police Department
that .they enforce the "Stop Sign" ordinance or else
remove the signs.
Davis Commissioner Allen reported that the
Property Committee recommends, as result of Mrs. Davis
Linn St. request, that an adjoining driveway be
established by having the City and Mrs. Davis exchange
deeds granting each other a right -of -way for a common
driveway.
It was moved, seconded and carried that the
recommendation be approved and the Common Council requested
to authorize such exchange.
Mork On motion of Commissioner Allen a
Project work project was authorized to be made up and
Welfare presented to the Board for its approval, for
Bldg. painting the Welfare quarters in the .City Library Bldg.

Oakley F.N.Oakley,Director of the 17ork Bureau,
Report reported for the information of the Board the situation
with respect to work projects in view of the threatened
strike due to a reduction in the hourly rate paid relief
workers. . He also reported that he head just been advised
by the T.t.R.A. that an entirely new organization set -up
had just been instituted throughout the State, placing
Ithaca, mnder different personnel in the Rochster district.
He stated that this change might necessitate additional
time for the approval of work projects and stressed the need
for .sufficient additional projects-He intimated that oiie of
the factors in the present strike unrest was the fact that
TLOG enough approved projects had been furnished hire to keep
available men employed.

Tyler Mr. Frank L. Tyler requested the Board to
Develop- extend the high pressure water main from Elmwood

and also to give adequate pressure to houses already
constructed on East state Street. The estimated cost was
reported to be $4,000 and that there would be no such
amount available until next March. Coinmi ssioner Sawdon
suggested that if this line was constructed it should be
with the understanding that Mr. Tyler would guarantee the
interest on the investment..untii such time as services
installed would produce such an income,
The matter was referred to the 'Pater
Committee for investigation and report.
Oakley Mr. F.N.Oakley, Director of the Emergency
Work Rork Bureau reported that the Bureau had received
Relief a petition from 336 relief workers requesting
that the work projects again be opened. After due con
siderationt he reported, the Bureau approved the request
and recommended to the Board that they. authorize the opening
of the work projects. In this connection Mr. Oakley
stated that the workers were to be watched by a group of at
least seven persons who would be unknown to there and .moo
would classify them in three groups: A Efficient,
B -Fair and C --Poor ; the "Of' class to be transferred to
Home Relief. The City Engineer and City Forester agreed
with Mr. Oakley that a picked crew of relief workers could
be depended upon to produce efficient work.

Board approves of the opening of the work projects as
petitioned for by a group of relief workers and as
recommended by the Emergency Work Bureau,

Routes MacHoran frogs the State District Engineert's office
had spent the day with hin investigating all State routes
entering and traversing the City. He stated that this data
was being obtained at the request of Commissioner Brandt
in anticipation of the State Legislature placing the
responsibility for the inproverlent of such routes under
the State Highway Depaxtrient.
Taughannock Engineer Eustance reported that Engineer
Boulevard Hagar of the Grade Crossing Corr-ii.ssion requests
the Board to approve the installation of, posts only and
omit the cable that was originally intended to be placed
along Taughannock Boulevard where it passes the old slip
in view of the fact that the City contemplates filling this
slip to grade ; thus eliminating a hazard and Mosquito
breeding place.
On motion of Cor- missioner Evans, the request
was approved and the Engineer was authorized to write
Engineer Hagar accordingly.
Engineer Eustance asked for instructions, in
regard to filling as a work project the land between the
Inlet and Taughannock Boulevard near the south end of the
Airport which will be acquired in connection with the
relocation of Taughan�?ock Boulevard. The ratter of
transferring some of the garbage. and refuse to this
location was referred to Comnissi.oner 1:iller, and the
Engineer ' was directed to prepare a work project for the

Island Council had approved the Board's request

Engineer who reported that he was negotiating with
the Lehigh relative to this purchase.
Old The Clerk called attention to the fact
Hangar that the old a.ireoplane hangar, to be taken over by
the City, would not be covered by fire insurance and
that an agent had already solicited this business.
It was decided that no insurance need
be carried until the buildings were repaired and
reroofed. The matter of reroofing and repairing these
buildings was referred to Cormissioner Allen for
investigation and report.
Liability The Clerk reported that he had received
Insurance a liability insurance policy covering the trucks and
equipment of the Depart;.lent for 1935 from a local agent
who is anxious to write this business instead of the
agency that has this business at present.
The matter was referred to the Finance Coru.littee
Air Engineer Eustance explained a proposal
leaps for the purchase of Air :.daps. partly from funds remaining
in the Board's appropriation for this year and partly

Sewage Engineer Eustance reported that he had
Screens secured prices from three different Y1anu-
facturers for furnishing autoriati.c sewage screening
equipment. The Sewage Co?n:nittee were authorized to
investigate these bids and report with reco-:a:.lendation
at a subsequent meeting.
Work The Engineer was authorized to prepare
Projects plans for improving Pearl,11iller and Worth
Streets, as well as Oak Avenue east of Oneida Place,
in accordance with his recortriendation and submit the same
for approval of the Work Relief CorLmittee.
The Engineer was also authorized to
prepare work project for renewing the broken sanitary
sewer in Cook Street and subrlit the same to the
Relief Corimittee.
The Engineer was also authorized to
prepare work project for the construction of tile storr_1
sewer in the present open ditch on test Court Street
between Brindley and Cliff Streets and submit the sarle
to the Relief Coraini.ttee.
Acting Water Superintendent Carpenter
was authorized to prepare and submit to the Work Relief
Co:11:raittee a work relief project for clearing and ir1
proving the water shed property from the darl westerly
to supplement the present project, which he reported was
producing a much needed improvement to the mater shed
as well as being ah excellent work project which had
already furnished 60 loads of wood which is being cut
and distributed to welfare recipients as another Mork
project.
Truck Corarai ssioner Merrill reported that
Bids funds were available for replacement of the
Author— trunks that had been worn out during the
ized. recent intensive relief work, and would reco:.1 -lend the
purchase of one new garbage truck, a truck for the City
Forester, and three or four small dunp trucks.
It was :roved, seconded and carried
that the Finance Co;:mittee be authorized to prepare
specifications and advertise for bids for the desired
trucks.

The Clerk reported that Ha.yor Smith was attending a
special session of the Executive Comaittee of the Cornell
Library Association for the purpose of considering certain
changes and improvements in the office lay -out of the
Welfare Depart.-lent and for that reason would not be able to
attend this meeting; whereupon Cor_imissioner Sawdon was duly
elected Chairman pro tei:q.
ri nut es The Clerk read the .inutes of the preceding
informal meeting; and the action taken therein together
with the Minutes as read were, duly approved.
Huff Water Engineer •Eustance reported that a storm sewer
Bill had not yet been connected with the catch basin
installed at Plain and Buffalo Streets and that this _icon
dition had caused excess storm water to run in the basenent
of the Huff property at x#329 W.Buffalo Street causing them to
experience an excess water bill due to the exptra operation
of a water syphon pump which they have installed to
automatically drain the baserient. He reco,-iu.iended that their
excess water bill, amounting to about $11.00 be paid by the
City. It was ,,loved, seconded and carried that the Engineer's
tecornmendation be approved and the anount of refund be left
to the Engineer with power.
Airport Attorney Stephens reported that Mr. Peters
Lease had hesitated. to sign the proposed lease and that
he desired to discuss the matter further with the Board.
dater Engineer Eustance reported that a survey of

proving Water Street, indicates that a storrl sewer should be
included in this improvement. He estimated the additional
expense to be w1,300 and asked the approval of a supplemental
application to include this addition.

Lights It was moved, seconded and carried that

L.V.R.R. Engineer Eustance stated that he wished the
Board to know that the L.V.R.R. had beer. giving the City very
fine cooperation in connection with the City's drainage of
swazip areas for the elimination of mosquito breeding places.
That it had been necessary to cress the tracks and rights of
way and that in each case the Lehigh, had not only gr:, -.Zted
permission but had also furnished wi thbut ' charge the ctiVx r ;
pipe for the crossing.
The Clerk was directed to address a letter
to 711r. Payne, the Lehigh Freight Agent, thanking him for
his cooperation.

F.C.Evans Commissioner Evans called attention
Retires to the fact that this would be his last meeting as
a member of the Board, having completed his terra of five
years. He spoke very nicely of the fine spirit that had
prevailed among all the members of the Board and his
appreciation of the excellent cooperation that had always
existed. He submitted a final report, which was read by the
Clerk, settingforth the great number and variety of public
i:11provo:.2onts accomplished by the Board during his terra,
praising the City Engineer and his assistant and concluding
with a statement that he believed the City has the best
streets, and the best maintained streets of any City in the
State.
On behalf of the other ::.1enbers of the Board,
Commissioner Sawdon thanked Co ar_.i ssi or_er Evans for his
remarks and assured him that the other members had enjoyed
his fellowship and particularly his counsel and advice; that
he had always boon faithful in tha discharge of his duties
and that his rotire__lcnt from the Board would be refloctod
as a loss to it collectively and to the Dembers personally.
Woodford At Inspector Woodford' s request he was
Vacation granted a two months leave of absence for vacation
from the middle of January to the -diddle of Harch.
Old The Committee reported that an inspection
Hangar of the old hangars at the Airport disclosed the
fact that they have considerable potential value, and on
;Notion of Commissioner Merrill they were ordered rop aired
sufficient to preserve them; details being left with the
Committee with power.
"Be-rgholtz Commissioner Sawdon called attention to the
Tract" fact that the tract of land adjacent to the
High School playgrounds and Stewart Parki known as the
"Bergholtz Tract ", was being offered for sale by the Ithaca
Trust Company, and that it :_light be well for the Board to
consider the desirability of the. City controlling this
area and possibly including in the Stewart Park holdings.
On motion of Commissioner Miller the Board
reconAends to the Stewart parh Conoission that they purchase
this tract to protect and enlarge their present Stewart
Park holdings, if the same. can be purchased at a reasonable
price.
