Special Meeting 2:00 P.M. January 1, 1998

PLEDGE OF ALLEGIANCE:
Mayor Cohen led all present in the Pledge of allegiance to the
American flag.
DISMISSAL OF OUTGOING COUNCIL:
Alderperson Shenk thanked Alderperson Mackesey for her service
to the City, her leadership skills, and all of the behind the
scenes support she offered to the constituents of the First
Ward.
Alderperson Sams thanked Alderperson Efroymson for his support
and noted that it was a pleasure working with him on issues
facing the Second Ward.
Alderperson Marcham thanked Alderperson Hanna for his service to
the Collegetown Neighborhood Council, his involvement in the
reconstruction of Frosh Alley, and his support for the Youth
Bureau and the Department of Public Works.
Alderperson Gray thanked Alderperson Thorpe for her service to
the City of Ithaca and specifically to the constituents of the
Fifth Ward. He noted that Roey’s compassion and sense of humor
guided Common Council through many difficult decisions.
Alderperson Blumenthal presented the four departing Council
members with a gift of Downtown Dollars.
Former Alderperson John Johnson thanked the departing Council
members for their support, and dedicated service to the City of
Ithaca.
Mayor Cohen read four proclamations of appreciation, and made
personal comments to the departing Council members. Mayor Cohen
also presented the departing members with dinner gift
certificates.
Alderpersons Thorpe, Efroymson, Hanna and Mackesey thanked
Common Council members for their support and hard work. They
further wished the new Council members good luck and offered a
few words of wisdom.
OATH OF OFFICE – ALDERPERSONS ELECT:
Mayor Cohen swore in the following members of Common Council
into office:
Paulette Manos, First Ward
Tracy Farrell, Second Ward
Patricia Vaughan, Third Ward
Joan Spielholz, Fourth Ward
Jana Taylor, Fifth Ward

ELECTION OF ACTING MAYOR:
Resolution to Open Nominations
By Alderperson Blumenthal : Seconded by Alderperson Gray
RESOLVED, That the nominations for Acting Mayor be opened.
Carried Unanimously
Alderperson Blumenthal nominated Alderperson Sams as Acting
Mayor.
Resolution to Close Nominations
By Alderperson Vaughan : Seconded by Alderperson Marcham
RESOLVED, That the nominations for Acting Mayor be closed.
Carried Unanimously
Alderperson Sams was elected by Common Council as Acting Mayor.
ELECTION OF ALTERNATE ACTING MAYOR:
Resolution to Open Nominations

RESOLVED, That the nominations for Alternate Acting Mayor be
opened.
Carried Unanimously
Alderperson Marcham nominated Alderperson Blumenthal as
Alternate Acting Mayor.

RESOLVED, That the nominations for Alternate Acting Mayor be
closed.
Carried Unanimously
Alderperson Blumenthal was elected by Common Council as
Alternate Acting Mayor.
Designation of Official Newspaper
By Alderperson Vaughan : Seconded by Alderperson Blumenthal
RESOLVED, That pursuant to Section C-113 of the City Charter, the
Ithaca Journal be and is hereby designated as the official
newspaper of the City of Ithaca for the year 1998.

Collateral to Secure Deposits
By Alderperson Farrell : Seconded by Alderperson Blumenthal
RESOLVED, That the collateral deposited by the Tompkins County
Trust Company, M & T Bank and the Fleet Bank as reported, be
approved as to form and sufficiency.

Public Employee's Blanket Bond
By Alderperson Manos : Seconded by Alderperson Vaughan
RESOLVED, That pursuant to Section 11 of the Public Officers Law,
the following Bond, which is on file in the Office of the City
Clerk, be, and is hereby approved in all respects for the year
1998.

Designation of Common Council Meetings
By Alderperson Taylor : Seconded by Alderperson Vaughan
RESOLVED, That the regular meetings of the Common Council, for the
year 1998, be held at 7:00 P.M., on the first Wednesday of each
month, in the Common Council Chambers, at City Hall, 108 East
Green Street, Ithaca, New York, unless otherwise determined by
Common Council.

RESOLVED, That pursuant to Section C-34 of the City Charter, the
