Superintendent of Water & Sewer – Fabbroni City Planner – Kusznir EXCUSED: Alderpersons: Whitmore, Taylor, Korherr PLEDGE OF ALLEGIANCE: Mayor Peterson led all present in the Pledge of Allegiance to the American Flag. SPECIAL ORDER OF BUSINESS: 2.1 Motion to Enter into Committee of the Whole By Alderperson Cogan: Seconded by Alderperson Berry RESOLVED, That Common Council enter into the Committee of the Whole meeting. Carried Unanimously 2.2 Motion to Elect a Chair of the Committee of the Whole By Alderperson Tomlan: Seconded by Alderperson Coles RESOLVED, That Mayor Peterson be elected as the Chair for the Committee of the Whole meeting. Carried Unanimously 2.3 Green Street Parking Garage Long Range Planning Options – Discussion Mayor Peterson reviewed the materials that were distributed to Council members by the Planning Department. City Planner Kusznir responded to questions regarding the figures used for the theater in the parking demand projections, and meter rates in the Cayuga Green Parking Performa. She further reviewed the estimate of probable costs of the different options for the Green Street Parking Garage. Planning and Development Director Van Cort noted that the cost of property acquisition should be included in the Option 1 – Repair only scenario. Discussion followed on the floor regarding the method used to reach the figures listed in the estimates. Superintendent of Public Works Gray stated that more detailed option breakdowns are available in the draft project proposal. Discussion followed on the floor regarding the concerns raised by Center Ithaca including resident parking during construction, maintenance of loading docks and emergency exits from the building to the garage. Further discussion followed on the floor regarding the re-payment schedule for the construction and the projected revenues associated with the garage construction including sales and property tax increases. June 28, 2004 2 Alderperson Coles expressed her interest in reviewing a comprehensive budget outlook for the city and the city’s plan for development in the downtown area. Mayor Peterson stated that an overview of the preliminary capital project budget would be available soon. Planning and Development Director Van Cort thanked City Planner Kusznir and Deputy Director Cornish for all of their hard work on compiling the projections and estimates. 2.4 Motion to Rise and Report By Alderperson Cogan: Seconded by Alderperson Coles RESOLVED, That the Committee of the Whole rise and report any action taken. Carried Unanimously Common Council reconvened into regular session with no formal action taken.
