PLEDGE OF ALLEGIANCE:
Mayor Peterson noted that in absence of an American Flag, she would defer the Pledge
of Allegiance.
SPECIAL ORDER OF BUSINESS:
2.1 Motion to Enter into Committee of the Whole
By Alderperson Whitmore: Seconded by Alderperson Korherr
RESOLVED, That Common Council adjourn into a Committee of the Whole meeting.
Carried Unanimously
2.2 Motion to Elect a Chair of the Committee of the Whole
By Alderperson Coles: Seconded by Alderperson Mackesey
RESOLVED, That Mayor Peterson be elected as the Chair for the Committee of the
Whole meeting.
Carried Unanimously
2.3 Motion to Set a Meeting Deadline
By Alderperson Berry: Seconded by Alderperson Cogan
RESOLVED, That the meeting deadline be set at 9:00 pm.

2.4 Taughannock Boulevard Extension Feasibility Study
Superintendent of Public Works Gray gave Common Council a brief history of the
project and the actions taken by the Board of Public Works.
Deputy Planning and Development Director Cornish presented and reviewed several
maps of the southwest area of the city. Discussion followed on the floor regarding
proposed access roads.
Further discussion followed on the floor with Fernando DeAragon, Staff Director of the
Ithaca Tompkins County Transportation Council (ITCTC). Mr. DeAragon explained the
requirement of the Metropolitan Planning Organization (MPO) and the Transportation
Improvement Program (TIP) processes.
Extensive discussion followed on the floor regarding application deadlines, funding
reimbursement percentages, and project submission strategies. Mr. DeAragon
confirmed that the MPO needs to submit initial project proposals by January 1, 2005
and that projects should be selected by May, 2005.

Further discussion followed on the floor regarding the possible expansion of the contract
to include elements such as pedestrian and bicycle access improvement, access
management for driveways and roads, and a “do-nothing” scenario.
City Planner Logue reviewed the Federal Consultant Selection process that was
followed by the city.
City Controller Thayer reviewed the proposed contract costs and issues involved with
capital project funding.
After further discussion between Common Council members it was determined that this
item should be referred to the Planning, Neighborhoods and Economic Development
Committee for further discussion.
Motion to Rise and Report:
By Alderperson Whitmore: Seconded by Alderperson Zumoff
RESOLVED, That the Committee of the Whole rise and report any action taken.
Carried Unanimously
Common Council reconvened into regular session with no formal action taken.
