TOWN BOARD MINUTES
September 2 , 1965

The regular meeting of the Town Board of the Town of Danby
was held at the Town Hall at 8 P . M . , Thursday , September 2 , 1965 .
Town Board members present : Supervisor James H . Cortright ,
Councilmen Donald Barber and Donald Makie , Justices Henry
Makarainen and Moses Peter . Also Assessor William Berman ,
Zoning Officer Harry Hatfield , and Joe Short , Gould Colman , John
Freccero , Bob Doan , Bob Bernhardt , John Teti , Roland Tamblyn and
Bob Boothroyd .
Supervisor Cortright called the meeting or order . Minutes
of the August meeting were read and approved as . corrected .
COMMUNICATIONS

. Ammendments to the Social Security Act signed July 30 , 1965
increase the social security contribution rate from 3 5/ 8 %
to 4 . 2 % and the maximum annual covered wage from $4800 to
$6600 . Both effective January 1 , 1966 .

Mr . Bernhardt asked about the • start of Town Office Building .
Mr . Colman asked if Highway Superintendent is responsible for
road signs . Supervisor answered the State Traffic Commission is .
REPORTS OF COMMITTEES
r Highway - Peter talked with Highway Engineer in Syracuse . They
were unaware of the hazardous conditions of 96B and
have mowed and cut brush along the highway .
Zoning - Makie talked with Regional Planning who are in final
stages of Zoning Ordinance and Planning for Danby .
. Two weeks to a month will be completed .
Fire — Barber reported old Danby school has been burned and thanked
the Fire Company . Supervisor Cortright thanked Highway
Superintendent , for fine job in cleaning up .
Cemeteries - Makarainen reported work has started on West Danby
Cemetery . The fine job done on Adams Cemetery was
expressed in call to Supervisor from Auburn .
Insurance - None
Youth - None

OLD BUSINESS
Highway Superintendent - None
Zoning Officer - Hatfield talked with Manley - Thaler and he will
meet with Judge Simpson . No information on new '
law on junk cars . Ithaca Hotel sign is down .
P lanning Board - Chairman absent .
Appeals Board - Chairman absent .

Assessors = Chairman Berman reported assessment roll is filed
with clerk of the Board of Supervisors and copy in
Town Clerk ' s office . Increase in assessed valuation
is around S100 , 000 .
Town Hall Study - no report .
Jennings Pond - Supervisor did not expect Journal ' s report of
Public Hearing on Jennings Pond to be a dead issue . He
asked each member of Board to be heard on issue .
Ryan ' s letter was read again .
Makie - " as we read letter , interested in what could be
done under the exceptions and have an opportunity
to react to letter . " � !
Peter - " letter clearly spells out all requisites to having
swimming facilities and if we can establish a need
for swimming , consider a municipal swimming pool . "
Barber - " does not see how we can make a swimming area w
without a dike . " .
Makarainen •- neutral
Makie says it is possible and outlined why concen-
trated amount of swimming will dissipate the silt .
Cortright - " reaction on length of time for swimming , use
o f ligeguards only under Youth Recreation Program .
"Misinterpreted by a lot of people that swimming,
w ould be anytime and Town is liable for injury or
death . " Suggested transporting to other parks .
Joe Short - " utterly confused - - wants to keep kids in Danby ,
n ot transport them to other parks . " Ryan ' s letter
should have been received much earlier so to have
an alternative . "
Colman - " need for youth recreation at this time . " question
for us to decide - - do we need swimming facilities ?
" Whay can ' t it betried ?
Supervisor Cortright moved to investigate the establishment of
a swimming area in Jennings Pond in compliance with state regula -
tions , total construction not to exceed $ 2500 . Seconded by
Makarainen . 5 ayes , 0 noes , carried . t
Cortright asked Makie , Short , and Freccero as a committee to
collect data that is feasible in the way of fence , float lines,
etc .
Coddington Road Youth - Mrs . Heath notified the Supervisor that
35 people from the Town of Danby use Youth Center .
Cortright asked if Town should contribute money . Peter
made the motion that Danby is already committed as far •
as we can go on our Youth Program . Cortright tabled
motion . Makie seconded . 5 ayes , 0 noes , carried .
Troy Road Junkyard - no report .
West Danby Water District - Resolution #6 . Appropriation -
West Danby Water District
Peter made the motion authorizing Supervisor Cortright to
hire the Standard Engineering Corporation of Albany to study a
plan for a Water District in West Danby subject to scrutiny of
the town attorney . Seconded by Barber . 5 ayes , 0 noes , carried .
Makie went on record as stating he felt Board should consult another engineer . Supervisor will get a list of jobs done and
information on the engineer .
Sanitary Land Fill - no word from Stroble .
Bingo - no report .

NEW BUSINESS " l!
Town . Office Building - Peter asked if Board members would look
over office buildings in nearby Townships . Supervisor
asked Peter to write Towns where Board 'would like to see
and go during the evening .
Estimated Budgets - Return to Town Clerk between 20th and 30th
of September . Tuesday , October 5 , meeting to prepare
7 Town Budget . To be adopted not later than the 10th .

site and erect if Town will buy sign .
Mower - Need of being replaced . Roads are not being mowed .
