Mt. L.R.Pierce called the Board's
attention to the fact that Cascadilla Creek
from the railroad bridge to the Inlet was
badly filled with silt; that the stream was
not navigable and requested the Board to
dredge this portion as they did a few years
ago.
The matter was referred to the Creek
Committee for investigation and report.

Property
Mr. C. B. Clark appeared before the
Board and requested permission to move a small
building from the vicinity of the Tre >man,King
Warehouse to the Illston property on West
Clinton Street. +

granted on the condition that the required bond be
executed and that there would be no interference with
wires, trees, etc.
Bakket
Ball A request was received from the "A & P it
Waite Basket Ball Team for permission to use the second floor
Boat of the Waite Boat House at Stewart Park for private
House practice two or three times a week.
It was pointed out that there was no heat or light
in the building but the Board agreed that if they cared to
install and connect the electric lights under the
direction of the Superintendent they might have the use of
the building as requested.

Hycarant Serv- The Clerk reported that during the past 12 months
ice after sending repeated bills, he had been tunable to collect
the charge for the hydrant located at "Glenside" on
Floral Avenue.

Grade
Crossing Engineer Eustance reported that he had discussed
Taughannock the elimination of the Railroad grade crossing on
Bouleva.r& Taughannock Boulevard with the Engineers of the Lehigh
Valley Railroad but that nothing definite as yet had
resulted although counter propositions had been offered.
The Engineer was requested to maintain the
Railroads interest in this improvement by correspondence
and if necessary invite their representatives to meet
with the Board.

City Charter with reference to resurfacing
assessments and after some discussion the
matter was referred to the Highway Committee,
Comn.- issioner Sawdon and Attorney Treman for
studing and report.
VanNatta Sta.
Pumps Commissioner Sawdon reported that of the
bids received for pumps at the VanNatta Station,
the Allis - Chalmers Company were low bidders
but that the Committee was still investigating
the characteristics of their pumps.

Purification Commissioner Sawdon reported the receipt

Chamot as Supervisor of the 7ater purification

contained in his report. After some discussion
it was agreed that the pater Superintendent
should purchase a comparator and color disc
in accordance with Dr. Chamot ' s recommendation.

Brookfield Road from Cliff, Street near .the
City line. He pointed out that the major
portion for this extension would be through rock
and that the income would not justify the cost
and recomended that the request be denied.

Cayuga Hgta. The report of .Carl Crandall, relative to
Village the construction of a stand pipe reservoir in
the Village of Cayuga Heights, was presented
and read by Commissioner Sawdo )a. It was dis-
cussed and laid on the table for further study
at a later meeting.
Venturi
peters Commissioner Sa:-don recommended that
three recording venturi meters be installed at
the Filter Plant on the mains of the 3 pressure
levels, and also recommended that the Builders
Iron Foundry representatives be authorized to
adjust the old venturi meter at this time while
they are at work at the University..

Cayuga Hats. Reporting further, Commissioner Sawdon
vil�_age stated that Hr. Newman requested permission to
extend the water main in North Sunset Drive from
Renwick Rd. to connect with Cayuga Heights Road
main at Berkshire Road, a distance of about
1,800 feet thus completing the circuit.
Also permission to. extend the main in
Comstock Road about. 680 feet and a short
extension of 150 feet to the property being im-
proved by Mr. Johnson.

State The Kayor discussed the problem of furnishing City
Hospital - water to the new State Tuberculosis Sanatorium and
suggested that the matter be left with the Water Co:laittee
and it was so agreed.

Valley Rd. A co,:l:iiunication was received from Professor Koshkin
asking for various i :_lprovements in the neighborhood of his
property at #208 Valley Road. There being no funds avail -
able the matter was referred to the Com:,.ion Council on
motion of Co;n-_iissi -oner Ru«1sey;Comnissioner !,.filler voting
in the negative.
Daalage
Claim A coi=qunication was received. from Harry C. Baldwin,
on behalf of the Savings and Loan Association, requesting
the City to reimburse them $17.50 for a curtain alleged
to have been damaged in an Automobile owned by their guest
while the same was parked in the City Parking Area. The
Board discussed the matter but did not feel that they should
assume such responsibilities in view of the regulations at
the - Parking Area and the fact that reasonable care and
diligence had apparently been exercised and no negligence
had been shoTJan. The City Attorney concurred in this opinion.

A request was received from Dean & Busk, as Proprietors
of the New Linden Garage for permission to install a
gasoline filling apparatus at this garage similar to the one
recently installed at the Seneca Street Garage. This request
brought forth considerable discussion as to the circumstances
surrounding the approval and granting of the Seneca Street
Garage per.iiit. It was' the consensus of opinion that the
entire situation was not disclosed when this per:iit was
granted, particularly the fact that the Fire •arshal and
Fire Chief was very much opposed.to it.

Ing the Ballou property at 4417 No. Aurora Street
to the City for $10,000.
Although at one time there had been some talk
of acquiring this property to have access to the
north wall of the Creek, and at the same time
provide a roadway from Linn to Aurora Street,
the Board decided after some consideration of
the offer that they had not only no funds available
but that conditions had changed and that it would be
unnecessary to acquire this property either for a
road or to maintain the Creek bank.
The Clerk was,therefore, requested to advise
Mrs. Fahey that the Board was not interested.

Outside At the request of the iiayor, the Clerk read
State a letter written by Com�_lissioner Sawdon, as Chairman
T.B. of the Water Com..Attee to l,?ayor Bergholtz in
Hospital relation to the 'proposed water supply for the new
State Tuberculosis Hospital; together with the
layor's letter of transmittal to ;.r. Arthur ° G.Ada;ns,
as represe_itative of the I.O.O.F. Grand Lodge. The
Clerl: also read 117r. Adams's -reply which included
a report of the action taken by the Board of
Trustees of the Grand Lodge Hone and Orphanage
of the I.O.O.F.
There was so_:ie discussion; Com- lissioner
Sawdon pointing out that it would seem reasonable
and just for the State to pay the cost of
pumping the water and that the estimated cost
of such pumping would be deterrlined. The matter
was continued with the hater Co..1.littee.
-In this connection Attorney Treman reported
that a Bill had been prepared °and presented to
the Legislature by Assemblyrlan Robinson to a -mend
the City Charter so as to per::1it the later Depart-
ment to ma-,e such extensions and additions to the
system outside the City li_nits as the Board might
authorize.

siderable discussion of the problem of controlling the
layout of now subdivisions. It was pointed out that
present lads, if enforced, would in a way give the
Board some control in such cases, but the Commissioners
felt that they should exercise direct control by refusinz

Fire Mr. Charles Sniper appeared before the Board and re-

Proposal Insurance Company of Utica which he claimed was a
non - assessment, non- mutual, New York State Stock Company
and returned a 2101%o dividend on all retiring policies.

Union Superintendent Feller reported that the Grand Union
Tea Co. Tea Company desired permission to construct an areaway
opening in the sidewalk in front of their new store on
East State Street.
After some discussion the :natter was referred to
the Highway Co:a•-iittee, Superintendent, Engineer and
City Attorney.
Water Ext. Reporting further .the Superintendent stated that he
Helier had received a request to extend the water :gain in
Place Heller Place about 300 feet between El:n Street and Hook
Place near the West City line. A discussion of this
request convinced the Board that such an extension would
not be warranted, and on :.lotion the proposal was rejected.
Seneca St.
Garage. Assemblyman Robinson appeared before the Board
Gas on behalf of the Seneca Street Garage to discuss the
Puap Board's order for the removal of the overhead curb
filling gasoline service apparatus; but in view of the
fact that the Hayor was not present,the Board decided
to postpone discussion of the matter until the next
meeting.

Line Water Works Company pipe line now in use from the City

the trolley tracks in Thurston Avenue. He also stated

On recomiendation of the Superintendent, the Board
authorized him to construct a s=mall concrete wall
to the curb line to replace the old iron railing
on Ferris Place near the Georgia property.

Bridge Com- missioner Merrill reported that the Mayor had no
objection now to advertising for bids for the South
ifeadow Street bridge. The advisabilitynof proceeding with
this work was discussed and it was agreed that at least

Chlorinator
Filter Comnissioner Sawdon reported that the Wallace- Tiernan
Plant Company had offered to furnish an auxiliary chlorinator
for the Filter Plant at a cost of $1,200. He stated that
Professor Chainot was of the opinion that such auxiliary
apparatus was not absolutely necessary and at the price
quoted the purchase would not be warranted since spare parts
are kept for the present machine and in case of complete
break down chlorination can be continued by other means.
The recom:aendation was approved and the
offer refused.
Memorial
Hospital Commissioner Sawdon reported that with the present
Water large consumption of water, the Hospital would in fact
Rate obtain a better rate by being billed according to the
regular schedule rather than the special charity rate
granted them many years ago when consumption was small.He,
therefore, recommended that the charity rate be continued
for meters in the Nurse's Homes and that the large "Hospital
meter "be billed at the regular rate.
It was so agreed and the Clerk was requested to
so notify the Chamberlain.

Ferris The City Engineer was requested to investigate the
Place responsibility of the City for repairing the broken railing
next to :r-r. Georgia's Home on Ferris Place.
Budget
Approved The Board next took up the detailed consideration of
the proposed Budget as prepared -by and under the direction
of the Superintendent. In this connection Superintendent
Feller pointed out that every effort had been made to reduce
the various budget items and that it should be understood
that many of them are estimated on a basis of favorable
conditions, and that should unforseen circumstances such as
unfavorable weather etc., arise it might be necessary to ask
the Council for additional funds. it was also pointed out
that the Finance Committee,Mayor,Superintendent and
Clerk had already scrutinized every item in the budget
and the same was presented at this tine as their recommenda-
tion. After a complete check of each item in the proposed
budget, it was regularly moved by Consii ssioner Evans: seconded
by Commissioner Ramsey:
RESOLVED:that the budget as presented and aAmended be
and the same is hereby approved, and further,
AESOLVED:that the swae be submitted to the ConLion
Council with the request that they approve the same and

Mr. Burling stated that he was perfectly willing
to construct the sidewalk as ordered if the Board mould
allow further time, pointing out that he was absolutely
unable to meet such expense for the present.
Hr. Hiles stated that he had constructed his sidewalk
and urged that the sidewalk orders be enforced.
Commissioner Miller pointed out that the Board had
heretofore looked to the Cornell Heights Association
for advise and reco ;eadation with respect to such I-
provements and that the last com:aunication received
from this body last Fall requested the Board to withhold
their sidewalk orders until a careful study of the
sidewalk situation could be made by the Association
early this Spring and a report made to the Board as
to the sidewalks neededp and as to the order of the need.
Commissioner Evans stated that the Highway Com-
mittee or the Board as a whole night well make a personal
inspection of the places where sidewalks have been
ordered and decide the Natter for themselves.
On motion of Commissioner :filler the recomoenda-
tion was approved and the ;:latter referred to the
Highway Committee for inspection and a report with
recommendation to the Board at its next meeting, or as
soon as possible, thereafter.
Public
Hearing Mr. Romeyn Berry appeared before the Board
Assess" "Without Argument or Request" but to call attention
ments to the long frontage of his property on Triphammer Road
in comparison with the area or normal frontage of such
a lot on a straught street, and asked the Board to con-
sider the frontage on an equitable basis.
Commissioner Evans reported that the Highway Com-
mittee had already investigated this and other sinilar
situations and wished to report that the property
frontage for Hr. Berry be 100 feet instead of 120 feet,
and for Miss Fowler 100 feet instead of 1422 feet,
Kappa Delta 110 feet instead of 150 feet and for
Mr. Waldo 126 feet instead of 200 feet.

Sineebaugh Mr. Sincebaugh was assured of water extension

Highland Engineer Eustance reported that he had just

owners and that it would probably be some weeks before
they could secure the necessary . deeds and tender them to
the City, suggesting that the Board, in the mean time

way. Commissioner Evans opposed doing any work until
the deeds had actually been received and it was so agreed.
"Campbell" Commissioner Evans reported that the Comnittee had

tract between Mitchell Street and Ithaca Road known as
"Campbell Park" for a -fee of $1.00 for a period of
99 years or the pleasure of the Board.

Cascadilla Commissioner Evans reported on his investigation
School as to the responsibility for improving the Cascadilla
Sidewalk School sidewalk and stated that there was apparently
no question but that it was the City's responsibility.
He moved that the old flag walk be removed and a
temporary cinder walk be built by the City; notion was
seconded and carried.
Reporting further Commissioner Evans sugy sted
that the Superintendent include Park Street in the group
of dead -end streets to be marked with warning signs.

?eater Tank Superintendent reports that the Mitchell Street
tank is rapidly deteriorating, and, recou_iended
that plans be .jade to replace this tank and if possible
that an underground talk similar to the new one at the
Filter Plant be located further east on higher ground.
He suggested that possibly the Board of Education would
exchange some of its land for the present tank location.
The suggestions were approved and the CoA _ittee and

C.U. Canpus Corrnirssioner Sazrdon asked for infor ration in
Sanitary regard to the clsoing of Forest Horse Road east of
Sewer East Avenue and the connection with the City sanitary
sewer being :wade at that point. It was assimed that
the City does not own this road and it was shown that
proper steps had been taken to connect the new State
College buildings with the City sewer. In this connec-
tion the uayor stated that he thought the State should
pay such service as they have agreed to in the case of
the new Tuberculosis Hospital,. and it was moved,
seconded and carried that the Mayor take this :utter up
with the State, and endeavor to secure payment for dis-
posing of the sewage from the many State buildings
sore of which are located outside the ,City limits.

Large Tree
Mfr. Fuller, 124 E.Court Street spoke on behalf of
a very large and beautiful elm tree which is on Sears
Street adjacent to his property, stating that if it is
necessary in the construction of curb and gutter on
Sears Street to remove this tree he had no objection,
but if it was possible the tree should be saved.
There was considerable discussion of the problem
during which :rr. Fuller submitted a plan for construc-
ting the curb around the tree, but it was finally
decided to defer action until the next meeting in order
that the Board Might become more familiar with
the details.

stre et in the parking, stating that Kellogg had
finally informed hirs that he would not remove the
signs until all curb purlps had been removed.
Com:.iissioner Evans stated that :r. ".elloggls deed

Attorney ruled that that :would bd irmaterial and that
the Board had complete control and jurisdiction within
the limits of the highway. It was,therefore, moved,
seconded and carried unanimously that the Superintendent
remove the signs forthwith.

The Hayor announced the opening of the Public Hear -

ing, as advertised,to hear objections or receive
petitions that might care to be filed protesting the
order of the Board for the construction of curb and
gutter in certain streets; and called for Elm Street
objectors first.
Elm J
Judge Crowley, representing property owners opposed

to the construction of curb in Elm Street, filed a
petition requesting the Board to defer such construc-
tion at the present time. In order to correct any
erroneous impressions, the Uayor and Engineer explain -
ed the plan of improvement decided upon by the Highway
Committee to construct the curb at the same width as
at the lower end of Elm Street, which would in no way
interfere with the shade trees or telephone poles
as now located. Various persons spoke for and against
the project, some claiming that the deep ditches and
narrow roadway was a very dangerous condition and
had already caused a number of accidents.
Asked for a ruling on this point,Attorney Treman
stated that the City would probably be liable for an
accident, having had due notice that such dangerous
conditions exist; in view of the Attorneyts ruling it
was moved,

Seneca St. Attorney C.B. Johnson,on behalf of the Seneca
Garage Street Garage,requested the Board to reconsider their
action in ordering the removal of the sidewalk over-
head gasoline service, and per _lit the: the use of this
eq -4ipment for one more year, suggesting that such time
would give the Board a better opportunity to consider
the merits of this type of installation over the curb
pulp. It was the sense of the Board that the matter
be laid on the table until a future meeting, and it
was so agre -ed.
Park View Seven cottage owners at Park View submitted a
Garbage petition asking for the collection of garbage during
the months of July,August and September and agreed,
in consideration thereof, to place the garbage in
suitable containers on their right -of -way adjacent to
the Lake Road and to pay the City $1.00 per week for
this service.
The Clerk was requested to advise that the Board
accepts their proposal, providing they pay in advance
and properly set out their refuse so that it can be
collected Tuesday mornings.
Taughannock A communication was received from Charles H.Blood
Boulevard Inforrdng the Board of the State's plan to concrete
Taughannock Boulevard next Spring. He requested that
the City plan its work for next season so that its
share of this highway inside the City limits could be
improved at the same time that the State completed
its portion.
The Clerk was requested to reply to the effect
that such were the plans of the Board but that no
definite commitment could be rlade at this time due tc
certain factors beyond its control, such as the
elimination of the Railroad grade crossing.
Gasoline
Contract Superintendent Feller reported that Richfield was
the only concern that had not furnished gasoline to
the City during some part of the past 10 years. He
stated that the City had bee -_-z buying from the Gulf
Company for over one year and although the service
was satisfactory he thought it was only fair to give
the Richfield Company a share of this business; and
on notion -of Co-r_v_iissioner Ru -isey the recom- .lendation
was approved and so::.ordered.
Tile Superintendent Feller reported that he needed to
purchase abo3it $1,000 worth of tile pipe and that in
vic:� of the Board's approval of the Elm Street project
it was necessary to secure the pipe at the earliest
possible date.

Superintendent Feller explained the conditions

the service road open to the general public, and asked
the Board if they desired to have the service road
closed entirely,or during the day time as was done
last year, as the present arrange=ment appeared to be
very unsatisfactory and dangerous to the bathers and
children and a great handicap in case of fire. It was
decided to wake no change for the balance of this
season.

Carl Crandall relative to the Cayuga Heights water
system iraproverient wherein it was stated that the
Village had acquitcd the necessary land and entrance
right -of -way for the proposed reservoir and suggest -

Village had already asked for bids for their 5 inch
cast iron main.

The Z?ayor explained that the reason for calling a
State
special meeting was to discuss the water and sewer

extensions to the State Tuberculosis Hospital and

to take any action thereon that might be necessary.
He explained that although-the awarding of the
bids for the construction of the Hospital . had been
temporarily held up because they exceeded the appro-
priation, nevertheless, Dr. Plunkett had advised him
that the bids would be revised and would soon be
awarded as the money appropriated for this work
was at hand and that there should be no hesitation
on the part of the City in carrying out its agree-
ment to furnish water and sewer service by the
end of the year.
The ;hatter of postponing the construction of
the water main was discussed jnd.

other work could be financed without borrowing any
money, it was agreed that there was no necessity
of holding up this work.

approve the agreement in final form.

It was pointed out that in accepting the property
for an "Overlook ", the Board would not be obligating

Sever Inspector Woodford with the University and suggest-
ed that the Board rescind the arrange:-lent and request
the University, in accordance with previous correspondence
with the Board, to construct an intercepting sewer that
mould take the floc, fro•_1 the overloaded Y,,ains on Eddy
Street and Cascadilla Para and divert itto the
University Avenue main. The Clerk was requested to

that the City has spent over '6,000 in constructing a

Airport The .natter of adapting a definite policy with
respect to the control and malage:.?ent of the Airport
was referred back to the Co= ttee to confer with
the City Attorney in view of the Committee's
recommendation that the best plan ~night be to lease
the Field in order to avoid any rsponsibility.
In this connection the I:ayor recommended that
if there were any ashes available in that terri.toay,
they .light be used to fill the laird east of the
hangar at the Airport in order to make a more
advantageous approach for naphibian planes.
Water Bills Commissioner Sawdon explained -and reco::.1_.ended
Rebated that 53.80 be rebated to the Ithaca Ice Company on
their next water bill because of discolored water
caused by the City using the water main at the
City Dump ; and also that =45 be rebated to the
I.O.O.F. to pay for the water used by the City in
testing its new ::gain to the State Hospital.
