HomeMy WebLinkAboutMN-CC-2009-10-21 COMMON COUNCIL PROCEEDINGS CITY OF ITHACA, NEW YORK Joint Meeting 6:30 p.m. October 21, 2009 of Common Council and Board of Public Works PRESENT: Mayor Peterson Alderpersons (10) Coles, Dotson, Rosario, Clairborne, Tomlan, Zumoff, Schuler, Myrick, Cogan, Mohlenhoff BPW Commissioners (5) Schlather, Brock, Tripp, Jenkins, Wykstra OTHERS PRESENT: City Clerk – Conley Holcomb Planning & Development Director – Cornish Superintendent of Public Works – Gray Planner – Kusznir Sasaki Associates: Mr. Mark Dawson, Ms. Gina Ford, Ms. Susannah Ross; Mr. Nate Tompkins, Clough Harbour & Assoc. PLEDGE OF ALLEGIANCE: Mayor Peterson led all present in the Pledge of Allegiance to the American Flag. SPECIAL ORDER OF BUSINESS: 2.1 Presentation by Sasaki Associates of Concept Alternatives for the Commons Repair and Upgrade Project The representatives from Sasaki Associates and Clough Harbour & Associates joined Common Council and the Board of Public Works to present the three concept alternatives prepared for the Commons project. Mr. Dawson reviewed ideas for the secondary Commons that would support the future repair and upgrade project on the primary Commons including circulation & access (returning 2-way traffic to E. Green Street, Aurora Street, Seneca Street, and Cayuga Street), lighting, landscaping, accessibility, public art, sustainability, signage & public restrooms. Mr. Tompkins reviewed the results/recommendations from a utility study: • Sanitary Sewer – upgrade with a slip lining • Gas – install a new line – to be determined – medium or low pressure • Water – install a new line • Storm Sewer – good condition – to be determined – pursuant to design Ms. Ford and Ms. Ross presented the concept alternatives entitled: Minimal; Asymmetric, Eclectic Streetscape and answered questions from Common Council members related to costs, maintenance, fire fighting access, trees, snow storage, bicycle racks, water features, potential for roof/enclosure, and project phasing. Due to time constraints, Sasaki Associates welcomed public comments in the second floor conference room, and scheduled a public information session for October 22, 2009 at the Cinemapolis Theater.
