Committee of the Whole Meeting 7:00 p.m. June 22, 2005

PLEDGE OF ALLEGIANCE:
Mayor Peterson led all present in the pledge of Allegiance to the American Flag.
SPECIAL ORDER OF BUSINESS:
2.1 Motion to Enter into Committee of the Whole – Resolution
By Alderperson Berry: Seconded by Alderperson Cogan
RESOLVED, That Common Council enter into the Committee of the Whole meeting.
Carried Unanimously
2.2 Motion to Elect a Chair of the Committee of the Whole – Resolution
By Alderperson Tomlan: Seconded by Alderperson Coles
RESOLVED, That Mayor Peterson be elected as the Chair for the Committee of the
Whole meeting.
Carried Unanimously
2.3 Green Street Parking Garage Options – Discussion
Mayor Peterson reviewed the materials that were distributed by the Planning
Department regarding the options being considered for the re-construction of the Green
Street Garage scheduled to begin in 2006.
Option A:
Includes the removal of the helix and construction of an internal ramp system as well as
the demolition and reconstruction of the center section of the garage. The option also
includes refurbishing and retaining the western section of the garage for a ten year
period. Phase II of the project would demolish and reconstruct the western section of
the garage.
Option C:
Includes the removal of the helix and construction of an internal ramp section as well as
the demolition and reconstruction of the center and western sections of the garage.
Planning & Development Director VanCort reviewed the schematic diagrams and cost
analysis of Options A & C.
Discussion followed on the floor regarding the positive and negative aspects of each
option.

Further discussion followed on the floor regarding the need to remove the helix at this
time, and how long the interim repairs made in 2004 would last.
Mayor Peterson stated that she has requested updated figures for “repair only” option of
the garage.
Extensive discussion followed on the floor with Council members voicing their opinions
regarding the project, and voicing their concerns regarding the lack of information to
resolve unanswered questions.
2.4 Motion to Rise and Report – Resolution
By Alderperson Cogan: Seconded by Alderperson Taylor
RESOLVED, That the Committee of the Whole rise and report any action taken.
Carried Unanimously
No action was taken.
ADJOURNMENT:
On a motion the meeting adjourned at 8:15 p.m.
