COMMON COUNCIL PROCEEDINGS
CITY OF ITHACA, NEW YORK
Continuation of July 2, 2002 Meeting 7:00 p.m. July 10, 2002

Acting Mayor Manos reconvened the meeting from July 2, 2002.
City Clerk Conley Holcomb read Item 9.4A - A Resolution to Create
a Cayuga Green Client Committee that was approved unanimously at
the July 2, 2002 meeting:
9.4 CAYUGA GREEN PROPOSAL - A Resolution to Create a Cayuga Green
Client Committee
By Alderperson Pryor: Seconded by Alderperson Mack
WHEREAS, by previous resolutions, Common Council has
made certain critical decisions about the Cayuga Green
project, and
WHEREAS, the Cayuga Green project needs to quickly move
into a development phase, and
WHEREAS, the City also needs continuing oversight and
opportunities for input during the development phase;
now, therefore, be it
RESOLVED, That Common Council creates a Cayuga Green
Client Committee, and, be it further
RESOLVED, That Dan Cogan be appointed Chair of the
Cayuga Green Client Committee, and be it further
RESOLVED, That the Chair of the Client Committee will
work with the City and NDC Staff to better understand
the process needs of the development phase and then
present to the Common Council for its approval, the
constituent make-up of the client committee, and, be it
further
RESOLVED, That the Client Committee will provide input
to the National Development Council and to the
Department of Planning & Development through the
development phase of the Cayuga Green project, and, be
it further
RESOLVED, That all meetings of the Client Committee
shall be posted and open to the public.
Alderperson Cogan presented the following resolution to Common
Council and reported on his discussions with various proposed
committee members:

Cayuga Green Client Committee - Resolution
By Alderperson Cogan: Seconded by Alderperson Blumenthal
WHEREAS, by previous resolutions Common Council created a Cayuga
Green Client Committee to provide oversight and opportunities for
input during the development phase of Cayuga Green and
WHEREAS, Common Council reserved the authority to approve
appointments to this committee, now therefore be it
RESOLVED, That Common Council approves the following appointments
to the Cayuga Green Client Committee:
1. Dan Cogan Common Council
2. Susan Blumenthal Common Council
3. Pat Pryor Common Council
4. Diann Sams Common Council
5. Alan Cohen Mayor
6. Barbara Mink Chair of Tompkins County
Industrial Development Agency
7. Tim Joseph or designee Chair of the Tompkins County
Board of Representatives
8. Janet Steiner Tompkins County Public
Library
9. Gary Ferguson Ithaca Downtown Partnership
10. John Schroeder Ithaca Downtown Partnership
11. Scott Whitham Planning Board and
Historic Ithaca
12. David Kay BPAC
13. Carol Schmoock Merchant (Handwork)
and, be it further,
RESOLVED, That the committee will be supported by, among others,
1. Thys VanCort, Director of Planning and Development
2. Doug McDonald, Director of Economic Development
3. JoAnn Cornish, Deputy Director of Planning & Dev.
4. Bill Gray, Superintendent of Public Works
5. Jim Monahan, Monahan Development Corporation
6. Kevin McLaughlin, National Development Council
and, be it further
RESOLVED, That in the event members of the Client Committee are
unable to continue to serve, the Chair of the committee will be
authorized to appoint their replacements, and, be it further
RESOLVED, That the Client Committee will provide input to the
National Development Council and to the Department of Planning
and Development through the development phase of the Cayuga Green
Project, and, be it further
RESOLVED, That all meetings of the Client Committee shall be
posted and open to the public.
Alderperson Sams expressed concern that the Client Committee did
not include a resident of the neighborhood. She suggested that
Jemma Macera be appointed to the committee.

Amending Resolution:
By Alderperson Hershey: Seconded by Alderperson Mack
RESOLVED, That the first Resolved clause be amended to add the
following language:
“14. Vacancy Resident of the immediate vicinity”
Extensive discussion followed on the floor regarding the make-up
of the committee and the time commitment involved. Alderperson
Cogan explained that the meeting schedule would be time intensive
for the next six months and would include two or three hour
meetings every other week. He also explained his desire for
members of the committee to commit to serve for the duration of
the process.
A vote on the Amending Resolution resulted as follows:
Carried Unanimously
Further discussion followed on the floor regarding people serving
on sub-committees who are not voting members of the Client
Committee. Concern was raised that environmentalists and other
groups have not been included in the committee make-up.
Alderperson Cogan stressed the necessity to keep committee
membership small so that work can be accomplished, and noted that
the meetings are open to the public and people are welcome to
attend, and voice their concerns.
Amending Resolution
By Alderperson Blumenthal: Seconded by Alderperson Hershey
RESOLVED, That the following Resolved clause be added to the end
of the resolution.
“RESOLVED, That sub-committees will be formed to address specific
topical issues related to Cayuga Green and that the Chair will
have the authority to appoint sub-committee members who represent
diverse points of view and interests.”
Carried Unanimously
Main Motion As Amended:
A vote on the Main Motion As Amended resulted as follows:
Carried Unanimously
Alderperson Whitmore noted for the record that he fully supports
the decisions that were made by Common Council in support of the
Cayuga Green Project at the July 2, 2002 meeting.
ADJOURNMENT:
On a motion the meeting adjourned at 7:35 P.M.
